I don't think it's going to happen without a lot of work, but getting Monarch to surrender herself and Princess to Justice Unlimited seems close to an ideal end state. JU has the resources to protect both from the Horae guard. Also, maybe JU can mete out fairer justice other than "super max prison life sentence for having inconvenient powers".
It doesn't address how to deal with the rest of the Monarch's henchmen; I doubt all/many of them are willing to go to prison just for Princess' sake. Also there's the uncomfortable nugget of truth that a few (not all of them, some of them appear to be unrepentant psychos) might not deserve to be put in jail again. What a mess.

I wonder if there's Guts and Casca expies somewhere. Or if an expy of Cassandra Cain is going to show up considering that @Bitterman said she was his favorite superhero.

You said that most metahumans are Chaucer level, lower than 1. Does that mean Chaucer's potency is, like, a fraction, or a decimal? 0.3 or something like that?
 
I keep trying to get a 13 Lightstep build (aside from the just Lightstep + Red Huntress one) but I can't seem to get fully satisfied.

Here's my best attempts.

Lightstep (7) + Soldier X (1) + Daggermaw (1) + Sewer Rat (3) + Multiplex (1)

Lightstep (7) + Soldier X (1) + Sewer Rat (3) + Steadfast (2)
 
Come to think of it, Lightstep + Steadfast would result in someone that can attack and move at the speed of light. They'll be blind during the process though, so some form of clairvoyance or enhanced senses would be needed.

Or plan Nuclear Knuckle as I call it. 3 invulnerable words and a hopeful mix of powers to just make him throw exploding punches or just waves of energy. Also invulnerability when moving or completely still. Basically the mother of all walls/Bruisers.

Lightstep comes with Enhanced Senses in his kit, already!

Soldier X and Sewer Rat are in there in the hopes that Regeneration, Fitness, and Self-Enhancement (or Transformation) combines with everything already in Lightstep's kit form that Peak Performance suggested synergy that Kermie theorized: everything that enhances the physical body.
