Kaji's a bit of a serial flirt in canon, and comes off obnoxious about it (personally, the whole "oh I'll just keep chasing the lady until she gives in" thing is a bit off-putting), and worse he flirts with Shinji at one point. It's a joke, a setup to try to tell Shinji he can be loved, but it still comes across as pretty skeevy IMO. He's actually a decent person underneath that - the flirting is a mask, literally part of his disguise as a spy, and he's pretty emotionally intelligent... but Quest!Misato has no way of knowing that. To summarise: IC, she has complex feelings about him and that's not helped by his persistence, OOC, people are taking the opportunity to cut back on the flirting... I think?
That being said, I think it's a bad idea to cut Kaji off entirely - one, Misato actually does like the guy, for whatever reason, and she could use the friend. Two, and this is admittedly meta-knowledge, he's useful. With that in mind, I'm going to reverse the popular vote:

On another note, it fails to occur to Ritsuko that one of the reasons Rei's stressed every time she sees the good Doctor is that said doctor can remove her from her comfortable life with her friends. The girl could genuinely be hiding something that's important and unknown to Misato... or she could be trying to hide how much of a person she's becoming outside of NERV's influence.
Fair enough. There is something to be said about not putting up with this sort of thing. In a way, it could have a negative effect on the mindset we take when raising Rei for uncertain benefit, since if we do our job well enough, I'd almost get we could get Rei to defect against tanging everyone, and just maybe demanding everyone get along and ruling from her royal apartment.
Edit: Like, the lesson an omniscient Misato would want to impart on Rei is 'you shouldn't do something to someone without their permission'
Since tanging everyone together is pretty much the ultimate violation of people's personal space.
Kaji's portrayal here is very neatly showing the worst sides of his character, which leaves me in solid "he can get screwed" territory.

Yeah, if the only reason to give him a chance is meta-reasons, and his actual portrayal in the story is completely negative, I'm going to take the hint and conclude that in this quest, he's not nearly as... positive a character than he was in canon. I dont want to spend another minute around this awful person than we have to.

Yeah, even if he's playing some long-con game where he's hiding his true, benevolent intentions behind a mask, he's violating a lot of personal boundaries and we should give Misato an out from his really upfront, skeezy behaviour.
Fair enough. As it is if it's possible it would be nice to make him cut that out if possible, and to provide a good example as to why people shouldn't be forced to merge together into one superbeing or whatever.

You throw your drink in his face. Kaji just stands there in shock. Ritsuko has brought her hands to her mouth. A few of the other restaurant patrons are staring at you. That felt good. Anyway, you tell him fine, but no funny business or you'll shove your foot so far up his ass he'll be able to taste the soles of your heels. You also mention that there's an internal investigation of NERV going on right now and warn him not to give you an excuse to point the scary men wearing sunglasses his way. Because if this keeps up, you'll start looking for one.
Kaji recovers after a moment and says great, he'll pick you up. Where are you—you cut him off. You'll meet him. Kaji shrugs. Whatever suits you. He pats you awkwardly in the small of your back and retreats to the other side of the restaurant. You blow bubbles through your straw and sulk. Ritsuko tells you to stop being so immature. You blow bubbles louder. Ritsuko just sighs and shakes her head. The two of you make some small talk about your coworkers (Ritsuko is concerned about Ibuki's optimism, you're concerned about Aoba's pessimism) and conclude your lunch.
When you return home, you find Rei and Asuka glaring at each other in the old apartment. Apparently, Asuka just found out about Rei being on the interview, and neither of them are pleased about it. Shinji has retreated to his bedroom. You tell the two of them to knock it off. Asuka stalks back to the new apartment and Rei goes to the couch to brood with Guin2 in her lap.
You ask if Rei's been taking her medication. Rei says she has and goes to her room to show you the empty blister packs. You cautiously ask her what the medication is for. Rei doesn't answer you. She just stares. Clearly, she doesn't want to discuss it. You decide not to press it. She'll tell you when she's ready. You hope.
You go to the new apartment, where a low rumbling guitar vibrates the walls of Asuka's bedroom. She's blasting her music. It's harsh and unpleasant, but whatever. You'll deal with this issue some other time when you don't have to raise your voice over some rap-rock artist.
You decide to change into something a little nicer. Not for Kaji or anything. It's for you. You find a slip of adhesive paper stuck firmly to the back of your shirt. It blends in well. Scrawled on its reverse in Kaji's familiar messy handwriting is the following: Rei Ayanami is not who she says she is. Trust no one. Be careful.

You have no idea what to make of this. You do feel like it's odd you know so little about Rei. You recall how her file is completely void of information. Ritsuko and Rei are unusually cagey about Rei's past. And Rei is…weird. But you don't think she's dangerous. Even if Rei is some kind of impostor, she's still your friend. She's still fiercely loyal to you. She obviously cares about you and Shinji.
Have you just grown complacent?
You decide that regardless of who Rei is, assuming this isn't an uncharacteristically cruel prank by Kaji, you're going to stay by her side as long as you can. You care too much about her well-being to let something like this change how you feel about her. Still, you don't know what you should do.
You get ready for your evening and head back out. Asuka pokes her head out of her room to ask where you're going. You just say "out" for now. You don't really want to answer questions about your relationship with Kaji right now. Asuka scowls at you and retreats into her bedroom.
You meet the two of them at a bar downtown and settle in. You order the hardest thing on the menu. Kaji follows suit. Ritsuko says the two of you shouldn't get into a drink-off tonight. You're adults in public, and it's important to maintain your public image, blah, blah, blah. You reluctantly limit yourself to this one drink.
The three of you reminisce about the bad old days in college. You talk a lot about the mischief you got up to. Kaji reveals he stole test answers for one of his courses only to find out the professor had created an entirely new exam within hours. Ritsuko talks about the different ways and places she used to hide her smoking habit from her mother. You talk about how you once had a fake ID that claimed you were a seventy-two-year-old lady from Aomori. Nobody noticed for almost a year. Kaji is almost tolerable when he's not trying to make a pass at you.
The evening passes by pleasantly...until Ritsuko excuses herself early. She says she has to check on her cats and leaves the two of you alone together. Kaji cracks an inappropriate joke that falls flat. You give him a threatening look.
Talk to Kaji about:
[ ] The message he left you. What does he mean?
[ ] You and him. You should try to clear the air with him.
[ ] His job at the UN. Why is he here?
The vote ended up being pretty close when I tallied it, so I tried to take a middle route.
Also for the record, I listen to industrial rock. But Misato does not.
