What risk does this one have that the other doesn't? In both of them we're not moving and protecting Holly.

Whether we run or not, the result is the same. The safest place right now is right behind one Jotaro Kujo, and that's were Holly shall be.
It says "don't move a single meter", which sorta implies to me that Jotaro will be moving around some, but stay within that general area.
Meanwhile, the waiting for it option doesn't have that.
