Generic, get the achievement before combat tutorial. There is some benefit to trying to complete the Mr. Straw achievement now, but it comes at the cost of not doing the combat tutorial right away and almost certainly losing whatever trail our mysterious trainer left. This achievement can be completed later at any time so I would put it at the lowest priority.

It is a combat tutorial. Even without whatever reward we get from Mr. Straw Achievement completion we are likely fine. The game implies we should get it done soon, but as long as we get it done this month then I think we are fine. A little more priority than finishing the Mr. Straw achievement, but not by much.

Finally, this one. Some reasons that our mysterious teacher may have took Mr. Straw are because they thought we were spending too much time with it (maybe they wanted us to make friends or play like a regular kid, it is true that our Social and Mental could use some work). It could also be an invitation or challenge to find our mysterious tutor. This is the risky option, but it is also the option that seems the most interesting and possible rewards. Also, if we don't complete it right away we will likely lose whatever initiative we have on finding it.

I think I'll go with this one for now. The combat tutorial can wait for a bit as can finishing the Mr. Straw achievement with the other dummies (I expect we could finish both of them within a month). The find our stolen Mr. Straw option however is the only one with a time limit on it, even if its not stated. If we don't start now while the trail is still fresh then it is likely that we won't find it or learn more about who our mysterious tutor was. Basically, the other two option can be completed at any time and while it may be hard for us to find Mr. Straw, the potential rewards for doing so are likely better than the rewards for completing the other two options. Our missing Mr. Straw will likely never resurface if we don't look for him immediately and I am curious to where this rabbit hole ends. Also, I think it would be amusing, seeing Daisuke walking down the street asking everyone he meets if they have seen his missing Mr. Straw or hanging up posters offering rewards for his missing 'toy'.
