That is USS New Jersey from the Kancolle UA Fanwork "Pacific", by Morgane of the Mists and jeanex/November. It's originally written in Chinese, but there's been english language translations out for awhile. There's two volumes of fanart currently out, and it's focused around US Navy shipgirls.

Hey what's the status on Coastguard Cutters and other such ships? Are they considered too small, or are they just off-limits? Because I have a stupid idea involving one of them looking like Jane for shenanigans.

Quite.
For example, there these two fine comrades:

Pic's broken, but yes and no. On one hand, they had @Stahor's aforementioned Really Good Subs. That said, two military transports loaded to the gills with people does not a glowing submarine record make. For two hundred-odd submarines, the fact they didn't get very much actually sunk says a lot. L-3 scored about 31,000 GRT for the war as the best Soviet submarine, and that looks like a lot... until you look at America's best one, Tang, with 227,000 tons sunk according to war records and later revised down to 116,000 tons. U-35, a German boat from the First World War took out 540,000 tons.

So, theoretically, they had decent boats. Between target starvation and the fact the Soviet Navy was as much of a whipping boy as the Kriegsmarine, though, they never got a chance to really shine.

As for their nuke boats... well... I'll quietly contain my laughter.
 
Personally, sinking transports loaded with refugees (and the soviets giving a medal for doing it decades after everyone knows it was mostly civilians) does not make a fun character. Germans would hate them even more than other Soviets.

I was thinking of the Treasury class, which are longer than a DE. They served for 40+ years, and had 7 ships in the class. They were taken into the navy during WWII as escorts, and USCG Ingham is the only ship still afloat that has sunk a U-Boat. Nice museum too.
 
The Russian navy in general was hilariously bad until the cold war. They once almost lost a battleship to a boarding party of Japanese Marines that didn't actually exist.
