Semi-related: what is the girl's experience of being possessed feel like? Is she a helpless passenger? Or is she in a dream like state? Completely unaware?
Also @DragonParadox will we need to write in "Use Excellency" or would that be automatic?

If she isn't already then no. None of the charms for us to make CoD have been accepted by the voters.

I'll just go back to the fact that the devil that possessed the girl no longer has an independent existence. The merger of bane and human to produce a fomori creates something new.
You can amputate the bane parts from the merged chimera to separate them, like you can do with a gangrenous, but the Bane can't, as I understand it, voluntarily leave, as it doesn't exist as a seperate entity anymore.
How would it be helpful on the girl?@DragonParadox can we use NWS on the girl and on the demon separately?
If the Denarians can't truly merge with the possessed, I don't see why lesser demons should be able to do so...
I think you could make that case in WoD, but this is a less grim universe. The demon can leave, it just really really does not want to do so.

Thing is; that means that fomor/bakemono aren't really a distinct type of creature, they're just temporarily spirit ridden humans. That undermines the reason why Mercy on Servitude works.
It's not about being grim or not; it's about that a fomor isn't just a possessed person, but a new type of creature, like a much lesser type of thing like an Exalt, or a vampire, which is why Celestial Exalts can't become fomori. It's a spiritual transformation not a temporary inhabitation.
You can change that; but it fundamentally changes what a bakemono is. Changing t he back to a human should, in my mind, like a not much lesser version of changing a vampire back into a human. Yes, Exalted charms/spells and high end Magic can do so, but it's an extraordinary feat of power that demonstrates how big deal they are, not something that anyone charming enough can do.
While demon is holding onto the girl, the girl might also be holding onto the demon. Or the demon might be using something of the girl to convince her to cooperate with it.
