"Remember, if you go and die heroically, everything Flandre does will be your fault. So, you should stay safe like you're supposed to"
Heh, the large group thing is obvious. Flan has a hair trigger, the more people the more likely SOMEONE crosses her the wrong way. Upon which collateral damage risks escalate dependiing on where and how she restrains herself
Or they noticed the weird aftereffects of her Vampiric Charisma on the squad she was assigned to, and want to keep exposure limited.

"Well … should I write a report or anything about the mission? Or do I just tell you about it?" Not your most favorite pastime, really, but one of the things that Remilia always did was read the much-too-frequent reports from her agents, even if they were talking about things she already knew about. Different perspectives, and all that … but Fate just shakes her head.

"No, it's fine. You will in the future, and we'll collate the information with your Device records, but we have everything we need from ship recordings. And you won't be punished for … overly harsh and ruthless behavior. Not this time, at least, but please be …." She trails off, frowning, as she tries coming up with the proper phrasing. You'll have to think about it, of course, but in the meantime -

"… Everything?" You give her a mischievous grin and tilt your head meaningfully. Her frown deepens.

"What do you mean?" You shrug and slide a comfortable-looking chair closer to the bed.

"I had a conversation with that girl that I caught running from the hospital when the pirates showed up," you say, and Fate frowns and taps at the screen for a bit. You lean over to watch her shuffle through pages until she finds the girl's information. Sergeant Żubr, nineteen, D-rank mage … you frown and shake your head. "That uniform is wrong, though. She was wearing an olive green uniform when I talked with her. And she seemed to be higher-ranking than that - at least, she had the authority to talk down to an older man who was a sergeant when he didn't like my dress because it was red." Fate frowns at you for a moment before turning back to the girl's record.

"They didn't say anything about meeting you, apart from your apprehension of the sergeant. What did you talk about?" You sit back in the chair and kick your legs lazily.

"Not much; they didn't really want to talk to me, and like I said, the sergeant didn't like me. Mm, she said that an older faction - pre-Bureau, I guess - was regaining power, and they're the ones who used sumptuary laws, so that's probably going to get back in style. Said they were going to look over the combat records as one of the requirements for helping repair the Mettia. Oh, apparently I'm a 'Grand Sorcerer' to them, and she was pretty sure I'd be unstoppable at least to their capital if a fight actually broke out." You glance at Fate as she frowns at your brief explanation. "Hm, what's a 'Belkan Cradle'?" She looks up at you sharply, but you simply smile innocently at her.

"The Saints' Cradle is a Lost Logia, a massive warship that was used by the Belkan Empire - and later the Sankt-Kaiser rulers after their home was destroyed - as a weapon to enforce their rule over their subjects. It was … lost … after the last Sankt-Kaiser ended the Unification War. Dr. Scaglietti found it - or … someone found it, and he gained control of it, and it was damaged during his attempt to destroy the Bureau. The Saint Church took possession of it and is refurbishing its non-combat functions." You nod when she finishes.

"That girl said that if the pirates had acted the same way they did in their earlier attack, they would have shot it down, and that the weapon they would have used was powerful enough to kill a Grand Sorcerer near the impact site and that it was designed to help drive away the Cradle. And from how she spoke, I get the feeling that they would have been perfectly fine sacrificing the whole village if they thought it would have helped." Fate's expression tightens and she looks down at her lap before taking a long, deep breath and nodding.

"I see. Thank you. I'll pass on -" The door bursts open and you whirl around to see a little wolf youkai with red-orange hair come rushing in.

"Fate!" She nearly slams into you but manages to stop herself, and her expression changes from worried to threatening in an instant. She circles around you, putting herself between you and Fate and holding up her claws to ward you off.

"Alph! Stop that!" The girl stiffens and looks guiltily back at Fate. Fate shakes her head. "And what are you doing here? You're supposed to be …." Her face pales as she trails off and looks past you to the open door. Curious, you turn around to see a tall, green-haired woman staring at Fate. "M-Mother. Um …." Oh. She offers you a tight smile.

"Oh, you must be - Flandre Scarlet, right? Please excuse me, but I need to speak with Enforcer Harlaown privately. Please wait outside." You blink, covering your appraisal of the woman with apparent momentary confusion, then shake yourself lightly and curtsy.

"Of course, Ma'am. Take as long as you need." You slip away from the bed and past the woman, then clap your hands and spin back around. "Oh, or - I don't think there was anything else I needed to talk to you about, so I might just go on ahead, okay?" Fate nods with forced cheer, and the wolf-girl glares at you as she prods you to keep moving. Once the door is safely closed, of course, you slip aside and give her a superior look. She glares back.

"Who are you and what were you doing with Fate?"

"She's my commander, and I was reporting in." You glance back at the door, but if anything is going on in there you can't hear it. You turn back to see the wolf-girl glaring fiercely at you, almost shaking.

"If you had anything to do with Fate getting hurt, I'll -!" Her claws tighten as she fights to control herself. Well, technically you did … hm, would the park or the rooftop make for a better place for her to maybe inconvenience you?

Fourth Holy Grail War - Saber's Side
Saber's Side hopefully tomorrow.

Saber fought to keep her expression neutral, to keep her hands from restlessly adjusting their grip on Excalibur, even as every instinct in her body screamed at her to disregard Irisviel and her Master's instructions to leave alone the creature leaning against the wall across the hall from her. That she would only get a single chance to attack, that she needed to win in that single attack … she fought down the impulse to unleash her Noble Phantasm against the monster that seemed to pay her no attention. Of course, she had offered information - knowledge on the true Caster of the Grail War, the one Servant that not revealed himself to the others, as well as possible information on the other five Servants that remained.

All, however, offered to Irisviel. Despite knowing that she was not Saber's Master, the monster - introducing herself Remilia Scarlet - had met them at the Einzbern castle, and then proceeded to ignore, as much as she was able, not only Saber but also Kiritsugu. She spoke with Irisviel, acknowledged the presence of Kiritsugu's assistant Maiya, but studiously ignored Saber and her Master, saying that it was 'better' for everyone involved if she restricted her interactions to Irisviel. And then she had invited them inside, to meet the next great surprise - a girl calling herself Illyasviel von Einzbern, identical to the child Saber had seen Kiritsugu playing with in the forest, and claiming to be from the Grail War a mere ten years after this one. And she had, at Remilia's insistence, secluded herself with them to discuss the matter, while Saber and Remilia waited in the entry hall. And so she found herself here, waiting, unwilling to remove her armor or even put away her sword, barely able to look away from the creature across the hall from her. Her hands twitched, the tip of the blade flicked away - but she regained control of herself and planted the sword's tip in the floor. At the sound of the holy blade sliding through the stone floor, Remilia's right eye opened halfway.

"Hmph. Does my mere presence bother you so much? Should I await the conclusion of their meeting in the town? Perhaps I should go to the church and pray." Saber ground her teeth at the mocking voice and its contrast with Remilia's expressionless, disinterested face.

"Perhaps if you could explain your dislike for me, I could better understand your position," Saber replied. Remilia's eyes opened fully, and then she slowly blinked before tilting her face up to look directly at Saber. And still she leaned lazily against the wall, black wings crossed over her body like a bat. For a long moment, she held herself perfectly still, and Saber fought the compulsion to ready her sword.

"One reason, I suppose, is that you are a charlatan of a hero. A complete and utter fake. And that you have the gall to proclaim yourself a mighty Servant disgusts me." Saber's mind froze, but her body did not. The invisible sword swept up and she lunged forward, halting herself less than a fingerlength from driving Excalibur through Remilia's throat.

"You - you -!" Words failed the King of Knights, and her hands shook as part of her tried to thrust her sword the last few centimeters and the rest of her fought that desire. Despite her obvious hatred and the possibility of her death, Remilia didn't react to the explosive charge.

"Do you know who you are? You are Saber - the servant of the Sword. Nothing else. What have you done of your own will? What have you accomplished without that sword by your side? Nothing. Without that sword, you would be an ordinary girl, living an ordinary life until an ordinary death took you. Instead, you took up that sword, followed its cause and purpose. It is why you became king, why you threw away that most valuable possession - why you became nothing but a servant to a higher order. Nothing you have done has been done of your own will; nothing you have built has been built by your own hands; nothing you have slain has fallen to your own abilities. All has been accomplished by the sword, and by those who follow the sword. You are nothing but a worthless, incapable figurehead." Saber stiffened and stepped awkwardly back. It was true that her own desires had been left by the wayside, that she had given all to being the greatest king she could be - and that she regretted her decisions, those choices she had made that had led to the destruction of the kingdom she had sought to save. But to call her a false hero, to claim that she was nothing without the holy sword Caliburn, or the replacement blade Excalibur …! Before she could reply, however, a loud crack echoed from deeper in the castle. Saber's eyes widened, and this time there was no hesitation in her attack - something had threatened her Master, and this creature was the only possible source.

But as her instincts had warned her, nothing short of unleashing her Noble Phantasm could secure her victory, and she was too close, her blade out of line. The holy sword swung across and bit deeply into her foe's chest - but the other hand that reached for her grasped the top of her breastplate and hauled her closer to the monster she fought. And yet Remilia did not follow up with an attack. Instead, she was yanked aside again - and again, and again - and then realized that she was being carried deeper into the castle, closer to her Master. And then they crashed through a door and Saber was thrown to the side. She landed on her feet, slid back, and caught her bearings. She was standing near Kiritsugu, a large gun still in his hand, and Remilia, seemingly unharmed, was standing near the door they had burst through. The child Illyasviel was standing away from Kiritsugu, face showing nothing but shock and betrayal … and between Kiritsugu and Irisviel stood a dark giant of a Servant. Saber froze, trying to determine what had happened, and Illyasviel collapsed to her knees.

"B- … but … why?" Saber stared at the heartbroken child, then whipped her head around to stare at Kiritsugu as the man suddenly looked completely defeated. His hand fell to his side and the gun dropped to the floor.

"Because that's all he knows how to do, Illyasviel. He finds a problem, and he solves it with a gun." The leaden giant roared as Illyasviel turned her attention to Remilia.

"You knew! You knew!" The giant thundered forward and slammed one massive fist down on the winged figure. One slender, tiny hand, no larger than Illyasviel's own, came up to meet it - and the floor behind Remilia exploded with the force of the Servant's strike. "… Why? Why didn't you say anything?"

"I told you that I thought your meeting your parents was a bad idea. And I believe you met that man, spoke with him, and knew of the actions he took? If that did not convince you, what could I have said? Yes, I could have told you that informing Emiya Kiritsugu of the truth behind the current Heaven's Feel would have led to him trying to kill Irisviel von Einzbern - but what could I have said to make you believe me?" Saber stared wide-eyed at her Master, reacted belatedly to the sound of running feet.

"Madam - Sir -" Kiritsugu's assistant ran into the room, stumbling slightly as she reached the rubble, and held her weapon on the figures immediately before her. She couldn't hope to threaten either one with such a mundane weapon.

"What did you think would happen, Illyasviel?" For the first time, Remilia's voice held emotion - not quite concern, not quite helplessness, but something mixing the two. "He came with the hope of using the Grail to turn the world into a paradise of peace, a place where people wouldn't fight anymore. And you come to tell him that the Grail is cursed, that any wish made upon it will unleash the evil trapped within it sixty years ago. What is he to do? His wife is already lost, unless he can convince the other Masters and then disassemble the Grail mechanism without first defeating their Servants - and how can he do that? They will simply kill him and his Servant. The only thing he can do is what he already tried. Kill his wife and destroy the Lesser Grail, which will, at least, prevent anyone from unleashing Angra Mainyu for another sixty years. Then return to Germany with Saber and use her to break into the Einzbern stronghold and rescue his daughter." Saber's breath caught in her throat. What was going on? The Grail - cursed? Illyasviel looked up, blinking back tears.

"But … but I'm here! I could help Mother with the Grail, if any Servants did die. And Berserker's here, too! And … and … please? Could you help, too?" Shaking hands clasped together in front of her as she begged the monster for aid. Saber's hands fell to her sides and she held her breath. For a moment, Remilia stood silent and motionless.

"Impossible. You were only promised a meeting with your parents, nothing more. We will return to Gensokyo now." Illyasviel's head ducked down - and the giant Servant roared deafeningly before she climbed to her feet and ran to stand beside Irisviel.

"No! I'm staying! If - if you want to go back, fine! Leave without me!" Remilia's eyes glowed brightly and her wings twitched back at the ultimatum. Berserker vanished, reappearing by Illyasviel's side with a massive axe-like sword in one hand, and Saber raised her own blade as she stepped between her Master and the vampire.

... And, uh, that's why I'm not sure if there'll be a third part. Remilia's got a few options, but only one would need me to write a third part, and I'm just not sure what she would choose. Will, I guess. :/

2) Leave Ilya there as she demanded. Flan would be very unhappy and will likely demand to go there
3) Win the War, achieve Heaven's Feel with two Grails to balance the load without losing either one THEN go home. Flan would be happy but its basically rewarding Ilya for being a brat. Though I suppose Heaven's Feel as an infinite depth(if not infinite breadth) source of power would be useful in Gensokyo in many ways.
4) Let Ilya fight in the War, let Gilgamesh rip Heracles apart, then take the now broken Ilya home. Flan would be...mixed feelings but largely okay with it beyond some disappointment. Ilya shown the consequences of being a brat.

Maybe. Or there won't be any drama unless Flan tries to get them reconciled. They will have had something like two months to get used to each other, after all, and Patchouli, at least, would probably try to Ilya to understand Remilia's point of view and why she acts the way she does.

Two and Four would likely be combined in some fashion; in any case, the Grail War wouldn't last so long that Flan would get back and Ilya would still be fighting it.

Not only does Remilia not really care about the Grail War, but she completely loathes both Kiritsugu and Saber, so she absolutely wouldn't 'win' it for them so much as help ... and since Saber isn't crippled in this scenario, the only Big Deal threat is Gilgamesh. Who Remilia does not have an Easy Win button against and would therefore need to expend actual resources to fight. Now, there are a couple ways she could fight him ... but since she's being threatened into helping, she would likely choose a method that is incredibly destructive in terms of collateral damage, like summoning a Berserker Servant and throwing him at the Tohsaka mansion in broad daylight. Or killing off most of another city so she has ready power reserves to try burning through GoB/Ea with brute force. Or something else similarly Literal Genie-ish.

I just want to chime in @Entropy Judge that I'm really happy with the way you're having Flandre evolve as a character. It really goes to show how much Flan has changed over this quest.

She went from this:
"Now you're just confusing yourself. There are two main points to friendship - working together to solve a common problem, and shoring up each other's weak points. Like with Patchouli and my sister: they had a common goal when they first met, and worked together, and later when we moved to Gensokyo, which is much better for all of us than staying on Earth was, Patchouli provided the magical expertise and Remilia supplied the power. And Patchouli's a weak-bodied magician, so her staying with us gives her a secure location to do research and whatnot, while Remilia got someone who could teach me more effectively than she could." You pause for a moment and look up at the ceiling, thinking, then look down to see Agito staring at you.

"That's … that's not a friendship at all! Tha-" She leans back as your glance turns to a furious glare.

"Are you calling my sister a liar?"

"No! No, not that," she waves her hands back and forth in front of her, as if trying to ward you off. "What I meant was … at least with humans, friendship has an awful lot to do with emotional support and affection. It's not a, a give-and-take relationship like you're describing. That sounds like a business deal." You draw your knees up to your chin as you consider her nervous explanation.

"Hmm … maybe. I mean, I know what a business deal is and how it works, and I've seen some, but Remilia was very explicit when she said they were friends, not partners or anything like that. I guess they could have some part they keep hidden from me …."

"Now, now - we've established that we're friends, right? And friends are all but family. And family is family - so you don't have to worry about things like debt or repayment. And if you do want to - well then, I guess you'll just have to work hard and live for a long, long time so you can figure out how to repay us!" You smile broadly, and Ilya finally smiles as well. You hug her close once more. "And besides, you're my friend, Ilya - that's repayment for all we're doing and so much more. I don't have many friends, after all." Ilya nods against your shoulder, then pulls out of the hug, her smile happier than it was just a few seconds ago.

and it gives me the warm and fuzzies to know that we're helping Flan mature as a person. Hell, Flan's even getting along somewhat with Patchy, who she would barely give the time of day at the start.
 
This quest is always fun to catch up with in large chunks. Thanks for writing it.

I hope this involves telling her how distraught Fate would be if they fought, regardless of the outcome.

With Remilia's power over fate I suspect thats probably the least worrying part. Worst case she becomes something no longer human...welcome to Gensokyo!
But Remilia as written is likely to let Ilya win the war on her own merits with a Heracles/Arthuria team up. Or lose on her own merits. The only reason she would even tolerate this is because Ilya is Flan's friend. This level of offense would normally warrant a Lesson.

You stare at the wolf-youkai for a moment, then turn around to leave. As you walk away, however, a hand grabs your shoulder and spins you around. "You did! What did you do?!" The wolf-youkai's hand clamps down on your shoulder, holding you in place, but the girl's change is pretty interesting. In the second or so that you were looking away, she didn't just get bigger - she aged to an older woman. Hmm … so is that simply transformative magic, or do they have actual aging and de-aging spells? Well, something you can ask someone later. For now, you look at the wolf-youkai's arm, holding your shoulder, and follow it up to her glaring face.

"As much fun as it would be to rip your arm off and beat you senseless with it," you begin, fully cognizant that the two of you aren't alone in the hallway, "I'm pretty sure that Fate is at least enough of an adult to deal with me on her own if my actions - or lack thereof - are a matter of concern. Moreover, I don't know about your owner, or whoever let you off your leash, but my boss is in there, injured, and being scolded by her mother, and I rather doubt that she'd appreciate having to deal with an irate owner because I beat his idiot pet half to death." Her expression turns from wrathful to stunned and back to fury, but as her claws dig into your shoulder you flare a bit of power - not much, but enough to scorch her hand. When she yanks it back, you take a half-step back and turn invisible before flying up to the ceiling. The youkai shakes her hand and starts to hunt around for you, but at least a few of the other people around are still paying attention to her, and as you fly down the hallway toward a window you see her hunch her shoulders abashedly. Of course, if she is a pet, and not a guardian of some kind, she likely belongs to either Fate herself or her mother - Fate certainly knew who she was, if nothing else. So you'll probably have to 'make up' with her at some point. You shake your head and look at the windows. You could leave through one of them, but they have those annoying mesh screens that you'd have to do something about first. Sighing to yourself, you find a stairwell down - not one of the many emergency exits … one dressing-down was enough, even if Major Marino is gone, now - and make your way to the parking lot in a few more minutes, returning to visibility once you're away from the wolf-youkai.

"Oh? Vita's not with you?" You shake your head at Ginga's obvious question and get into the car.

"No, Nanoha told her to call Hayate, and she hadn't come back by the time I finished talking with Fate. You don't mind taking me a couple places, do you?" She shakes her head at Vita's situation and slips into the driver's seat.

"Won't be a problem today, at least. But … is she alright? I tried waking her up, and she seemed a bit sick." You stop adjusting Satsuki's blanket and clamber forward to lean over Ginga's shoulder.

"Please don't do that again. She can't be awake during the day, and sunlight is dangerous for her to be in. Other than that, she's fine." You wait for Ginga to sigh, nod her head, and acknowledge your statement before you flop back and buckle yourself in. "Good. Anyway, first, I'm supposed to see Juliet about my Device. Ah, Juliet Sabiu; she's a Device Meister." Ginga frowns and a small screen pops up in front of her. She quickly types in Juliet's name - you help her with the last name - and after a moment she nods and closes the screen.

"And after that?" She starts the car and begins driving through the parking lot.

"Well, I'm not sure how long it'll take, but after that I'm supposed to be quartered at a 'Long Arch,' so unless Juliet has something for me to do, I'll probably want to go there next." Ginga actually turns around to stare at you for a moment at that revelation, and you cock your head at her worried expression. "Um, is something wrong?" She sighs and returns her attention to driving, shaking her head.

"No, it's nothing." You raise your eyebrows, because it very obviously is something … but you'll probably find out when you get there. After a moment you shrug and watch the streets as Ginga drives you to Juliet.


"Ah, Flandre! It's been so long. What brings you here?" Juliet grins crookedly at you as you walk into her office. It's not the same one she used to use, and you look around curiously, but after a moment you hop into the other chair and smile back.

"Hmph. I'm supposed to have Loki looked at. I don't think anything's wrong, but one of Fate's subordinates said I had to do it." Juliet wags a finger and titters at you.

"Well, let's see how it is, then. How have you been? Things got a little busy a bit after you up and vanished on us." You hand over Loki and shrug.

"I've been a good girl," you say noncommittally. "What happened to your leg?" She shakes her head.

"Nothing serious, nothing serious. Just in the wrong place at the wrong time. Twisted the leg getting out of a collapsed building. It's fine as long as I don't go running or anything like that. … Hmm …." You kick your legs idly for a while, then float up and look over Juliet's shoulder.

"What's wrong?"

"Wrong? Well … nothing's wrong. Your Device is simply … being peculiar." She frowns and shakes her head before handing it back to you. "Let's get you connected, and then you can activate it, okay?" You pout - the synchronization equipment is so irritating - but if that's what Juliet wants, you have to go along with it. Of course, once it's all connected and you turn Loki on, something new and exciting happens! Well, not exciting, of course, but you do stare interestedly at the screen. "Hmm. So the connection's fine, it's just …." Juliet taps the first knuckle of her finger against her lips and shakes her head. After a few minutes of poking around the screens, she finally sighs and shakes her head again. "Alright, you can dispel it now." Loki's Barrier Jacket vanishes and you start removing the synchronization equipment.

"So what's going on?" Juliet shrugs.

"I'm not sure, really. The Device is fine, but certain pathways are … corroded, I guess? The ones that you actually are fine - they even seem reinforced - but a lot of the extra subsystems … well, okay, I may have overstated when I said the Device was 'fine.' It looks like there were a few points where the Device was damaged pretty badly -" she gives you a meaningful glance and you shrug, "- but it … cannibalized itself, shifting around the networks to use the pathways that would normally have been used for other things when the existing pathways couldn't handle the strain of incoming attacks. And …." She shrugs and shakes her head. "I'm not sure how to explain something else. It almost seems like it was trying to protect itself against you, but that shouldn't be right, so I must be missing something." You frown and try to remember any time Loki acted strangely, but nothing immediately comes to mind. "I could probably get a better handle on it if I ran some studies on it for a few days." You nod absently before looking up.

"So … what's wrong with it? That Shario person seemed like I'd done something horrible to Loki." Juliet smiles and stretches back in her chair.

"Oh, it's probably just that the system architecture is very odd. I will need to look after it for a few days to let it properly interact with Bureau systems. And …." She trails off and her eyes gleam curiously. You cock your head to the side as her smile changes to something vaguely triumphant.

"You had a thought?" She nods.

"A thought, just a thought, but maybe an important one …." She shakes her head. "Anyway. I guess it's up to you - I can look after it for a few days and try to figure out some more and get it to cooperate with Mid systems, but it should be perfectly fine if you want to keep it. I'll probably have to require regular check-ups for it, though; the Bureau's getting a bit overly security-conscious and 'strange' Devices are going to make them paranoid." You scowl and Juliet chuckles.
