She's definitely a Danger in general, but she's not a danger by the letter or spirit of any of the Council's Seven Laws.
At least, thats the argument she should be making.
And she has the Charisma and Manipulation to make it stick.
Unfortunately, Peabody is still undercover in the White Council.
So any report that Dresden or McCoy makes to the Senior Council is going straight to Nemesis and the Black Council.
