A distant part of you wishes that Ami was more...capable at breaking people in two, but it was what it was and you had to deal with that. Meaning she was unfortunately not who you were going to choose.
I still find this quote highly entertaining.

As for Kana, she's dedicated and hardworking. She wants to make this all work. Ayumi... knows that we are to be married, and knows why, and mostly is feeling insecure, and fearful that she might be set aside. Minoru... I don't even know about Minoru right now. If we *were* to tell her about our heir, I'm not sure what I would tell. We have a long trek ahead of us. Presumably we'll at least touch on all three, so this isn't "What is she going to be completely blindsided by?" but "What is she going to be prepped for in-depth?"

Given all that...

because the throne, and the chance for misstep there, is much harder to ward against by being careful and considerate, and I trust her to be careful and diligent. The Throne feels like the thing that could go wrong. (...I mean, aside from the fact that it's the only die-roll of the bunch.)

6K3 ain't bad. But its also not great. Kana seems to have been good with the kids so far so I'll trust she keeps that up.
 
I leave for a couple months, and we go and marry a MATSU. I still maintain that marrying a Mantis would have been the best option, but gotta live with it. On the upside, the insight into how political conversations go is invaluable. With the level of doublespeak occurring in the tea ceremony I'm shocked that the intentions can be divined even in a culture based around such things. Bless you gman for the excellent writing.

I recently realized that the Ox Clan in this timeline is going to be destroyed since the destruction of the Kolat is not a solely Scorpion endeavor. Either slaughtered by a vengeful Mirumoto Xie or given seppuku. On the bright side, the Oni's Eye is probably going to go to the Emperor.

The Oni's Eye is a magical artifact that allows for one to scry alll of Rokugan, a limited item in some ways, but still immensely powerful when combined with the rest of the Kolat network

It would be vaguely funny if the item did exactly as it is described here. You scry ALL of Rokugan. Simultaneously. You essentially have a birds eye view of the entire country. While this would be useful on the strategic level of tracking large troop movements or city scale actions, good luck seeing something small but crucial!
 
Year 15: Council in the Gardens
Fifteenth year of Toturi IV's Reign Month of the Dragon, 3rd Day. (Spring)

It had been an exceptionally mild spring, already some were calling it a sign of the blessing of the gods for your coming nuptials. Others simply noted that the Order of Inari had seen a swell of recruits in recent years for one reason or another. You didn't know yourself, and to some extent, you didn't care.

Oh it would be nice if Lady Sun smiled on you along with Benten-no-kami and Musubi-no-kami. (And truth be told you suspected that she was the sort to enjoy that given her choice in Lord Moon...) It wasn't where you had focused on. Instead pouring your energy into teaching Kana the steps, about how to well, be an Empress, it was something your mother had done for Kaname but well...she still lived albeit as a Hida now and you hadn't been the most filial of sons.

That was a bridge to mend one day maybe, but not right now. Kotaro said she was happy enough, that would satisfy you in terms of that duty.

Kana herself had stepped into the role of Empress to be. Although uncomfortable your long conversation allowed it to proceed without too much awkwardness. The young Doji Yuriko quietly making friends with the earnest woman you hope they balance each other out.

Thoughts of Yuriko brought you back to the present as the rest of your council filed in to the warm spring garden that you had elected to hold this council meeting in. The sun was too nice to simply ignore by being inside a stuffy room.
Even if Shika had decided to dress in a monk attire because of it.

As Kakita Noritoshi sits down, you look at the rest of them. Hida Ginchiyo lounging out against a rock, as irreverent as ever. Shem Zhe resting in a lotus position by the pond, Yuriko and Chitose sitting beside each other on the bench underneath the still blooming willow trees.

Which leads to Noritoshi sitting at your right side and Shika for whatever reason laying on the ground by the lamps.

"Let us begin people" you call. "And come closer" you order.

The five of them stand up and move to sit around you in a half circle, kneeling in the formal seiza position. An errant crow caws above you.

"I hope you have all found no difficulties with my wife to be?" You ask.

A shake of heads. Yuriko gives a Crane smile, the kind where only her eyes light up, but nothing else betrays the careful neutrality she is supposed to have.

"No my Emperor, if I could begin this time?" Shem-Zhe asks.

Normally you went from the political to the spiritual but you suppose there's no reason for that.

"Hai, go ahead."

"After the death of the Hagaos. We expected something from the Zanj, but no new missionaries, no new priests, nothing if anything they seem to have disappeared entirely. However, while this has given us time to reteach the Tao of Shinsei to those who have lost their way, it's worrying. I would like permission to dispatch the Jade Legion out of Rokugan to the Jeweled City." He says.

"The Jade legion is only barely rebuilt from retaking Otosan Uchi, and as the Imperial Throne wills, we have been focusing on developing the North. We cannot continue to do that and support such a large scale expedition. I am sorry Horiuchi-san, really I am!" Chitose says in her cute voice.

"When a neighbor gives you a rake and you use it to kill his dog, he will ask for that rake back" Shika says.

"...The Jade, but the Ivindi...?" Begins Ginchiyo.

Shika leans back slightly looking up.

"Why should I give my fish to my cousin in law when I know they will give it to my son in law who I hate?" She asks.

"I tire of these Zanj, have the Invindi actually indicated that they were going to step away from the agreement?" Noritoshi asks tersely.

"Well no, not yet anyways." Shika admits.

"Then let's not go borrowing trouble and making Yasuki-san squeal more." Noritoshi says.

"....Kakita-san..." Chitose says her cheeks red.

"Apologies" Noritoshi says. "To pull back a bit to domestic matters. I believe I've narrowed down the locations of the Kolat, and would like permission to bring the Emerald Legion in full force on them."

"Would this be sanctioning violence on the clans?" You ask.

"Potentially, we intend to investigate them before throwing our net. However, they are wily and we will have to move fast."

"I must ask that you wait at least a little then Kakita-san." Yuriko says speaking up. "We all remember what happened to the Hare. The Throne was able to avoid scandal as it was the Scorpion who acted, but if the Emerald Legion itself acts and is found in error...no there will be no denying that the Champion must resign in that case." She says softly.

"I do not make errors like that" Noritoshi says.

No one looks at the eye patch he wears, no one needs to. Still the threat hangs in the air. You have had somewhat distant relationship with Noritoshi, a charming man when he wanted to, he had grown colder over the years, particularly after his rival had left

"Moving on then Doji-san, what would you say is our priority this year?" you ask.

"Ara it's a little ambitious, but we all know that Shosuro Jimen is in a word compromised." She says. "I would seek to have him removed as Imperial Chancellor."

"...that is bold" Shem-Zhe says the words you didn't.

The Imperial Chancellor had once been the most powerful political position in the Empire, but you, your father and grandfather had gradually sidelined it in favour of the Imperial Adviser, a position you controlled not the clans. In turn you had had little use for the snake Jimen which had only further pushed the Chancellor into irrelevance.

That didn't mean it was easy to remove the Chancellor, long precedent even written into your laws now was that only the Clans could choose a Chancellor and only they could remove him.

Ginchiyo looks around.
"Okay I'll say it. Why do you want to do this Doji-san? While all of us would like to put a hole in him, he's mostly harmless."

"He's mostly harmless for now. But for Toturi V? I do not know and if there is Heaven's forbid a regency..." Yuriko shakes her head. "He will be a poison in the reign of Minoru. Even if I wasn't concerned about that, the fact is I feel the Clans deserve better than that man representing him. With Imperial support I believe I can engineer his removal, without...I will have to be more circumspect, slower." Yuriko says.

You stroke your chin idly wondering how your father got his beard when you couldn't.

"Yasuki-san, you said you wanted to focus on northern development?" You ask.

Chitose nods, and with a glare at Noritoshi, begins to speak.
"Hai, I realize my initial proposal was too broad, too diffuse to yield quick results. However, with the coming problems, I believe that if we focus on the Dragon lands, we will have a number of results that would be beneficial. There are countless untapped veins of minerals there for lack of people." She says.
Chitose twiddles with a netsuke and opens it revealing a folded map that she opens up.

"The other clans will of course want considerations for this, but I believe so long as we set the stage, we can do it...unless that is if we send Horiuchi-san's legion. The logistics are just too much to do both without significant strain you commanded me to avoid" She finishes looking over the map.

"I see and Hida-san? You have the final speaking role today it seems." You say.

Ginchiyo looks uncomfortable as she glances around.

"I still want to fortify the Jeweled City, but we're working on that, I have had officers draw up plans for the Yodotai fight, and they want a reconnaissance of the northern plains. Our records from the Senpet show that the Yodotai are fond of sending pincer armies to attack us and the North has been quiet for a while now so seems like a good time to check it out." Ginchiyo says.

"Would that anger the Pelmyrians? I know they were upset over the Yobanjin" You ask Shika.

"What care have the ice and snow for trees or plains?" She answers.

A moment to parse, the Pelmyrians would prefer against it but ultimately, neither of you have enough interests in the area to make a fight of it. Togashi speak is exhausting.

"Very well then. Let us depart then I will make my announcement soon"

While going over the math for the rolls I noticed that fire and water Trait Rank Up should be eight, not twelve.

Elemental Ranks are based on the Emperor who will slowly grow into the roll. Skill ranks are provided by the Councillors you choose.
However, these ranks are not static, pick one type of option over and over, and naturally the Empire gets better at using that form of problem solving. The number of choices needed to increase an elemental rank is equal to the elemental rank*4. This does not count pass or failures, only the number of choices made.

So in math
(4*Current Elemental Rank) of Elemental Options=Elemental Rank Upgrade

As a practical example

If the Fire Elemental Rank was 2. You would need 8 Fire Actions, to level the Fire Elemental Action to 3. To level it to 4 you would need 12 more fire actions, and so on.

So unless there was a mechanical change somewhere that you did not note, straight twelves is not right.

Hopefully it will be found in enough quantities quickly enough that we can shift focus to the Jeweled City later, but honestly I'm more worried about them cutting us off in a crucial moment later. You don't let known enemies be the ones supplying the majority of a strategic resource.

I am actually tempted by the skill up on Ginchiyo, since this invasion is a long time coming and it would also help if the Zanj do something, however weren't we considering swapping our Shogun for a better team player? Or has she mellowed out over the years?
 
Well... let's look at them:
First of all, Clan Ratings. Lion are at 40 but cannot drop for the next few years. Unicorn are 40 and capable of dropping. Everyone else is 50 (Crane, Scorpion) or above.

- Sending the Jade legion to the Jeweled City. The Zanj are acting super-suspicious, in that they're doing nothing at all, and our Jade Champion wants to send his Legion to Medinat al Salam in a fit of paranoia. This will make the Unicorn and the Scorpion happy, and upset the Dragon and the Crab.

- Removing Shosuro Jimen: He's *probably* mostly harmless at the moment. Mostly. Probably. It's more sure if the woman holding his leash was the kolat that got rolled up in a recent update (or some other kolat). That would make sense. It didn't *sound* like Shahai.... Regardless, Yuriko is going to try to get rid of him. It's just that without our support, it will take longer, and likely be less sure. Unknown effects on clan ratings (the Scorpion are unlikely to be pleased). Regardless, this is somethign we'd really like to have done one way or the other before our daughter takes the throne.

- Noritoshi wants to send the Legion after the Kolat. If this goes well, it does some severe damage to the Kolat before they can regroup/flee. If it goes poorly... then there's a major scandal, we lose Noritoshi, and the clans are generally unhappy with us. Crane and Unicorn like it. Scorpion and Phoenix do not. If we don't do this thing, presumably the magistrates will keep gnawing around the edges, but they wont' have the raw power necessary to overcome the primary stronghold.

- Yasuki Chitose wants to head into the Dragon lands and try to tap new mineral resources, *possibly* finding Jade. We could get lucky. It sounds like she's going to go for this anyway, if she can, but she'd like help to boost things. She won't be able to manage it at all if we send the legion after the Zanj. Dragon and Crab like it. Lion and Crane do not.

- Watching out for the Yodotai: Ginchyo wants us to send some armies in to recon the norther plains. They've been empty and quiet for a while, and the Yodotai are known for liking Pincer attacks, and it would be good to be sure that they weren't about to start one. This... might offend the Pelmyrians? Not entirely clear. Regardless, if we don't support this, it doesn't happen (though she'll be further fortifying the Jeweled City regardless) (phoenix/lion gain, dragon/scorpion loss)

So... what does this all mean? First, I think that sending the Jade Legion over the Burning Sands is a lose plan. We have no idea if the Zanj are going to do *anything*, and honestly, the whole point of setting that place up was that we could try this whole "interacting with outside cultures" thing in a way that would let us hack it off if we needed to without losing any of the sacred land of Rokugan. Also, even if we don't decide to support Chitose's plan, I still want her to be able to do it at her level. I feel like Shem-Zhe is feeling paranoid, and lashing out, with blind guesses. He's a shugenja, so his blind guesses are worth a lot more than most people's, but it's not enough to invest those kinds of resources... epsecially because it means taht the Jade Legion wont' be *here*.

Removing Shosuro jimen is great, and I support it, but at this point I think we want to trust Yuriko to get it done for us. He's chastened enough that I dont' think we need to hit him with the Full Force of the Imperial Throne.

Digging for jade gets a slight additional advantage in that the Lion are one of the families that's opposed, but they'll bounce off their min 40 and be appeased. It's not huge, but it's not nothing. Similarly, going Yodotai hunting gets us a lion bump, which lifts them up off that hard support, and therefore is worth slightly less. More to the point, while her paranoia feels a bit better-reasoned than his, she is acting largely from paranoia. "I think they're coming. I think they're coming soon. If they're coming soon, They might decide to come this way. We should check it out." That's... not all that compelling as an argument? It seems like there's a good chance that we could send scouts out and have them come back with nothing because there's just nothing there.

That leaves us down to the Chitose and Noritoshi. Chitose is the low-intensity play here. Having more focus will improve the econ bump, and more likely that we get a new jade flow. That would certainly be nice. It also has a reasonably nice clan adjustment. Noritoshi could backfire, or could largely eradicate the Kolat. I think both are solid choices.

The thing that decides me is that in Rokugan, part of leadership is allowing ones subordinates their own honor. If he wishes to stake his career and reputation on his skills as Emerald Champion in this thing? If he truly thinks it is that important? I am loathe to tell him he cannot.

I think either choice of those two is entirely reasonable, though. Arguably, going for the Jade is more important strategically. It's just that that is not what moves me at this time.
 
I was inspired to write this. It doesn't have to be Canon to the story, but I had time and I figured "why not?"

Drop Dead Road is an ancient foot paved path. It was tread before Hantei pacified the new Empire, and was lost to obscurity after. Its obscurity made it a safe trade route when rediscovered, but it did not receive a proper name until bandits specialized in use of the dai-kyu turned it into their checkpoint. The bandits were eventually killed and the road fell into obscurity again until the next generation when it was rediscovered, plagued by bandits, and lost in a continuous cycle.

"You'll find me to be a reasonable man if you just hand over all your Koku," Bō said with his best grin. His Boys surrounded the cart, arrows nocked, ready to be drawn at a moment's notice. Lady Sun's light shining off the arrowheads in a dozen directions. Her light shined off the head of another half-dozen yari. The cart carried only three men and only two were samurai. And yet Bō was nervous. Two Yojimbo was not unreasonable for such a off beaten back road, and yet the two filled ham with a sense of doom.

One was a giant of a man, a mountain clad head-to-toe in armor, wearing head down his back like one would a banner. He sits on the back of the cart—unmoving—to Bō's Joy. He doesn't know if any of his Boys could actually fell the gargantuan Yojimbo, and doesn't want to test them. He doesn't want to find out if the heads on the Yojimbo's back are real. Yet the giant was not the most terrifying of the two by Bō's estimation. No, it was the young man next to the portly merchant that put fear into Bō's heart. His black silk robes and unmarred features make him look more like a Clan boy then a rōnin for hire. But an unidentifiable and unmistakable power radiated from him. A perfect image of a powerful son who would become a powerful daimyo.

The giants words solidified the image. "Shall I kill them, Kanpeki-sama?"

"Hold, Kayomasa-kun," The black-robed boy named Kanpeki said. A chill went through Bō. "I see intelligence in one of them."

Bō watch the boy walk towards him and felt the searing cold of death. Kanpeki turned to one of his Boys with a yari and said, "Only speak when your betters speak to you."

Did he say something? Yes, he must have. Bō could clearly see him yelling and charging, but none of it reached his ears. He could clearly see Kanpeki dodge past the and grab his boy's wrists and snap them. Clearly see the yari fall to the ground as Kanpeki shatters his Boy's knee with his foot. See his Boy howl in pain before Kanpeki grabbed him by the jaw.

Kanpeki turns his Boy to him, tears of pain escaping his Boy's eyes. Tōnō, Bō recalls. A recent addition. Another ashigaru family descendant that got tired of risking his life for a lord that only ever used him as a peasant.

"See that man over there? Tell me his name and the pain stops."

"Bō, his name is Bō!" Tōnō yells through obvious pain. Kanpeki smiles and snaps his neck. He turned, caught a loosed arrow and threw it back, puncturing the neck of the man who shot it. ducks under the next, picks up the dropped yari and uses it to deflect the rest of the arrows. The boy was a whirlwind, moving constantly as arrow after arrow came. Three of Bō's yari boys charge, the first one being parried, with his yuri sent into the air, and then grabbed to be used as a shield to block the yari of the second Boy. In a flash, the yari in Kanpeki's hand pierced the second Boy's stomach.

The third Boy tries to take advantage of Kanpeki's exposed back. Before he could reach his target, however, manacles of dark, rusty iron burst from the ground, trapping him and holding him in place. Kanpeki turns, cutting the bound Boy with his wakizashi and extending his other hand toward one of the archers. Some magic chanting, then green fire erupts from Kanpeki's hand. Both Boys die, one consumed an evil fire and the other's life used to fuel it.

It was a full minute before Bō was able to shake his stupor and look around. He counted ten of his Boys dead. The giant standing in the middle of four bisected and eviscerated corpses. The portly merchant covered his nose but was otherwise unmoved.

"Kayomasa-kun, are you alright?" Kanpeki asked as he put away his wakizashi.

"I am unharmed. Should we loaded them onto the cart?"

Kanpeki shook his head. "No, mother will have realized we have gone by now and well have people searching for us. Maybe they can make use of them."

He turned to Bō and gave him a smile that looked as if he didn't just slaughter a half-dozen men. Seven men, Bō knew, if he didn't do whatever Kanpeki bid.

"Bō, I'm on my way to Shiro Chuda, would you like to accompany me?" Kanpeki asked as if Bō had a choice.
