Ney is a quintessential example of men who are supremely useful in war, but an active detriment to any another context. If he's not in a military situation, including court and diplomacy because nobility are expected to be at least competent at that, then Ney is only going to get us in trouble.

The thing about Ney is, he specifically requested a combat duty, and he is otherwise disappointed and upset he has not been assigned to any operations in spain.

If Jourdan is set on defending the Rhine with III, IV and V Corps, that leaves 9 others that can be committed to offensives. I and II are deployed to the Netherlands, and can be reinforced, or more likely rendezvous with the Batavian army. So VI through XII plus the Old Guard can be concentrated or dispersed as needed or desired. That's an insane concentration of troop strength under the best and brightest of France that can appear anywhere on the front line.
And anywhere within Western and Southern Europe.
Let's just say that right now, Europe is very much looking at Napoleon and seeing what he may do next.

We don't know that. You're basing this assumption entirely of what happened in OTL, when the Situation here is very different. For all we know, there may not even be a War Party in Prussia right now, or if it is, it may not be as powerful as it would become later.
