For the memory smothering you need an out beyond the passage of time that allows them to fight though the effect. The egg is too powerful, always negating the first attack is a tall order for an exalt, never mind something that can technically do so endlessly. Other than that it seems fine.

For an out - how about "shed blood" (take at least 1 level of lethal damage) as a way to escape the effects?

Rich Earth's Hunger seems like a neat idea that I wouldn't mind seeing put in play, but this doesn't seem like the right place for it. It'd be better off with the other god rather than this.

Description: This curious blessing takes the form of a coating of rich soil dusted across its master and their immediate possessions, as if they'd been working in some fertile field for hours. This sacred soil provides some basic ability to shape that which resonates with it, allowing its master to change the details of their immediate surroundings.
When a creature that feeds on mortals comes in contact with them or the dirt falling off their body it burrows in like the roots of an alien plant, spreading inside their body and rotting away what it touches into more soil.
If this kills the target then they fully decompose into rich fertilizer and their soul is drawn away to the earth that took them.
System: Each time a creature who feeds mortals that comes into contact with the owner of this splendor or the dirt coating their form while in their immediate presence they are subject to the Hunger of the Earth, a murderous magical poison.
Each turn they must make a stamina roll against difficulty 9 or suffer a level of unsoakable lethal damage. This will continue until they die or manage to succeed three turns in a row. If they die while subject to this effect their souls will be drawn into the splendor.
To avoid this fate they must either flee the presence of the splendor's master, surrender to them, or endure the damage.

There should be vampires in those cities, and we know they have facilities in the Amazon for their more mask off operations. That's where we found Malko after all.
I expect elders to tank the effect and get away fine, but if I'm reading this correctly then a startlingly large number of vampires should probably have rotted to death over the course of the first 10-20 seconds after we turned it on.

That sounds like he has a very good offer he can make to potential worshippers in that region. If they pray to him for aid when standing on bare earth when threatened by a man-eater, then he can eat the threat.
Yes, full coverage would be more terrifying, but partial coverage is also extremely interesting from a horror standpoint. The Red Vampires and other forces don't know when they can hunt normally and when they will die a horrible death. This should seriously undermine their logistics.

It's somewhat annoying that the passive "just stand there with your mouth open" murder and soul harvesting machine leaves an opening in our defenses, but since no one is yet aware of what's going on I think it's worth the trouble to ask Saint Gile's for a mustering ground or facility like the one we found the Wardens at last turn and have Malko devour a small army before we move on.

I meant more simultaneous coverage. The splendor doesn't actually have any action requirements from him unless he wants to turn the soul harvester off.
Technically Malko doesn't even need to be aware of the targets either. He just has to be present somewhere and it will do everything except chew on the souls for him.
If you don't want to do hard numbers that's fine, I'm just trying to determine if he's working in the range of "I'm banning 15% of the continent today, guess which part" or if he'd be chasing people with a parking lot sized death bubble.
