Yes, alchemy is mortal magic so if you figure out something you can share it freely with others who have the skill. Tool Transcending Constructs would not apply though as you use Occult and not Technology to craft it as that is what Harry has to teach you with.

Remember that Tool Transcendening Constructs enhances any attempt to create something, not just technological items. It's just that it only gives a times five multiplier for non-technological items rather than times ten.
That's why it triggers when trying to cook a meal, and so it should also trigger when performing Occult Alchemy.
Also worth remembering is that each alchemical recipe is its own ritual costing one experience point per level. It's cheaper than charms, but it's not free.
