Speaking of that if we bring Noelle as Valiant Gold in Meet the Rookies.

Thad be the perfect time to tell them that Noelle can Pilot EB due to project Prometheus. They wanted to know about Prometheous so tell them the partial truth, then imply the say the reason they keep it hidden was because of thieves wanting it for themselves. Afterall the exceed armor was stolen after VS risk her life fighting the Catch 22-13 while a thief appreared late and took the armor instead of helping Nora.

Keep pointing out the fact they only have exceed because is a damn dirty thief. Might need some evidence but the fact Gj had Exceed at all should be a red flag/proof of his thievery.

Thought of another PR strategem:

We say that Faust wanted access to all of Nora's research during the meeting. Then we point out that Crusade is demanding the exact same thing. Imply that even after he left, his ghost remains, and Silvio is dancing to his puppet strings.

Silvio either has to say that this is nothing like that or say Faust was right. Either he looks like a hypocrite or he sides with a known evil entity.

It's easily countered. "Even a broken clock can be right twice a day! And anyway it's in the public interest to have the evil Valiant Silver's work revealed for all to see!"

EDIT: Plus, they might have some kind of bullshit thread-puller or corkboard Algernon watching everything we say like a hawk who'll burn Rebound to just reverse engineer the entirety of Project Prometheus from a single clue. When dealing with what's apparently a world spanning conspiracy of psychics, you can't give them so much as an inch or they'll take the entire fucking table.

9 AP, since getting one more hero gets us to that.
Correct me if I'm wrong but since with John Henry's addition just bumping us to 8, wouldn't this mean we need two more meta human to fill the slot? I know Noelle's getting included soon (assuming majority of us is fine with giving her E-B) but are we under the assumption that we can do another Project Prometheus action before the mission/AP selection (aka Issue 4.0)

….unless you're counting on Yara and Belle Sabreuse to join us right away after Hero Worship. I guess that's possible with Noelle as the example, but that would depend on the conditions to come.
MG to take down qilin and not give her mote time to prep also gives +3 to OID
Assuming it fits (and it's truly 9 AP). I was not counting on doing MG right away since I wanted to save the Spider Web action for Le Petit Prince, and by taking MG, we're forced to use that on White Tiger/Interlocutor. But I'll admit giving YQ less prep time is a valid argument.

As for 4 AP, we could do both Shroud and Abarimon
I'm personally inclined towards leaving Shroud for turn 5 exactly because of Arc. I wanna wait till she recovers (or at the edge of recovering) then get her on it.

Before I forget, @Bitterman are we getting a luck roll every turn from now on for Monarch action and result? Does weakening them via missions (i.e. Fellowship, Shroud, Abarimon, Third Person) affect said luck roll?

I had another question but I've forgotten what it is so expect another @ from me once I remember what it is.

That's... not actually useful paranoia. Additionally, if they had that kind of information gathering ability there would have been no need to try and entrap us in a binding contract to get the details of Project Prometheus out of us.

I'm still operating under the assumption that Key's touching was just to erase their short-term memories and leaving her own mental footprint small, and thus, Key is not Socialite Butterfly.

Now to be fair, they do have a powerful information gathering ability in Lantern's remote viewing crap. The problem is, Mona saw her, which scared the fuck out of her, and then she could only grab quick glances when Mona wasn't around, and then we moved into the Apiary which blocked her.

…it's possible that Lantern is Seraph and that they were lying about her being Horae Guard. They both have light theming, they're both powerful psychics. Of course, that theory falls a bit apart when you note the differences in personality, but it's interesting to consider.

@Bitterman right, I think I remember now. It was somewhere along the lines of: are we getting Black Swan and Wolong's reaction/input on the Magical Girl mission next update?

Also another: does E-B armor increase stats aside from HIT (which I'm fairly sure it's Auto 10 or above)

Oh, I actually had a minor question: Paper, Rock and Scissor don't have separate statlines, do they? I was just thinking that Paper's drones, if they had cameras in them, could do a bit of surveying/spying, even if it's just 'looking around corners and getting an aerial view of the situation'.

That's kind of missing the point. Telepathic voyeurism isn't the same as being able to decipher the classified details of a top secret project from a few verbal statements.

It's not really a productive level of paranoia to be operating around the hypothetical that our enemies have such a power given that it can be used to justify almost anything, and nothing indicates they have that level of ability.

I was planning to mostly gloss over it, but if everyone wants to see a bit, I'll throw it it.

E-B works like giving a normal power, so there will be stat buffs across the board.

They don't have different stat lines. Too much of a headache.

Accounting for Expensive Projects
By Crazyone47
Chatelet brought up the accounting software used by Justice Unlimited and promptly groaned. " There is no way we can remain financially solvent at this rate."

Leizi gulped down a cupful of cold tea and said, "Oh come now. Money is a secondary objective to us. Selling action figures and merchandise is enough to get us by. After that any monetary needs can be covered by hunting Behemoths."

"Back in Les Quatre Saisons, Ete and Printemps might have been greedy bastards of questionable vision but at least we never worried about going bankrupt Project Prometheus is burning up our financial reserves. Our bank accounts are nearing empty. And believe it or not just having funds can affect an organization's prospects."

"Yes. But you know as well as I do that money in the vault doesn't really do anything for us. For us stopping our operations reduces our marketability."

"Again we are burning through our funds at a rate that just isn't sustainable. Being an actually good hero is such a bad business practice. Or really just unsustainable."

"We still have the cash and gold reserves in the Apiary."

"Have you ever counted how much gold and cash reserves we have?"

"...No."

"I just realized you have no idea how to balance a budget do you?"

"I do. I just don't have a good record of keeping money in reserve."

Chatelet just stared at the usually purple clad women who was now dressed in casual exercise clothes. "You're a rich person. I finally get it. You in Justice Unlimited have never had to worry about money."

"Hey back when I was a crime boss I was more concerned about surviving. So I spent money to help with survival. Which it turns out is expensive when you are a criminal. In Justice Unlimited most money went to Valiant Silver and Uiara for their projects and we all got a modest but comfortable salary. Most of the money was managed by the others and the money I had I never had to worry about saving."

"Okay so what is your long term vision? Because unless we change the business plan we can't keep on spending like this."

" Yes, darling. Long term I hope to set up a competing metahumans mercenary service like Hero for Hire only with less focus on profit. An association of heroes who can be trained and funded to live comfortable lives while serving people in need."

"And how were you going to achieve this?"

"Step one become so powerful no one in Horizon can defy us. Step two ally with heroes and teams all over the world. Step three make you handle the rest of the details."

"Groan.... I have my work cut out for me."

A/N

Assuming hard cash still exists.

Also assume all banking in Horizon is very private cause no one wants risk pissing off a meta by messing with their money.

Also assuming Leizi hasn't worried about money running out a lot.

Actually what is Justice Unlimited's merchandise situation like?

Even if our enemies get ahold of Project Prometheus, they would still inherit one of our own problems - namely, the necessity of goldnine as part of the process.

As of present, we have exactly two known methods of securing a steady supply - the R-Train, and Monarch. Presumably anyone else with a Teleportation ability could also function as a supplier, but we have no evidence to support the idea that either Crusade or the Philosophers currently possess one, and there would probably be issues I can't immediately think of regarding just getting one. Demand for Teleporters would skyrocket as everyone would want goldnine for themselves in a 'Project Prometheus goes public' scenario, and might prompt the R-Train to actually start paying attention to the sheer quantity that would start being moved, for instance.

The R-Train is not something that can be negotiated with... or at least, that's what the world generally believes, as we possess the advantage of having both Mona and whatever equipment Nora failed to sort through that can bridge this gap. Our enemies would need to both believe that they can convince the R-Train to give up some goldnine and a method of talking to it, and assuming we are fast and lucky enough to secure the alliance given we are 99.9% starting the quest chain next turn, we may be able to lock down this method for reasons of "why would R-Train sell to Justice Unlimited's enemies/both sides?"

That leaves Monarch as the other potential route, which has its' own set of problems. As of present, The Philosophers are using Crusade as their main "above-ground" direct operations against us. Crusade has publicly and vehemently denounced Monarch and the Wonderland Escapees, so getting caught dealing with her would be total PR suicide... and Monarch would absolutely know this as well, giving her insane leverage to use against them.

Of course, this all hinges on the idea that the R-Train and Monarch are the only supply routes available, which is more likely than not to be inaccurate, but I still felt like I should bring these up.

…have we realized how strong of a combo Memoria+FastTrack is?

Godspeed Core
Potency: 7
Keywords:
Ally Empowerment, Self-Enhancement, Teleportation, Clarivoyance

With this combo, one person could;

-Steal speed from anything fully in the frame of the photo. (You could steal speed from Named Behemoths if you take a picture at the right angle.)
-Give not only speed, but a one-time teleport to anybody within the range.
-And also theoretically take away teleportation. This could be our Monarch counter.

This core of a build is also very keyword efficient: with it, we can test if [Flight, Enhanced Speed, and Teleportation] have a synergy using Crimson Soprano, and we can also test if [Clarivoyance, Enhanced Strength, and Enhanced Senses] combo together using Daggermaw. All while being within the Tolerance range for John.

[Flight, Enhanced Speed, and Teleportation]

Hmm this 3 are all movement based so I can see the idea of Testing it. Still Prefer tag Team but well just gonna have to see what vote wins.

Honestly, I don't want to give Rhodes teleportation. Leaving aside that most of the builds put forward have been utility builds that leave one of our key support staff distressingly vulnerable to getting knifed in the back, there's also the issue of how we explain away his powers, if we were keeping such a useful teleporter in our back pocket the whole time and didn't deploy them during the Movement.

Also, teleportation can easily not work in the upcoming mission (possible issues: Yara refuses to trust a stranger with teleporting her to safety, the opposition creates a bunch of doppelgangers to confuse us, etc) but giving Socialite Butterfly access to convenient teleportation is completely unacceptable.

I do not want to deal with a touch-based power-copier that can fucking teleport.

I'm half and half. I can see the appeal of the teleporter, but I also really like your Artificer build. Hell, my Backdoor plan is basically the midpoint between the two.

And I'm certain Leizi knows how to draft up a costume with a completely-face-covering mask and a voice changer, worst comes to worst.

Hmm- wait...

Can Social Butterfly even copy Mona's power? Or Handyman? They don't have normal bodies and can only use their powers because of how their bodies are. A potential weakness!

I do want to mention the combo of Hydrocity+Frostbite+Féth Fíada again- uh wait I should format this right?

Master of Water
DNA Profiles:
Hydrocity (1), Frostbite (3), Féth Fíada (6)
Potency: 10
Keywords:
Elemental Manipulation x3, Enhanced Strength, Invulnerability, Clairvoyance, Invisibility, Ally Empowerment, Mental Manipulation
Realm's Notes!: These three samples all have powers that relate to Water- as in the three states water can be in. Normal water as a liquid, Ice as a Solid, and Fog as a Gas. This synergy has the potential to create someone who has unrivaled flexibility when it comes to manipulating H2O. Not only that but taking a look into the established notes of the donors, Hydrocity's power is a unending stream of water which may synergize with Frostbite's ability to make Ice on command, potentially allowing us to turn a potential weakness into a strength.

Realm theorizes that due to Feth Fiada being added, the potential result of this ability will... create a controllable version of the Frozen Throne, yet with not just ice but with Water and Mist. A field in which the user may create any form of water they wish- not only that but... the mental manipulation would allow them to go even further. They may be able to create entire places inside of their range composed of Water, Ice, and Mist, and be able to use the Illusion aspect to trick people's minds to thinking it's real.

Realm also notes at the time of writing that this would thematically pair into John Henry, giving him a water power to put out the Flamez.

There we go!

Eh at the end of the Day we need Utility and Support powers since we have a bunch of Combat powers already. Besides you shouldnt underestimate the abilitiy to just leave the area as a way of Keeping safe.

How did we forget that we have Opale for Yara? She literally has a power almost perfect for a. defending someone and b. keeping people away from a location.

Even if the intent here is to try and alter some aspect of the power through Memoria, I am still dubious about keeping Fast Track without any defensive powers considering the explicit statement of how the original power's downside works and the kind of clear target this role would be.

This feels like a fragile concept at 7 tolerance whose main goal is more to synergy fish than work by going for both Crimson and Daggermaw. But as is, every tag is at 1x here and while I can see attempts at 3ish synergies here (Daggermaw/Fast Track hit all 4 enhancements between themselves for a 3rd), right now this feels more like throwing things at the wall to see what sticks rather than making a coherent and focused strong build for John. It could work but I'd want more info and probably more tolerance to properly reinforce some of the tag numbers for build and power focus. The core idea of Memoria/Fast Track seems good but building it on a 7 tolerance budget with how Fast Track works feels like you need to be rocking Steadfast + 1 of Daggermaw/Mr. Hunch as the add ons, which still feels like its not wholy self contained.

Like for example on a higher tolerance version, go Memoria/Fast Track/Hunch/Daggermaw = Potency 6 as the base and grab Sewer Rat/+1 or Adamant/Soldier for their tags and providing some defenses for this mostly utility build. It'd lead into either a stronger chance of a potential self enhancement synergy + potentially pushing into the Clairvoyance/Enhanced Strength synergy OR would be grabbing Autobiokinesis while having a likely stronger chance of hitting the Clairvoyance/Enhanced Strength synergy with an off chance of the potential self enhancement one.
