If I can suggest some actions;
Hire Superheroes
While most superheroes are part of teams or under government supervision, there are still those who are not yet tied down by such things. Many of whom would like stable employment. Might be a bit of a hard sell given your history, but having a good Samaritan could make you look less bad to public eyes. That said, it would be a bad idea to have them work on less ethical and morally wrong actions.
Reward: Hire a hero unit, sub-vote on who, possible boost to Reputation and Respect
Hire Supervillains
While this may be a bit of a controversial action, many of who's considered villains can be reasoned with. For every kill-happy lunatic and, "I don't want to cure cancer, I wanna turn people into dinosaurs" madmen, there are those who are just in it for the money. While we may gain some distrustful stares, we can at least give the excuse we're giving them honest employment. Though we can still assign them to more questionable actions.
