Strength is raw physical conditioning. Lifting stuff, swimming, running a long time, punching hard. It's added to many melee attack damage as well.

Agility is swiftness, reaction speed, and immediate awareness. It's used for dodging things, jumping, ducking, outrunning folks, and other twitchy reactions.

Melee is the general skill of up close combat with knives, swords, fists (power or otherwise), chainsaws, whatever else.

Intelligence is raw intellectual power, knowledge, and drive to learn and study stuff. It is also used for military logistics.

Tactics is your knowledge of battle tactics, from the strategy of leading armies to simply knowing when it is safe to rush across a hallway in a gunfight.

Nerve is the stat both for shooting firearms and for keeping your cool. Nerve checks are common in combat to prevent from panicking or fight through pain.

Charm is the social stat used for flattery, smoothtalking, lying, seduction, verbal sparring, deflection, and navigating high culture.

Presence is the social stat used for reasoning, explaining, teaching, intimidating, impressing, or public address.

Contacts is rolled to know people you need to know, and to have a good reputation with them.

Belief is your actual faith in... whatever you have faith in. The Emperor, hopefully. It is used to resist temptation and corruption.

Scripture is your knowledge of the intellectual side of your religious faith. If you can quote from the holy books and theologians. It's intelligence for matters of faith.

Fire is your ability to project your faith out and convince others of it. Want to convert somebody or whip a crowd into a fanatical fury? This stat.

Can we, uhh, apply any of this to persuading a bunch of mutants to let a bunch of... mutant-interest-perpendicular defensively-capable transhumanism-hobbyists through their walls? Maybe we could wear "I <3 mutants" shirts?
They'd probably think it was a trick and be more actively suspicious. Our party is not obvious Chaos minions or mutants themselves; they look too, for lack of a better term, square to actually hold any positive feelings about mutants in this day and age.

Probably best to just stick with the entirely truthful strategy I suggested earlier: "We are not here to hunt you. We are hunting surface dwellers who came here a few days ago, and who themselves might want to hunt you. Here is a shiny thing as partial payment for passage through your land. We will give you a second shiny thing as we exit your land if we aren't bothered. Deal?"

We'd have to ask the Ordo Excorium, seeing as they declare 90% of all Exterminatus' enacted unnecessary, and the Inquisitors who enacted them get stripped of rank and declared heretics.
EDIT: Misremembered, it's over 90% of Inquisitors who call for an Exterminatus will be found to have been in error, and stripped of rank by the Ordo Excorium. The remainder will go on to survive declaring more than one, so I suppose they could be asked as well.

That, and there aren't usually many ways to tell if the mutation wasn't actively caused by chaos corruption/warp exposure, so the Imperium just went for a blanket solution, as usual. (One of the ways is to have a powerful psyker use Divination on them)

If true, then it is... horrifyingly like the Imperium to have an oversight body that does do oversight, and does censure the genocidal lunatics who are nominally acting for the Emperor... but then never actually carries out any restructuring or institutional reform to prevent things from going on like this forever.

The thing that makes the Imperium, and fascist states in general, monstrous is not that they have no one who is decent and cares. It is that they structurally deflect all acts of caring and decency away from the places where it might prevent the fascist state from committing inhuman acts of evil.

None, really, I think the only potentially justifiable cases for Exterminatus is if the world is already starting to melt into a Daemon World(which takes some SERIOUS doing) or it has been lost to Tyrannids(who'd eat everyone left alive on it anyway).

And even then you probably want to think thrice and get a second opinion.

And even with all that, you still get cases like that of Kryptmann, who decided to try to preemptively starve out a Hive Fleet by making every planet in their charted course bereft of life. He was... debatably successful.
 
Kryptmann is considered a lunatic in canon; his plan to diverge the second large fleet into Ork territory is a brilliant example of tactical victory, strategic loss.

Not disagreeing with you, just using the example of what can happen when the Ordo Excorium doesn't get there in time. They immediately denounced him, but he was too far away to arrest at the same time.

I'd say Abaddon's inner circle, at least, are kinda fash-y, still holding on to that old dream of "Remake the Great Crusade-Era Empire but with Space Marines and Glorious Leader Horus Abaddon at the top," still seeing Chaos as just a means to that end. Somehow.

No one says Chaos exposure improves your ability to weigh your position rationally.

Possible answers:

1) Because the electronics that do the 'pulsed beam' thing only actually function across a couple of orders of magnitude of power output, and so using them to generate only non-weaponized illumination is like trying to use a firehose to fill a teacup.

2) Because the pulse rate is low enough that in flashlight mode the device would visibly flicker like a strobe light and be disorienting or unhelpful to someone with unaugmented human vision and neural processing.

3) Because you don't want to have to choose between being able to see and being able to shoot. Sort of like how the ring bayonet (a knife clipped to your gun to make it a spear, instead of simply shoving the handle of the knife down the barrel to make it a spear in a more obvious way) was invented because you don't want to have to choose between being able to stab and being able to shoot.

4) Because the laser is designed to use a single wavelength, and the best wavelength for shooting isn't the best wavelength for seeing.
