Because guns firing in a hospital are going to attract a lot of attention, and letting yourself be shot when you can avoid it is stupid.

Not to put too fine a point on it, but we are in a war right now. There are ethical standards to be kept, but if we make a reasonable effort to reach out and they choose to side with the reds anyway I don't see why they should walk away.

People threatened into working for us are more of a weak point than those paid for it all other things being equal. So let them make their choices and kill everyone who picks team blood drinker. Preferably as they leave.

@DragonParadox since this is close to the portal could we get war weavers or Hand agents with sniper rifles here in time to matter?

Hell, Saint Giles set this up. Do they have assets to lend us?

Not sure if it'll make a difference here, but Empathic Response keys off of wits instead of willpower:

To be clear, I don't mean this in a general "with us or against us" way. If one of them decides they want to move to Switzerland and open a chocolate shop or something that's fine. It's specifically choosing to continue working for our active enemy that is a problem.

[X] Allow herself to be shot and then heal herself, all but the most jaded would be swayed by such an act... but bullets do hurt and she isn't that much tougher than a human

As a general rule I would be against it, but it perfectly fits here. The sell here is to not fear the weakness of the flesh because Tiffany has your back, and injury and age are nothing to fear before her power. This fully demonstrates that, and demonstrates the faith that she has in what she is offering.

Her numbing ability grants her three extra Health levels and well numbs her to pain so she can just be shot and completely ignore it and then heal her flesh and then turn off the numbing ability using her flesh shaping.

That's a good point. Only possible issue then would be the noise.
