Honestly the funny thing is that, without knowing about Ambrosia, it'd seem as if Justice Unlimited is somehow scraping the bottom of the barrel and somehow finding gold? Like, Doctor Silver is literally just some guy who finished a cool piece of shield tech. EXCEED-BEYOND is piloted by... who, exactly?

They've been extensively recruiting from anyone with a pulse that they can help or--if you're cynical--'help.'
Which reminds me, we still haven't yet had to use the cover established in issue 0 about "borrowed metahumans from the cartels".

One of their fighting members is an Intern and STILL a provisional member, another two are people they've saved/recruited from out in the field, one of them supposedly doesn't even have superpowers!
Yeah, I thought of that.

Black Swan is a media darling but Doctor Silver and Valiant Gold come off as "we are rummaging through VS's lab for something, anything"
Which reminds me, we still haven't yet had to use the cover established in issue 0 about "borrowed metahumans from the cartels".
If we did actually use it now I assume Crusade would use it against us.

You sit in front of a computer counsel, the emblem of a fish tattooed on the back of your hand. The room around you is dark. With you is Star, looking posh and self-assured as always, as well as Sun. Star sees you staring and raises an eyebrow. Sun just gazes forward, an empty expression on his face as always.

Lantern is next, her appearance hidden as always. Hand is last to arrive, the Speaker appearing for it, a Japanese woman with tired eyes and prematurely gray hair.
We also have at least titles for some other members of the Philosophers
Sun and Fish are drugged/mind controlled, and we think one of them is Anansi, Lantern is the psychic voyeur first seen when Mona got her powers, Star, Speaker, and Hand we basically just have this scene to go on

Anansi is also there, drugged

Honestly, the naming scheme (Valiant Gold, Doctor Silver) won't help there.

It sound as if we took "Valiant Silver" and cut her in half and gave each half to two new members equipped in her cast-offs. :V

@Bitterman; just a question for some more info posting I might have the time for today. How stringent is metahuman registration? That is to say; if there's a metahuman, (let's say B-A tier, because that's where most of our Prometheans tend to end up) how easy would it be for them to hide their powers for a prolonged period of time?

I've been brainstorming covers and how well they'd hold up to scrutiny, you see.

There isn't actually a metahuman registration system. Horizon doesn't have a central government anyway. You'd expect someone of Black Swan's caliber to have started doing stuff, but it's perfectly plausible for Rhys to have done infiltration work before that so no one knew of him.

The way things work, you can basically hide your powers indefintly although most people typically do something with them sooner or later especially since they emerge when you're a teen.

There is none. There is essentially no central government in Horizon, so no one keeps track of that stuff. It's how Heavenly Astrologian managed to stay anonymous so long.

Wow this is an amazing story. Really love the world and characters you've created.

It's actually too amazing, I slept at 7 AM yesterday because I could not put it down. Got to stick a danger warning somewhere — this is just too compelling! :V

(Or: Leviathan's Blood, we can't let ANYBODY find out about Project Prometheus)

Ranked in no particular order, but based on both how easy it is for us to make up and implement that particular cover (Convenience) and how well each cover will hold up to scrutiny, from say, Crusade. (Efficiency)

1. You Haven't Heard Of Them
Convenience: (9/10)
Efficiency: (2-10/10)

I mean, if Heavenly Astrologian could clutch it, we can too. This one seriously depends on both our ESP and REP being good, and falls apart the more obvious our side effects (dysmorphic mutations are especially bad) are.

2. We Got Them From The Cartels
Convenience: (8.5/10)
Efficiency: (5/10)

The premade excuse that we gained access to thanks to starting as Lady Leizi. I don't trust this one to hold up to scrutiny though, with Crusade being around to do some snooping.

3. They're Just Using Our Tech
Convenience: (3-10/10)
Efficiency: (6.5/10)

This one works for people like John, but once we get back to hiring less OPS focused people, it kinda starts looking goofy.

Lot more convincing if we have an active Algernon, though.

4. They Were Our Trainee
Convenience: (1-9/10)
Efficiency: (9/10)

I mean, JU didn't really have much paperwork, so this is somewhat hard to trace. We used this for Mona, after all. Gets worse the older our candidate is.

5. We Recruited Them From (x)
Convenience: (7-10/10)
Efficiency: (7-10/10)

Well, there's no problem in saying the truth. Saving somebody from a dangerous situation is a pretty good reason for them to be one of our heroes. The only problem is that they might dig up some of our dirt. (Ex: Maddie accidentally killing three people)

Doesn't work for Prometheans though, unless we can bullshit our way out of it.

6. They Just Developed Superpowers
Convenience: (1-8/10)
Efficiency: (6-8/10)

Works better for lower Potency, but younger candidates. Maybe for teen geniuses?

7. Oh, We Gave Them Superpowers
Convenience: (-10/10)
Efficiency: (0/10)

NO. ABSOLUTELY NOT. We're not revealing Project Prometheus for as long as we can get away with.

Looks good looks good. How much would someone appearing as the second coming of Apiary hold up though?
Asking for a friend...

Well we can go "oh they were a deep-cover operative (Handyman)" or the equivalent to Counterstrike, or even "they moved to Horizon recently"
I feel like both of the first two that you mentioned also fall into the You Haven't Heard Of Them category, just variants.

And I personally don't think that last one would work. It's been four months since the Movement happened, and everybody still regards Horizon as the "everything is still on fire" country.

Metahuman Identity Covers
This is really interesting, and I think you have some points, and like some other people have said that "We called them over here" could work.

After all, it would be hard for people in horizon to quickly background check our heroes, especially if we keep who they are a secret, if the outside world still sees Horizon as a "Hellsite".

Of course it falls apart when it gets easier to background check, but I think it works in the short term.

How do you think Silvio would react if we said that the old EXCEED's power source was burning away her Algernon 'reserve', and then asking if he's okay, if he has Rebound management plans, with a tone of pity and empathy

If done correctly, either completely shuts him down or makes him go ballistic. No in-between.

Edit; Wait, nvm: Silvio was already seen burning his Algernon on making PREVAIL. He likely doesn't care enough to give a damn at this point. More likely he just accuses us of lying.

Firstly thanks for the threadmarks @Bitterman.
Powers (Dominion)
  1. Scarlet Maturity (Former Leader) SUSPENDED
  2. Blue Skies
  3. Earthen Owl
  4. Shell Game
  5. Marrow Spider [Assassin]
  6. Lethal Anodyne (Algernon-Type) [Drug Lord] [Supplies Wonderland] [And Dominion Calls Him a Hero]
  7. pHarreit
  8. The Bloody Slayer [OG Leader of SLAYERS]
Now, since the posts transitioned from a personal project to keep up with where everyone is to official informationals I chose to flesh out/complete the Powers section.
Philosophers
  1. Socialite Butterfly/Key? [Currently Allied to Jair Oliveira/Ọsanyìn]
  2. Dominion-Faust/Moon-Over-Crown
    • Allied to Scarlet Maturity
Also I only added the Philosophers who we have some idea about.
JU knows Faust but not his connection to the Philosophers since we don't yet know about their existence IC.
We know Socialite Butterfly exists and her most likely connection to Osanyin and it has been discussed in thread that she could possibly be Key thus why she is here.
We have no clue about the rest of the Philosophers even existing thus I did not add them in.
Also Anansi isn't a Philosopher so much as a tool they use seemingly to counter Moon River who most certainly knows about them and is their enemy.

Actually hold on, we can play into their narrative a little and make it boost our own.

Because weather we like it or not, Nora was getting... a bit loopy with her rebound hitting by using EXCEED's full power.

It would be a rather delicate operation, something we would have to spend a Wolong charge on to get right, but it could not only cause our faker to go ballistic AND help us to take control of the narrative their pushing AND imply that Mr. Bald Eagle over there is gonna end up the same way their accusing Nora of being.

Like heck, that could just be a core concept!
"Red White and Blue, do you have plans on becoming like you accuse Valiant Silver of becoming, messing with things you don't understand and perhaps even the Leviathan itself with your continuous usage of your power suit?"

Hmm... something to think about
