Burden of the Emerald Empire (A Legend of the Five Rings Tale)

The Yobanjin
So, not quite enough votes I think for an update. (Also really tired)
But I think I can explain a bit more about the setting.

So let's talk Yobanjin.
Now the Yobanjin are kin to the inhabitants of the Emerald Empire. Originally they were the inhabitants of the region who refused to bow to the Founding Kami, the demigods that founded the Empire. While completely unable to actively resist the armies of Akodo, Hida, and to a small extent Shiba. The Yobanjin chose to flee instead of bending the knee and accepting that they had lost. With the west largely being composed of seemingly endless desert, the south being literally hell, and east being ocean. They had no choice but to go north.

Once in the north, this desire not to bend knee, lead to them fragmenting in dozens of different tribes each with their own cultural norms and understandings of what had happened and why. The kami and early rulers of the Empire figured that this fragmentation would continue until the Yobanjin were easy to pacify.

This changed with the formation of the great city of Zhongshi. Zhongshi quickly became rich as a major port between Rokugani 'smugglers' and even down to the Ivory Kingdoms, shipping furs, amber, and other luxury goods. In turn that made Zhongshi a hub for the Yobanjin culture, unable to and in most senses unwilling to unite the tribes, it still sat as a strong central wheel for them to revolve around. Virtually every tribe sent some representatives to the city to negotiate for trade and it soon proved an excellent neutral ground to solve disputes. This cohesion allowed the Yobanjin to maintain a cultural identity of being both Yobanjin and whatever tribe they held to. This pattern was only reinforced as spiritual and artistic culture flourished in the city, spreading out to the tribes and showing that they the Yobanjin were their own people.

This lack of fragmentation meant that from time to time a number of tribes would gather up and attempt to raid into Rokugan, originally it was meant as a grand reconquest, but as the Lion Clan armies marched, the tribes involved found that they could not effectively fight both each other and Rokugan. This has remained true ever since, a few tribes attempt to raid and conquer Rokugan every so often only to be thrown back without much fan fare. However, the Yobanjin have never fully committed all of the tribes to the conquest, and in many respects if they did, they may well have the capacity to fight Rokugan to a standstill.

However, despite this notable hostility, the Yobanjin do maintain trade links to Rokugan, particularly valuing silk, tobacco, and tea. Although this trade is covert, it does mean that there are in roads for both sides to talk if needed.

Spiritually, the Yobanjin still follow the old ways of worship, employing shamans to communicate with the gods (Fortunes) and Elements in order to maintain harmony with the world. Worryingly if the Rokugani knew about it these Shamans have slowly begun mastering the language of the Kami and learned to cast spells with the Elements. In addition to their ability to summon enormous serpents that can fly.

In terms of warfare, the Yobanjin tribes tend more towards nomadic raiding and counter raiding rather than pitched combat. A fact that has led more than one punitive Imperial army to its doom as the Yobanji melt into the landscape and ambush rather than face the Emerald Empire openly.

So yeah quick and dirty overview of the Yobanjin.

Toturi's Three Beauties have Tea
Still waiting for more votes...but I still want to write so time for more Omake I suppose.

Imperial Palace, 1st Year of Toturi IV's Reign, Month of Akodo (Horse)

Kaname would not let herself be intimidated by the other women around her. Yes the two older women, were confident, competent women nearly as beautiful as she was. And yes there were rumours already flying around that young Toturi IV had assembled a sort of harem.

But Kaname did not like rumours, and she would not let someone steal Hisao from her. She had...admittedly struggled somewhat with her future mother in law, and uncle. But this time she would get it right.

Which is why they were here in one of the seemingly endless state rooms, drinking tea. Across from her, Yoritomo Hiroko nibbled on a ball of mochi rice, while Akane sipped her tea.

Kaname drinks down her own matcha blend.
"Thank you both for coming."

"Ara, no problem...if we're going to be the Three Beauties, may as well be on speaking terms." Hiroko says.

"Three beauties how foolish, the Emperor has eyes only for Shiba-san"

"Ah Akane-san, you can't be so uptight. Besides it's not like teaching a young man how to treat a woman isn't it's own form of fun" Hiroko said shamelessly.

How to treat a woman? Kaname could feel her face trying to burn from embarrassment. With a force of will she pushed it down, and drunk more tea. Yes Yoritomo were shameless but come on!

"Yoritomo-san, do not make the Empress-to-be spontaneously combust. And don't call me Akane" the Imperial Advisor said putting down her tea.

"Ah don't be like that Akane-san, you can call me Hiroko...and besides she's cute to tease" Hiroko says.

"Er Yoritomo-san, please don't, I just wanted to get to know you two is all." Kaname says struggling to regain control of the conversation.

"An admirable attempt to recover from your earlier missteps" Akane agrees.

"They weren't missteps, everything I said was true...I just said them wrong" Kaname retorts.

"...Ah well, you can do that, but it ain't really your style" Hiroko says taking out a long pipe.

"Yoritomo-san, do not corrupt the younger generation" Akane says, although it seems more out of exasperated expectation that she spoke.

Lighting the pipe and taking in the tobacco and definitely legal substances into her lungs. Hiroko shakes her head.
"Always figured that was half the fun of getting older myself"

"Shiba-san wishes to establish a rapport with us...and to put into practice the lessons our Emperor has been putting in to teaching her." Akane says. "Not to be turned into an inveterate hedonist"

"You say inveterate hedonist, I say someone who doesn't make a man freeze when she's touched" Hiroko sends back Akane's volley with aplomb.

"I have three children, rest assured Yoritomo-san, my husband has never frozen while touching me."

Hiroko laughs.
"Alright I'll lay off the catfight to pay attention to our baby girl"

"I/she is/am not your/our baby girl" Akane and Kaname say at the same time.

Hiroko takes another puff of the pipe.
"Seems to me we kind of are Akane-san. Our dear dowager Empress despises her for being a Phoenix, which fair enough the Crab have never been friends there. So who else is of the right station to guide her in these turbulent times? That we happen to have a fun aunt and a prude aunt makes it work all the better."

"...I don't agree to this" Kaname says.
How had she lost control of this conversation so quickly? She wonders in her head.

"She wants a working relationship with us. We should give that." Akane insists.

"hmm. Kaname, pop quiz, what should we do about Kasuga Tangen"

"Ask for his head" Kaname says almost instantly.
She despised the greedy fat man.

"See if you wanted a political relationship, you'd know that Kasuga Tangen is if not my friend, currently someone I as the Treasurer need where he is, and Akane needs to figure out who to replace him with"

"...I have been making discreet inquiries with regards to that" Akane says quietly.

"But Kaname-chan you ain't stupid, so I think you know that, which means, whatever your stated goals. something else is in the works." Hiroko lays it out.

Taking a deep breath to call on her meditation lessons, Kaname tries to work through it objectively.
Had she wanted something more with these two? Maybe, she had no desire to talk to the male geisha known as Taikomochi, or even a normal geisha at that. Such things would look bad on Hisao...but she did want to talk to someone about the things she couldn't talk to Hisao about, that much was true.

Kaname finished her tea. She was half sure that if she asked Hisao whether or not she looked better in autumn or spring colours, the man would have his mind grind to a halt. So maybe on some level she did want companionship from the two older women.

Refilling her own tea, and Akane's, Kaname looks at Hiroko who waves it off. The hot liquid fills the room with it's scent, even as the silence lingers.

"...There is...some merit Yoritomo-san, in what you say" Kaname gets out at last.

"See was that so hard?" Hiroko asks, taking another puff.

"I want ground rules." Kaname presses forward.

Akane raised one arched eyebrow and even Hiroko seemed a little taken aback.

"We do this over tea, what happens stays here...and you Yoritomo-san don't tease me if I say stop" Kaname finishes.

Hiroko laughs, and Akane shakes her head.
"Very well" They agree.

"...So um...how did you two become closer to your husbands?" Kaname asks her cheeks flushing.

"Well I---"

"Yoritomo-san stop"

"You didn't even know what I was going to say!" Hiroko retorts.

"No, but I do know that she should go for the approved method first" Akane replies.

Hiroko takes another puff and pouts.

Akane takes a rice ball and begins to say.
"First you need to talk to him alone---

After the tea was over, Hiroko couldn't look Akane in the eye for a week, Kaname couldn't until after the Championships, even if she was grateful for the advice.

Year 1: Pre Wedding Jitters
"Use our Treasurer's plan, gold and iron can buy off the gaijin without spending valuable lives that we need" You finally declare.

While its not what everyone wants. You've made the decision, and they'll live by it. Kaneka seems to be the most annoyed, even if it's a resigned annoyance.

With the matter decided, you move on to the rest of the pressing short term business. A few land disputes, a few questions of who exactly is responsible for taking care of some pertinent shrines, nothing too difficult over all. The question of whether or not Hiroko's plan will work is on all of your minds.

It takes two days before you're able to set up a proper private meeting with Horiuchi Shem-Zhe. Fittingly for meeting a Unicorn, the meeting takes place on the open road. You as per imperial tradition ride in a palanquin, and feel bored out of your skull, and Shem-Zhe rides slowly beside you, waiting for you to speak.

"So Horiuchi-san, how do you feel about your new position?" You decide to go with something simple.

"Confused" He answers.

Well you hadn't expected that.
"Why?"

"The test of Jade is decided by the Heavens, as all duels are. Yet, I do not know why the Heaven's chose me. I chose to compete for my clan and the honour of my family. That I would win, was not what I expected. I will do my duties to the best of my abilities, but I have yet to divine what I must do in addition to those duties." Shem-Zhe answers.

You don't quite frown at that, even though you do wish he was a little less candid with his philosophical doubts. That said, he did have a point, from what you heard, most had believed that a Kuni or Isawa would win. The Kitsu and Asahina upsets of the past would not be repeated. Yet now you had as your Jade Champion one of the most unorthodox magic users in the Empire. Even if their magic was allowed by Imperial Decree, it was still disliked for that.

"I'll freely admit Horiuchi-san, that I do not know either, perhaps, you can figure it out?"

"Of course, but with respect perhaps my first task is to reform the Jade Magistrates, I would rather not have the, Phoenix do too me as they did to Yogo Yoshi-shiryo"

A moment of thought recalls the story. The Phoenix have ever seen themselves as the pre-eminent masters of magic and religion. That it was their duty to hunt down heretics, cultists and other nefarious magics. Thus they had engineered the fall of the position of the Jade Champion by showing cult that grew in his own territory.

"I do not believe at present, that my wife's birth clan has any intentions on the championship, they need to rebuild."

"I believe that it only takes a single man to stop an army" Shem-Zhe replies quoting the Tao.

That was a fair point, it only really took one Phoenix getting ideas to cause problem. The gods knew that they didn't need help on that point.

"Forgive me, I mean no insult to your wife to be or her family. But I am aware of what power and the hunger for it does to a man. Desire is the greatest sin after all."

Well, you couldn't argue with that now could you? Not when desire was behind most of your problems in the world. Still, to pass the time you decide to spar verbally with the man, arguing for Fear as the greatest Sin.

You find Shem-Zhe to be a humble, polite man who is all too eager to do what is right, even if it is not what is expedient, at the same time, he is very innovative...you're reasonable sure that at some point he and the Brotherhood will clash. But in spite of his faults, over all you...

That decided, you let him go, so he can confer with some of the other shugenja.

Year 1 of your reign: Month of the Rooster, 5th day

With a heavy sigh, you slide into the hot baths. The news from the north was in a word mixed. Your Uncle was tearing through the Yobanjin like a sword through rice paper. But your attempts to bribe some of the tribes to help him...had led to the Tribes taking the money and running west towards the frozen north. Which you guess did help your uncle...but it was hardly what you wanted. All that koku gone, because you had to try and help. In the abstract you know it doesn't matter, you'll just have to be a bit more frugal to make the money back.

Problem was you were getting married in less than a week, and an Emperor does not skimp on his wedding. What sort of message would that send? Thus as the Imperial City tussled to and fro, you had Hiroko drinking as she tried to figure out a budget that worked.

You sigh, and then there was Winter Court. Traditionally the first Winter Court of an Emperor was always held in the Imperial City. You had no intention of changing that, what with your soon to be very important duty of having sex with Kaname all the time. You had waited for two months dammit. But, your first Winter Court also required you to spend extravagantly. You got the feeling that you were going to hear a lot of complaints about taxation this court.

Probably need something shiny to distract them, maybe hold a championship for art or something? Call it the Aquamarine Championship...maybe workshop the name too while you were at it. Anyways something like that. Ugh, you came into this bath to relax, so why can't you relax?
Oh right getting married and losing a small fortune.

You drop your head down under the steaming hot water to try and shock yourself into a proper frame of mind. When you come up you see....

Ugh, completely forgot about our other expenses or would have argued for a different plan. I take it we missed on the rolls? Also Shem-Zhe is honest in his humbleness, comes from being a Horiuchi, who are unlike most other families. Having said that there are some truly humble people sprinkled amongst the various Clans and Families.

Yeah if you look at the last vote tally, I rolled there, and well you only rolled once above 5, you really needed to do better than that. I'm considering switching out dice rollers. As for Shem-Zhe being honest in his humility, at the level Hisao rolls at, true humility is fairly rare, it takes pride and ambition to dance in the upper Imperial Court, so it's reasonable for him to assume it's false somehow.

Lot's of stuff is going to change. Bet that Kenku's not doing much for his peace of mind either,

I hope this means "pick your next plot point" rather than "pick the issues to ignore".

I like the idea of attempting to find the good in all of our advisors. We're pretty good at the social. We should try to leverage that.

Honestly, with failure more likely than not for any option, I don't want to vote and be responsible for the failure.

I think you might not have considered the psychological implications of a quest where almost anything the voters choose will fail. Understandably, no one wants to own failure.

I think you might not have considered the psychological implications of a quest where almost anything the voters choose will fail. Understandably, no one wants to own failure.
Even Hisao doesn't want to. But there was an option which had a 1 in 2 chance of success, better if it had the two free raises Void Stalker earned were applied. But I'll take this under advisement, and see if rejiggering the TN set up gives better results. (Or change to a different dice roller)

At this point... yeah. We're pretty much grinding through the suck, waiting for our stats to grind up enough that we actually have a decent chance of success at most things... and we've kind of been thrown into the deep end of the pool as far as overall threats go. I get that that's essentially the premise of the quest, and I'm personally okay with it, but it's not all that shocking that people might not be opting in on that emotional experience in droves.

Also, that "but there was an option to" basically involved flipping off one uncle and also sending the other one to die without support. Given that Kaneka is the only advisor we have who is excellent at what he does (as opposed to merely decent)....

I am aware that I need likely to shift the TNs downward. But I feel somewhat bound to the concept of opportunity costs. The easiest option is likely to always involve a personal cost, because I don't think that an easy option really fits with the burden of ruling the Empire. That said, given the feedback..yeah next 'crisis' vote is going to have the TN's altered downward.

We understand the concept of opportunity costs however the problem isn't really that the odds of success where low it is that ALL our options had not great chances of success if we have a 50/50 on 'maintain status quo' then any option that actually improves the situation has to be really difficult.

It puts us in a horrible situation where if we vote safely then we'll slowly be whittled away but if we try and vote aggressively then we miss all our tns and die faster.

Also it's unfair to take raises owned by a person into account when setting tns as they belong to a person not to the quest.
On top of that since they're inconsistent so that means that TNs can't be either.
And it's kinda flipping them off anyway as they put real time and effort into making content and you respond by secretly making everything more difficult.

I don't change the TNs to account for raises. I do factor the raises available at the time, into the probability calculation as best I can. I'm honestly a little insulted that you think I would. My TN calculation comes from a chart provided in the Legend of the Five Rings Fourth Edition Core book.
Which I'll reproduce here.

And for most of the options, I've been judging them as Difficult or Hard/Very Hard. Which Alright, I'll admit to making a mistake here, while the evaluation from a purely descriptive standpoint was right. Which I think it was in most cases. That evaluative scale needs to be altered given the slow pace of progression I've set up. That or I speed up progression.

With that in mind, I'm changing the TN scale so it looks like this.

Which means that for the last update, most of the TN's would have been sitting at around 20-25 with only the Fire going to 35. (Because I still think it's very hard to send an army into hostile territory with little supplies and support) And Earth being 15 (Because I think doing prep work is well a small challenge but not a great one so moderate)

Like I will admit to screwing this part of the quest up. I'm not going to say that I didn't let my experience from running for players who began hitting these tns pretty much out of the gate, from blinding me to the different experience I ended up putting here. I did, and that's my mistake. I can't rewrite everything from before. But I can say that I see the problem and hopefully the new scale fixes it.

So to everyone who has played and read, but felt intimidated by TN's and or angered by them.
I'm sorry. Please let me have a chance to do better.
