Strange Aeons: A 40k Xeno Governor Quest

Looks mostly fine, though you forgot to move Atraxas and the Private Army off of Fortifications so that's doubled up.
That wasn't a mistake, I just replaced the PDF training action which already had Atraxas and the PA on it with the Assault.
Also, may I recommend swapping spending Admech favor on a ship to send home for the second mission tier for a single AP Personal Vessel action, which will get 50-100% of the same favor at less suspicion and also finishing the Noosphere mission?
I'm doing the Heart Forge on this same turn so we'll have our ship next turn practically guaranteed anyway and I am keen on getting a whole ship to the Homeworld for whatever tech they can glean from it (and then share with Atraxas of course). Though thanks for noting the suspicion, so I'll swap the Faith action for a donation to the Orphanages.

Also, how would we get the same favor from just buying a ship for ourselves? We wouldn't be giving the Homeworld anything in that case.

Because we're not buying one, we're crafting one, meaning we're already adapting the data to Exatari practice:
You have to finish Voidcraft learning before sending the data to the Homeworld, but constructing a personal ship will provide favor due to testing out the systems so to speak.
Also, I'm pretty concerned about your suspicion in general. You seem to have fairly few suspicion reducing actions considering you're spending a minimum of 120 suspicion (just based on the actions I know the suspicion cost of off the dome)
EDIT: Can the private army work on local infrastructure on the same turn as assaulting?

I would say that in this case yes, it would reduce their effective bonus to the assault action by an amount related to the number of actions on world, but they can still do work on world. Basically I would rule that as you not taking the entire army but some percentage of it.

And I take it four other actions would only produce a fifth of their usual quality bonus?

its a bit of an iffy scenario, its an edge case that I haven't expected to become a thing so I dont have preset rules for it. I would say that it would cause them to have lower wound thresholds and wound totals but retain their quality bonus.
So probably viable assuming we're doing a small operation just to clear the construction zone, considering that quality is minimum at parity and Atraxas is a good commander.
As an aside, is it fucked up that when you told me that the ranking of mental resistance went Normie->Scholar->Broken Scholar---------------------->Living Mausoleum, I began workshopping the idea for a Scholar conditioning set that is designed to be almost immediately broken through external stressors so as to produce mentally resilient agents who can be vetted before being given dangerous tech, knowledge or clearance?

Not really possible the reason Broken Scholars are so durable to mental corruption effects is entirely related to just how durable the Scholar conditioning is. Basically Atraxas is a Forge Scholar, every Forge Scholar basically is identical to him in personality/outlook. He is displaying more personality due to being so stressed, but by and large every Scholar is basically a clone of each other, with their actions differing only slightly due to personal experiences.

When a Scholar Breaks, the engrained and extremely durable thought patterns of the Scholar conditioning are fused with the underlying natural personality of the Exatari. In short, in a Break the overlay and the underlay become one and the same, but the durability of the Scholar layer is given to the natural personality as well, and since the natural personality is well natural it is harder to corrupt than a mental overlay.

Yeah. So give them an incredibly durable conditioning, and then subject them to stressors on that conditioning for a century or two. Then vet the resultant personality.

Anything stronger than the current level for the Forge Scholars would turn them into imperial servitors in pretty much every aspect but name. You might be able to get away with that for Scholars of Creation, but they are the only Scholar that could have their conditioning altered without causing massive problems for Exatari society. Scholars have been made for well over 100,000 years at this point and the Living Mausoleums have done countless optimization experiments on the process in that time.

At the moment, the Scholars are insanely fine-tuned for their purpose. Balancing durability against the flexibility that they require to do what they are meant to do. The conditioning could be made stronger, but Scholars are rare. There are only 10 billion Exatari in total in the galaxy, one in a thousand might be able to become a War Scholar, one in a million might be able to become a Forge Scholar after 20 attempts. Any more durable conditioning wouldn't allow the recovery of broken Scholars, they would just shatter, the overlay and their natural personality just annihilating each other in the moment of a break.

The Living Mausoleums could prevent Breaking from being a chance, but to do so would mean that if one did break then there would be nothing to recover and it would also cripple the purpose of the Scholar in the first place. So the risk of Breaking is carefully balanced against the ability to recover a Broken Scholar and remake them into a Scholar.

In short, any stronger Scholar mantle would result in automatons instead of thinking beings.

I'm not sure I'm getting the point across.
Step 1: Provide a volunteer with a Mantle of strength equal to the current Scholars, either with the same conditioning or specialized for whatever task the end goal is.
Step 2: Subject the resultant Scholar to stressors specifically designed to counter the Mantle until they Break.
Step 3: Vet the resultant Broken Scholar for suitability to assorted tasks that require less dangerous knowledge and greater risk of stressors, such as infiltrators. If they fail, they still took a major risk and underwent a terrible experience to better their society and they get to join a LM that can safely integrate them.

How did Shezu end up in our literal basement
One of the earlier governors was a Legendary naval raider that made his name ravaging worlds for the Imperium and eventually got shoehorned into ruling Shogi. Found that he absolutely hated the paperwork, went on a sector wide joyride, invading random worlds, found the local tomb world, yoinked a random coffin and forgot about it due to the hangover.

That could work, the thing is that it would require a notable shift in the society for it to be even considered. Right now Broken Scholars are considered only one step below Architects for how dangerous they are.

tsk, and he didn't even have the consideration to grab some non-sentient artifacts we could eat or sell Homeworld.

Alright, if that's the case then I'll change the action. So just to be clear, the idea is to drop the Data Retrieval down to level one and replace Heart Forge with just our personal ship?

Edit: Well the changes have been made as best as I could figure out, just in case the vote closes. Please check up on it and let me know if that was what you had in mind.

I was under the Impression that the Corps Fortuna was our Private Army, or at least was the origin of it.
@Leon12431 Just confirming that Nicholas' impression is correct? Or that the Corps Fortuna are considered to be, in this case, the ones assaulting the Void Forest?

Neat. On an unrelated note, @Robinton, given the updated suspicion, I'm no longer recommending switching plans. 20 this turn and 25 next are solid hits but we can take them, especially combined with our diplomatic and faith reduction actions.
@The Froggy Ninja I also want to confirm that we aren't trying to combine plans with @Nicholas Brooks...

The Corps Fortuna are a scout unit more than a mainline fighting force. At least that is how I have them in my view, they aren't large enough to hold or take ground, but are good at finding information and helping their allies.

I generally will assume that the Corps Fortuna are going to be automatically assigned to assault actions unless they are otherwise occupied, as such they will fall under the heading of Special Unit as described in the combat informational.

Plus add buying a Noosphere with AM Favor and sending that home.

Yeah, I figured I'd just negotiate some changes since it seems like I'm unlikely to win.

An interesting note, I just rolled for the speed at which the Information Library will be extracted, and the Homeworld rolled a 96 on a d100. So its going to be active by Turn 9 for the Homeworld and Turn 10 for Atraxas, which is useful to say the least.

Edit: Well, this is funny to me. I had expected Ruin to take centuries for the Homeworld to unlock it from Atraxas messages but the LMs laugh at me. It also just rolled a 96 on speed of unlock. So its going to be active by Turn 20 instead of Turn 50.

I'm somewhat surprised they can't use the occasional Daemon infestation as a primary source for Ruin. Still though, it'll be nice to have doubled learning for turn 10, plus whatever machines can be built with it as well. Sensor and computer upgrades, just off the dome.

Its more that only the LMs are allowed to research it due to Atraxas ordering the field Sealed at the highest level due to his understanding of how awful it would be for Chaos to get it.
