Yeah, it's pretty much another case of Schrodinger's Plot Thread. Whether it exists or not is entirely dependent on whether the thread chooses to observe it as such.

Gin did interview the new president of the Swimming Club for the newspaper, but after that he was confronted by the president of the Wrestling Club.

It was, what, over a year to handle it last time?

Hell, we have plenty of plot happening already, why seek to throw even more on our plate when we haven't even finished up what's already there?
Kuyo needs dealing with, and all that comes from that.
