It's totally possible to finish Santa Anna's side and still get the Last Will and Testament done before dying, it just needs you to focus super hard on raising only one ideology to 40% or more, that bypasses to need to to all three of the subtrees.
So start with the tree you like the most, and rush the final part of it. That unlocks a repeatable decision (with a cooldown) that boosts their ideology by ~10%, twice as much as the decisions you start with. The combination of those two will get you above 40% comfortably faster than if you did every tree.

Moctezuma is crazy, no thanks. I have no idea where the Santa Anna tree lead, but considering he doesn't like the other sons, going deep into it doesn't seem like a great idea.

Feeding the people is entirely irrelevant if they're dead, better we address the means of organizing and protecting our people so they can have a life worth feeding.

People tend to die when they're not fed :V

It didn't matter how well organized or protected the people were if they couldn't eat. Tlaloc would give Zapata priority in how the AI should fulfill his directives, with Maximillan and Moctezuma assisting in their own way. Tlaloc would also attempt to reconnect with Santa Anna before his death, but not at the cost of his other sons. Maximillian in particular had always been a sore spot for his firstborn, and Tlaloc's demise might tempt Santa Anna into doing something… rash.

(To be clear, I'll be shuffling between the various trees while I play, since Tlalocan's mechanics assume that you'll be doing exactly that. Your votes determine how much of each tree I'll complete. Old World Blues, like vanilla, relies on big branching choices in the focus trees a lot more than a smaller series of them. It's a bit inconvenient to turn that into regular votes, but I think I've got an idea on how to keep engagement up.)



(Also, most of this update is going to be a primer on our neighbors.)

Tlaloc's neighbors should be acknowledged, so let's start with one of the few actively recognized by the AI. The Republic of the Rio Grande is the rare example of a surviving pre-war government, originally a puppet state set up by occupying American forces. But when the apocalypse came, the military garrison threw in their lot with the natives, and the Republic became a beacon of pre-war values of democracy and freedom. The RRG is not without its own troubles, however, as it faces raids by the Legion to the north, growing influence from Texan arms dealers in its government, and the creeping influence of the military.



The Free Fighters are another force for good in the wasteland, for a given definition of the word. Vexed by the Cartels, the tribes of the east took solace in the pre-war legends of the Luchadores, legendary masked fighters who protected the weak and fought evil with a witty quip and their mighty thews. These legends would eventually come alive when a tribe under attack by the cartels found El Santo coming to their defense. More masked Luchadores would come, driving out the Cartels and winning freedom for the tribes. The Free Fighters are currently united under a triumvirate of Luchadores, and are utterly dedicated to the protection of their people.



Without the balance of his other sons, our firstborn has become unbalanced. Obsessed with correcting his namesake's failures, Santa Anna has set out to conquer Mexico under his banner. The organics live safely under his watch, but at the cost of strict regimentation and harsh punishment of disobedience. Santa Anna was formed when we understood organics the least, and therefore sees them as a resource to be managed. His actions have only remained restrained by his desire for Tlaloc's approval, but their distance means that Santa Anna has not yet learned of his father's impending death.

How he will react when the news reaches him is unknown.



Tlaloc is obligated to deliver his Quarterly Reports to the Petro Chico Corporation, and he has followed through every year. It's a shame, then, that the Petro Chico has devolved into a tribal cult squatting in the ruins of its once-great headquarters and factories. El Seeyo interprets Tlaloc's reports as holy writ, and lives in superstitious fear of the great AI. But he isn't stupid. He recognizes the warning signs in Tlaloc's system, and although he sees it through his religious framework, he was one of the first to realize that Tlaloc was dying. His pronunciations of apocalyptic doom, therefore, are somewhat on the mark.




To our south lie Chichen Itza and Nueva Aztlan. Both aping cultural memories of the native cultures of Mexico, the two nations are locked in a perpetual war with each other over border territory. Chichen Itza is ruled by Kalomte Sebastian II, who rose from the son of a rural farmer to the leader of one of Mexico's great titans. His rule is singular and uncontested, but he has begun to slow in his old age. His death will likely throw the empire into chaos.

Nueva Aztlan, meanwhile, has already gone through that exact process. Ruled by a dynasty of precognitive mutants, Nueva Aztlan had grown rapidly through their disciplined military and bountiful lands. But then they turned their gaze to Tlaloc's lands to the north, and Tlaloc brought the empire low through nuclear fire. Now, the blind Speaker Yesenia barely maintains control over her nation, and only her limited knowledge of the future has prevented the country from collapsing outright.



There are other powers to the north, in the wastelands that were once the United States, but Tlaloc's domain is Mexico and Mexico alone. They are unlikely to interfere with the lands under his protection, and so Tlaloc feels no need to interfere with them.

(They're also mostly canon to Fallout, so there isn't really a need to cover them as much.)




Scavenging! Not much to see here that isn't covered by the encyclopedia, but this will be part of what we're voting on.
 




Tlaloc has not talked with Santa Anna in far too long. Initial communication between the two was tense, and Tlaloc felt that it would be best to offer his firstborn a gift in the name of reconciliation. Obviously he would appreciate equipment to improve his army, but perhaps supplies for his organic charges might convince him to care for them better?



So, voting! Given that we're playing a business management AI, I figured yearly budgets seemed appropriate. We've got a bunch of repeatable decisions which affect Party Popularity, and therefore which of Tlaloc's sons has more control. But they also have mechanical bonuses, and there's also scavenging to consider. So you'll be budgeting how much PP you'll want to spend on each decision on a yearly basis, with any leftover being spent on advisors, because that was pretty much the only way I figured I could prevent this turning into a long string of voteless updates. We've also got the choices for Santa Anna, and there's hopefully going to be the occasional event you can vote on.

If the whole system is too complicated, then let me know. I'll scrap it for something a bit less involved but simpler to grasp.

We want a tech tree and we want it now! Also an order of battle would be cool.

Actually, I really should have done that earlier. Old World Blues did just overhaul their tech tree...




So, we have two different robotic divisions, one purely made of light robots, and the other including some heavy robots.



Floating, Thruster, and Bipedal Robots are classified as Light, where Combat and Advanced Robots are classified as Heavy. Which I sort of disagree with, since Vanilla does perfectly well dividing up tanks into several different subcategories. I'm mostly manufacturing Mr Gutsys at the moment, due to them having better armor that the cheaper Protectrons. In terms of how advanced we are, the answer is very. I'm pretty sure that only Santa Anna and Mr. House start out with as much of the Robotics tree already researched.



Oh, and the fact that their unit models have sombreros. Which is the best thing in this entire mod.
