Nalniryn's consent didn't matter as they were changed to reflect the new social structure and cultural mores of their worshippers. While Wyrn and Urthryn did push towards that a bit, the bulk of it happened due to the Forluc becoming a matriarchy and their pantheon changing to reflect their new beliefs.

Why is Nalnir(yn) still a Faith god(dess), even if they are as old as Arthryn? What turns a god into a concept god?

On a side note, IIRC, a lot of people wanted to have a way to lower legitimacy. I think I found an option that does this, and doesn't involve deliberate starvation.

Snubbing a hero, ruining her love life and ignoring her work seems like something that should cost the Cadlon legitimacy.

Age is irrelevant to whether or not a deities is a Concept Deity or a Faith Deity. It is about their domains and what they are a deity of. A Concept Deity is tied to a specific concept such a piece of geography or something that can be tangibly defined. In the case of the two known Concept Deities, Arthryn is the Goddess of the Arthwyd while the All-Boar is the God of the Boarfolk and both of them are tied to a specific cultural/religious group.

Meanwhile a Faith Deity is tied to vague concepts that are defined by a limited perception as a how a specific religious group views the concept of War or the concept of Love. For example, Bronwyn is the Goddess of Beauty, Love and Repentance, but her domains can be described in greater detail as Beauty as the Arthrynites perceive it, Love as the Arthrynites perceive it and Repentance the Arthrynites perceive it. This is because while her domains are in theory board and universal, they are actually limited to how her followers view them and thanks to being defined by her worshippers in that manner, Bronwyn is vulnerable to being shaped by the beliefs of her worshippers.

That or be a god of another specific concept. For example, a theoretical God of the Sunrise Mountains would be a Concept God while the equally theoretical Goddess of Whales could also be a Concept Goddess.

So does that mean a concept god can be of something that is physically defined but can still be perceived differently?

For example can their be a concept god of the Ocean when the Ocean can be perceived as either fickle and terrifying thing full of horror or a benevolent giver of life? Could I start out as faith god of the Ocean for my culture group who perceive the ocean as a benevolent thing but become the concept god of the ocean and still keep those benevolent traits?

Yes, but it is less likely to be for the whole Ocean and more a specific Ocean such as the God of the Black Sea or the Goddess of the English Channel.
