JoJo Vampires are technically able to use the Ripple; it's suicide for them, but they are able to generate Ripple energy. You can see this in action in season one, episode eleven of the show. Kars was also capable of using it after his transformation. I think the only reason Pillerman Vampires can't use the Ripple is because the act of generating it kills them. Knowing the proper breathing technique may be the only prerequisite for creating Ripple energy.
On a different note, we should consider trying to find a Red Stone of Aja, even an imperfect stone will give us a decent ranged attack, assuming we follow through on Ripple training anyway
