Strength is raw physical conditioning. Lifting stuff, swimming, running a long time, punching hard. It's added to many melee attack damage as well.

Agility is swiftness, reaction speed, and immediate awareness. It's used for dodging things, jumping, ducking, outrunning folks, and other twitchy reactions.

Melee is the general skill of up close combat with knives, swords, fists (power or otherwise), chainsaws, whatever else.

Intelligence is raw intellectual power, knowledge, and drive to learn and study stuff. It is also used for military logistics.

Tactics is your knowledge of battle tactics, from the strategy of leading armies to simply knowing when it is safe to rush across a hallway in a gunfight.

Nerve is the stat both for shooting firearms and for keeping your cool. Nerve checks are common in combat to prevent from panicking or fight through pain.

Charm is the social stat used for flattery, smoothtalking, lying, seduction, verbal sparring, deflection, and navigating high culture.

Presence is the social stat used for reasoning, explaining, teaching, intimidating, impressing, or public address.

Contacts is rolled to know people you need to know, and to have a good reputation with them.

Belief is your actual faith in... whatever you have faith in. The Emperor, hopefully. It is used to resist temptation and corruption.

Scripture is your knowledge of the intellectual side of your religious faith. If you can quote from the holy books and theologians. It's intelligence for matters of faith.

Fire is your ability to project your faith out and convince others of it. Want to convert somebody or whip a crowd into a fanatical fury? This stat.

When a servitor is horrifically damaged such that its entire existence is just varying degrees of agonising pain, they tend to let it die.
On the one hand, those awesome money-maker models that are Dreadnoughts ain't gonna pilot themselves with "normal" Marines. On the other, there's gotta be a better way to give the old men some comfort in those life support pods. Audio books at least. Maybe Kharn's history of the Great Crusade...

Inquisitors get their information many different ways. Praxis, like most Inquisitors, benefits from a generational web of acolyte cells established by her predecessors, who act as an intelligence network. This is how she knows about the first two. In the case of the third, the Navy is trusting the Inquisition to handle something delicately which they are unable to: the Navy is a brute-force organization of brute-force solutions, and their politics are complicated and multi-generational. It is likely an Admiral found the channels they needed to contact Praxis and inform them of the problem in the hopes it can be dealt with.

1-6: A Nice Relaxing Journey
Two weeks later...

You hated interstellar travel. You hated the sickening feeling of the Geller field, you hated the the weeks and months of claustrophobia, you hated the recycled air, and you hated the non-stop rumble of the working machinery, and most of all, you hated what ships did to their crews.

You were currently aboard the Charter Merchant ship Gambelle's Letter, a Vagabond-class Merchant Trader. Despite being considered a small vessel, it was still objectively massive, two kilometers from end to end. It wasn't as good as hitching a ride with the Imperial Navy, but it was better and safer than a private ship.

It still wasn't good.

"How are you enjoying your journey, Lady Inquisitor?" the captain, a rather corpulent man by the name Nepotianus Liversedge IV, asked. You were currently at dinner in the upper quarters, the honoured guest. The meal was not lavish to the standards you'd sometimes experienced, but clearly impressive to void-dwellers. The meat was real, even.

"It is quite satisfactory, captain. My complements to the chef." You said.

"The who?"

Like many ships in Imperial Service, Gambelle's Letter had been sailing the void for many, many years. This one was nearly six hundred years old, and had gone a hundred and eighty years without a refit, or indeed without stopping for much more than to pick up new equipment. As a result, it was suffering a condition common in Imperial vessels, the formation of a multi-generational caste system.

There was a kitchen, somewhere below. Fresh supplies came in, and food arrived through the transport tubes. No more thought than that was paid. Nepotianus, his extended family, and the rest of the command crew had not strayed from the so-called upper quarters in at least two decades. They merely called below when something was amiss.

"Nevermind. How are things aboard the greater vessel, captain?"

"Well enough, I suppose. Sorry about the jostling last night, my report says there are some kind of problem down below with loading, I don't know. There was some kind of accident... Len, you said we were hauling something dangerous?" the Captain asked.

"Ah, yes sir. Six hundred kilolitres of Tetrabryonisgolyme in pressurized containers, it has a hazardous materials warning."

You shared a glance with Sister Charitina. TBG was the active chemical which was pressurized and fired from the chem cannons of Bane Wolf tanks, or fired from heavy mortars during siege warfare. It was some of the worst stuff the Imperium had in its arsenal, and was so dangerous and foul that you needed direct authorization from a Major General or higher to employ it.

"In any case, we've suffered quite the efficiency lost in some sectors. We may have to take disciplinary action." the Captain said.

"I see."

You absolutely, one hundred percent knew better than to ask, but...

"... what kind of disciplinary action?"

There were eighteen thousand people crewing this ship, more or less. The captain didn't know the exact number. Nobody here did. Why did it matter? There was a crew in the middle officers who would press-gang replacements if needed, and children were constantly being trained to take over their parent's positions. Nepotianus Liversedge V was sitting at the table near you, a boy of maybe fourteen, staring at you wide-eyed. Everyone you'd seen on the ship so far were pale, like pigmentless creatures found in a deep cave. Your crew must have looked so strange to him, you and Bookter especially.

When efficiency fell below, the upper officers warned the middle officers, and the middle officers tried to get things under control with the ship's Voidsman contingent. If that failed, the upper officers would hold the ship hostage, and vent crew quarters at random until work resumed.

It had happened six times in Nepotianus' life aboard the ship. Twice with him as captain. More frequently of late as more parts of the ship failed, but the upper officers were reluctant to put in for a two-year refit, as that would be less time spent earning money which, as best you could tell, was used to add more gold to the upper decks. It wasn't even as though they couldn't afford it, it was a charter merchant, the Imperium maintained those vessels as general policy.

You meal finished, you excused yourself and headed back to your room. Charitina followed with a look of dread on your face.

"I know that look." she said accusingly.

"What look."

"The... Joanyn, please, we can't do this again!" she pleaded.

"Do what? I'm not planning on doing anything."

"Bullshit, you're gonna... I'm not even sure! But I'd really like to make it to Avanyu 3 alive, warp travel is not the time for this!" Charitina actually held a hand across the narrow hallway to stop you, and you glanced over with a sigh.

"Tina, I forget. What's the thing you're always telling me, from your vows?" you asked, your usual go-to to win these arguments.

"Urgh. Everywhere you go, bring joy and righteous fear to the hearts of Man." she recited mechanically.

"Right," you pointed down the hall, leading to the long-sealed door which connected the upper quarters to the working areas, "down there, I am going to spread some joy, and," you indicated behind you with a thumb, back to the dining hall, "up here, some righteous fear. You in?"

"... yes."

The remainder of the trip was quite pleasant. Hadn't even been difficult. You went, you talked to some point, got an idea of what was going on, and made your decision. You informed the captain he'd been responsible for the needless deaths of, according to your records, twelve hundred of the Imperium's servants, then you had him relieved of command and the ownership of the vessel by simply telling him it was now yours, by the power invested in you by your office and the crowd of Voidsmen at your back. You then got the middle officers to choose a new captain from among their ranks, and told them that after they got your ship refitted it was theirs to keep.

"Mine?" the new captain, a man in his sixties who'd never left the six decks between the working areas and the upper quarters until today, said wide-eyed.

"No, the officers collectively. The profits belong to the ship itself. It's already effectively been the case for generations." you explained.

Turns out the ship already kinda had a pretty fair method of distributing authority in the working areas, as the ratings elevated their own to act as lower officers to lead work teams already, so you just made the official. Now that the ship and its ranks were once again a single continuum, it meant that, in theory, anyone could become the captain. It would probably also improve living conditions considerably, if you knew your children would spend at least a few years working in the holds. Sure, there was a strong possibility that a captain would declare himself tyrant, but you'd instructed him to stand down after a year for a new captain to be chosen, so that would happen twice under your supposed ownership.

Perhaps that was enough time to establish a new tradition. Perhaps not. You were but one woman.

You task done, you retired back to your quarters, which were a lovely little corner of the ship, and curled up with a nice book for the rest of the journey.

This game is normally designed as a sort of harsh capitalism simulator, with the player having to spend a limited pool of money to buy back penalties they incur and paying a price if they don't. As capitalism doesn't make much sense, we're instead going to use what I'm going to called Relaxation Points, or RP. This basically represents the time and effort it takes Praxis to deal with her issues. The more successful Praxis is in her personal goals, the more she is able to justify to herself the time and effort it takes to do this.
Moving forward, we'll be using more write-ins and less simple options. When your write-ins invoke Praxis' Values, I'll have it earn you RP equal to the rank of the Value. When you choose to take downtime for her, you'll spend those RP, which'll get rid of your Penalties. If you don't have enough RP, you'll fail to clear all her Penalties.
RP will disappear after the rest period is over.
By the way... if you don't have enough RP to clear all your penalties? You keep them for the next session. And if you still have so many Penalties as to put you over a Threshold? Well, then we get to talk about Marks on your character. But that's for another time.
VALUES
In this system, a Value is a statement on your character sheet which is a statement of intent, a preference, an inclination, or an instinct that drives your character. It can be a strong feeling towards another character, like love or hate. It can be the same for an institution. It can be an ideological mission statement, or even a habit like "always sleep with a pistol under your bed" or "never back down from a fight."
Praxis is not quite a blank slate character, she's already her own person, but she's also not a fully developed person yet, which is why we're doing character creation. We already know Praxis' core value, which is...

This value was instilled in her by the inquisitor who trained her, and is the central pillar of how she sees the world. It will bring her in conflict with almost every institution in the Imperium, which is why it is interesting.
We have seen some things that Praxis values other than that, but we don't know for sure. So here's what I want from you.
Make a plan vote, and write in the following:
- Two Values, one labeled "1" and the other "2", with the higher number more valuable.
- Remember, a Value can be a feeling towards something, a sense of duty, or simply a habit.
- These values can be anything and come from anywhere. Feel free in your post to justify them with life experience or background.
Values can change during play, and we will engage with that. You can also end up in situations where values are temporarily instilled in Praxis.
EXPERIENCE
Whenever you clear a Penalty, it generates 1 XP towards that cluster of Attributes particularly. So you have Social XP, Physical XP, Mental XP, and Faith XP.
XP can be used to raise attributes (it costs 10 times the desired Attribute number in XP to get it), or to buy Skills (It cost 8 XP and must be related to the category, subject to veto). However, there is a catch: you must also spend RP equal to the Attribute number, or 1 RP per skill.
What that means is that while taking and clearing Penalties earns XP, you must try at least sometimes to have an excessive number of RP. Learning takes both stress experiences and time to relax: without both you learn nothing.
I will give you 12 RP for this first adventure. 10 will be consumed clearing your Penalties, so now you have...

There's a feedback loop where-in Praxis would try to foster relationship and solidarity with plenty a groups and people in order to maximize whatever plans she has in store to work. We not only scoured the archives for legitimacy, we ensured that the Council is strong, and then bolstered that with Space Marines' implicit approval and ensuring that the Lord would be watched by subverted bodyguards. And well, it works.

And if that mindset gets her in a place where the servants of the Architect of Fate invokes You and I aren't so different card and drives conflict... well, all the better. That's the point of Values, after all~

Another Value that aren't so grand or navel-gazing in its implications might be better, though. None particularly jumps to my head on this so if any of you lads have an idea, might as well compile that for a full plan.

Maybe something about going to not just The People but people? We spent a lot of time stepping around ideological power struggles to get to the heart of the issue. We used the Nitwit's fear of the Space Marines, we considered the possibility of combining truth and lies to forge a claim, and we personally appealed to the emotional confidence (and in a way insecurities) of our target. And then, again, even on the way here we went to the people down below, and then up above...

We're like a crab, we're always moving sideways, and we're doing so often based on people's hearts as much as their heads (as if the two can *really* be divided) and I'm not sure how I'd, like, present that?
 
Hmm, it was obvious before this but I think we can pin our good lady as broadly speaking a Recongregationist, or at least has most of her sympathies in that direction, few Inquisitors line up perfectly with single sects, not that sects are uniform.

Also, funny that I brought up I Am Slaughter when that series also has an Inquisitor in a lesbian relationship with her bodyguard. Now we just best hope we don't run into any Orks

Well, at least she knows the main reason the Imperium's been in a new level of crap-sack for a couple thousand years is the damn Emperor-botherers and...

Shoot, can't think of a quippy term for the Ministorum priests who're blatantly expies of the Catholic Church practices that prompted the Reformation.
Emperor-botherers is the right time for both, in that it's a shorthand (mostly from Ciaphus Cain) for priests who expect the Emperor to do everything for them and don't really believe in the Thorian Reformation self-sacrifice martyrdom cult stuff, while raking in the cash and employing personal armies in the pre-Apostasy days. People like Mesring and Vandire, basically.

But get this! Like most Imperial problems that aren't green skinned, it's a self-own! There were two competing cults in the early days of the Imperium, the Temple of the Saviour Emperor and the Confederation of Light. The former had a lot to say about how the Emperor was a god, but very little to say about how you should live your life. Because, get this, the Temple was descended from the adherents to the Lectitio Divinitatus, which you might know as the book Lorgar wrote. That Lorgar. Chaos Primarch Lorgar. Caused the Horus Heresy Lorgar. Unsurprisingly, proving the Emperor's divinity without saying what he wanted led quite quickly to the kind of corruption we would later see. Meanwhile, the Confederation believed in the later Reformation values, poverty, humility, martyrdom, all that good stuff. The Imperium then officially recognised the Temple as the official religion and the High Lords authorised the use of forces to assist the official Ecclesiarchy in a War of Faith to wipe out the Confederation and its adherent due to political pressure.

So even stuff as banal as the corruption of the church can be put right at the Imperium's feet as a specific thing they did! The Imperium, especially after but even during the Great Crusade, is a pile of self-owns.
 
Hmm, it was obvious before this but I think we can pin our good lady as broadly speaking a Recongregationist, or at least has most of her sympathies in that direction, few Inquisitors line up perfectly with single sects, not that sects are uniform.

I am of course happy to serve. It was either that or the Ardentites, but they seem more to believe in a semi-mystical idea of the Emperor expressing himself through the people, while our good lady is also a populist but doesn't put much holy stock in the idea.

On the subject, I am fascinated by how you've so carefully weaved your story. Everything breathes 40k, from the aesthetics of the people and places to the details and the lore. Yet, at the same time you haven't compromised the narrative you want to tell even an iota. It's a balance you've struck masterfully, and I gotta say as a mere amateur Quest writer I'm very impressed, like I am with pretty much all of your work I've read tbh.

Yeah I get that, which is why despite what I memed about Armageddon I don't think we'll go head to head with Ghazghkull or his ilk. It kinda runs counter to the themes, which are about the Imperium's slow collapse caused by internal compromises and system failures. The larger Ork bosses (and of course the Tyranids) don't really represent that, they represent a very fast collapse caused by external high speed impact.

Also we're not Ordo Xenos so it's out of our IC bailiwick.
 
So, hmm, ideas for the [1], or alternate ideas for the [2]? Fundamentally, we want our Values to be how we're already playing currently, so that we benefit as much as possible.
 
Having troubles thinking up values that are not just glorified Attributes, Skills, Perks or something that Inquisitorial training probably already drilled into her:

[] Body Maintenance - The inquisitorial training probably already drilled this into her, but it never hurts to be prudent about it.

[] Basic Empathy - Most Inquisitors have a bad habit of seeing people as walking sets of traits to deal with, weaknesses to exploit and corruption vectors to eradicate instead of, you know, people with their own views, feelings, desires, worries and more. Praxis, for the better or for the worse, is not one of them.

[] Waste Not, Want Not - Praxis's mentor was one of those who double, triple. quadruple checked what resources they actually had, how much of it they could realistically use, how much they could use without repercussions and most importantly, if they should use those resources at all. Some of this thoroughness passed on this Praxis.

[] Meritocracy - Believes that one's skills, knowledge, experience and aptitude for the job, not wealth and connections, should be deciding factors for whatever they are suitable for the position or not. At lower value probably not truly opposed to hereditary positions, just prefers that they are not occupied by idiots that just happened to be the oldest/youngest/middlest when the more suitable heirs are available.
