Investing actions in getting absolute certainty (ie, a few bonuses to rolls) is not the best use of a valuable and scarce resource (actions).
 
Honestly it's narratively fitting that we failed major success the minute LL got taken out of leadership.

Even with Wulong and handyman handling things they aren't expert in managing the network.

We're walking into trap against GDT and finding Yara which includes LL and Chat is utterly vital.

Those 2 I'm not budging out on with using Spiderweb especially with how SB made Eidolon hell when we couldn't prep against her.
 
HIT 5 isn't bad at all, I think that's acceptable.

Also, since I was looking at the stats just now and Menagerie Witch has OPS 7, is she still capped at 10 for stats when using a chimera? Because she could theoretically hit like OPS 12 with all her animals.

I would assume it's capped because it seems hard to believe that a bunch of Menagerie chimeras could be equivalent to one OPS Black Swan.

I have binged the quest! @Bitterman this is an absolutely fantastic work which manages to perfectly balance realistic cynisism with thr optimism that only superheroic literature can provide. The contrast between the very real evils of the world (be it corporate overlords or simply "heroes" who do good while being unpleasant or gallible people) against the good of our heroes and everything they represent is everything I want out of a superhero story.
