Looking at the EaW wiki, the civil war is bloody, yeah. But the "Forgiveness" branch afterwards includes reinstituting freedom of speech and worship, and, ifI'm reading this right, culminates in NMM turning back into Luna.

The rumors of plots against Queen Chrysalis, despite her efforts at securing her power base, have only grown as of recent times. Thorax's faction, especially, has grown louder and louder, citing Greneclyf's apparent success as proof of the possibility of Changeling Harmony. Chrysalis has increasingly considered the possibility of crushing the movement in recent days, but she is unsure as to far the Thoraxian influence reaches. Purging it could cause a fair amount of damage, so perhaps it is best to just let the hatchlings whine for now?

Would be nice to have to actually, you know, manage and secure territory you've taken instead of being able to just "use" non-Core Building slots with no unrest or rebellions.
