Justice Unlimited only had like 2 High Potency people (Towarri was only recruited after Rosemary's death) and yet they were the best superhero team of all time. I mean look at our main character Lady Leizi. She has Espionage 8 without powers and it's thanks to her that we have the best infosec of all time so please don't diss people having a high skill just because they have low Potency.

You're right. Potency isn't everything, and we should always take the opportunity to empower new heroes as soon as we get the chance. But, we're facing multiple world-ending threats, so we need to also consider the most powerful combinations we can manage, too.

I don't see a contradiction between the good and the perfect. The rarity of high tolerance candidates and our ability to slowly increase it each turn suggests a natural strategy that will help balance things. We take in a high tolerance candidate rarely, focus on bringing them up to 10 for some turns and plan out our next trump card (EXCEED-BEYOND or Zeno most likely). But in the mean time while they're cooking, we look at our regular recruitment pool and make more practical heroes as needed to fill in the gaps. There is a once per turn limit on creating new heroes anyway, so it's not like holding certain individuals back for spoonfuls of sugar will bottleneck our hero production.

Eh we do need Lower tolerance to hold the line. And yeh whats inside is waht matters. But we have a lot of bullshit we need to deal with so counter them with our bullshit. Potency 13's are the most bullshit cards we can play against the Conspiracy, making sure we can have as many of them ready and in play when things start up again for me is just good play.

As long as we dedicate one 1 GA to slowly buff someone to 10. We should have a decent number of 13's espeicalyl with the High candidates we can get from mission line.

Also dont forget we have a Limit of number of heroes we can have active which we need bases to increase JU numbers with along with limited ambrosia supply were just slowly working on getting suppliers for.

While focusing on Potency 13 alone is a bad play, we can't actually just mass produce Low and Medium Tolerance Heroes to flood the streets.
 
When it comes to psychic shielding, getting someone like iSpy/Chatroom + Bulwark probably works? Energy shields translated to mind shields. A chatroom with a firewall basically.
Oh yeh Good play. Chatroom is psychic powers and Bulwark barriers if we can make sure Clairvoyance and Energy Manipulation is in play with Ally empowerment good chance of making psychic defense as long as someone is connected to the network.

Part of the reason I'm interested in Chatroom and Memoria is that I'm pretty sure they fall into the high Ops end of powers, which is both John's selling point and frankly only Menagerie Witch is a standout there. Lean into it and shore up what truly is our worst type with the character whose specced for it.
 
Honestly my training call for next turn is Everybody Operations Boost. Maddie could use it because she rolls it for coordinating her animal raids, and it wouldn't hurt to have Rhys and Mona be a little smarter.

20-2000 vision helps in scenario 1, and does not help in scenario 2. I am pretty sure we can use like, 2 or 3 lower T candidates for all our future seeing needs instead of one 10T candidate.

My biggest problem with that really is just the fear of Lowering Teleport range. That said its true that a Chatroom+Memoria+Mr Hunch is probably more OP spec. Than a Combo with I spy.

I really want our next hero to use Chatroom somehow...
I still maintain that Bulwark/Chatroom/Steadfast is a great 7 tolerance build in this vein and has a chance for the psychic defense idea people are interested in through Bulwark + Clairvoyance. No teleporter but I do think this is arguably a more stable type of Chatroom build over a Memoria/Mr. Hunch combo one.

Though I will have some bias over having an interest in Red Huntress + Memoria assassin style build as another reason for not wanting Memoria as part of it.
 
Idly, while I can say this:

If Song Yu-Jin or Hazel get selected at some point, Yu-Jin I'd want some sort of physical set, probably relying a bit more on senses and mobility than strength or defense. He's a judo guy, and judo is about using your opponent against themselves rather than overpowering.

Hazel, definitely a psychic, support, investigative, or social power of some sort.
 
(also there's a part of me that wants Sewer Rat in Yu-Jin's combo, if only because... yeah, elderly Asian martial artist getting the Master Splinter sample would be funny, as a TMNT nerd myself)
