Infrastructure
UNDC Branch Offices
In four of the most globalized cities in the world the UNDC, assisted by the CSCEC, begins construction of its branch offices. For an organisation of its size and resources, getting the most expensive and ideally situated property is a minor write-off on the budget and deconstruction of the previous buildings goes ahead as fast as the following construction. Each branch office is a smaller version of the Tokyo UNDC tower, rising only 200 meters into the sky instead of 500, with a more open focus. While upper floors are dedicated to supporting local UNDC operations and projects, the lower floors are mostly highly secured meeting and demonstration rooms of various sizes, built to the same security standard as Tokyo HQ. It could not be prevented that the CSCEC got to see the blueprints of the branch offices most underground facilities, which likely means other factions in the Chinese government are now aware of both the layout and floor plans of the bunker and server rooms, as much as the local engineers have promised secrecy. Defense Command Security has already begun new drills and training units to prepare DCSec units for on-site combat, something that may be even more necessary after the highly ranked mole in the UNDC administration that was uncovered this quarter.

Rail and Road Expansion (Phase 4) 196/300
Without any new facilities to connect to existing rail and road nets, this particular phase of logistical infrastructure aimed to better connect the Ullapool HQ, which by now has become a small city, and Cairngorm HQ. Work ran into a few problems with local building permits, which should be resolved by next quarter.

Maintenance and Supply Air Base Expansion (Grangemouth) 187+15/200
The first new Maintenance and Supply Air Base has been completed on the British Isles. Largely composed of maintenance and storage hangers, the air base is theoretically capable of handling all necessary steps to prepare aircraft for military operations. While tensions between Eastern Europe and Russia continue to flare up and die down regularly, neither the Security Council nor UNDC administrative staff believe a conflict will break out in the next decade. As such, Grangemouth has become somewhat of a focus point for the auxiliary air fleet, where the transport planes are parked for more delicate maintenance and repair operations.

Industry
Utility Vehicle Production Complexes (Glasgow) 214/300
Work continues on the Glasgow complex without any major issues.

Fuel Extraction and Refining Expansion (Phase 5) 304/300
As the quarter comes to a close, additional pumps and refineries have been constructed. With this the Kuwait oil field is roughly tapped for half of its capacity and while not yet an immediate issue, the UNDC might need to look for other sources of fuel, either reclaim and pacify the Iranian oil fields or be once again dependent on Council oil. Another issue has been the logistics, with the oil needing to be pumped a few hundred kilometers south to the Ad Dammam port, the pipeline has become both a bottleneck and a security issue as it would require only a small attack by the GLA to disrupt the UNDC's fuel supply. Logistics cannot wait for the complete deployment of the SADS to finally enable construction of a Kuwait City logistical port as well as to protect the pipeline from dumbfire artillery.

Service
Medical Support Ships (Phase 1) 379/450
Work continues on the Medical Support Ships without any major issues.

Human Magical Sensitivity Research 93/160
HMS has begun relatively unspectacularly by recruiting both test and control groups from UNDC personnel and civilian volunteers. The actual work of testing the groups is awfully uninteresting and routine, each test consisting of a simple schedule in which the testee tries to influence ambient magic or try to guess an object in a container. While it is too early for any real conclusion, it seems like the vast, vast majority of humans are not sensitive to magic to a detectable extent.

Magic Geometry Research Program 115/140
Magic Geometry on the other hand has already proven to be a viable field. While the mechanics are barely understood for now, combinations of lines, curves and angles seem to be enough to influence ambient magic somehow. So far it is too early to say anything definite about the specific effect of any of the three components and many more tests are required before a basic theory of MG can be formulated.

Military
Military Headquarters Construction (Last Stage for now) 598/500
Completion of Ullapool City has gone ahead swimmingly after a major round of investment in work. In total, housing for about ten thousand staff and their families has been created and while so far only a small percentage is in use, this number should rise in the following months and years. Not everything is perfect, existing water and power infrastructure in the region is not enough to support the theoretical maximum number of residents, and other amenities and services are lacking as well for now, with especially schooling noted as an issue by the logistics bureau. Luckily, the UNDC can refer these issues to local contractors, with the ASDEU having already offered to use their European economic contacts to take care of whatever need for international goods should arise.

The actual Ullapool City is situated a few kilometers away from the actual headquarters site, well within the base's perimeter. Overall security has been increased by an additional 4000 staff to keep the housing units and the expanded maintenance- and medical facilities safe, but the question has arisen if fences, cameras and motion sensors are enough, given the fact that the UNDC seems to have enemies with near-military capabilities.

Reactive Armor Codevelopment Program (Rosoboronexport) 117/60
The reactive armor system proposed by the Russian engineers is as simple as it is effective and combines spaced armor with reactive armor. Reactive armor panels, consisting of not much more than a thin plastic box filled with a flash-explosive and a simple pressure fuse, are bolted onto an external framework that is attached to the sides of the vehicle you want to protect. When an anti tank weapon is fired at the vehicle, it will connect with the reactive armor first. The soft plastic-explosive is not enough to trigger the projectile's fuse, but enough to ignite to panels' pressure fuse, destroying or deflecting the projectile before it impacts the vehicle. Currently the system still has a few problems, such as the detonation of one panel causing nearby panels to explode as well, or the pressure fuse not passing all safety tests yet, but the Russian engineers promise the calibrations of the explosive and the fuse will be ironed out before the end of the year.


Ground Forces
Galil Ace Deployment (Stage 1 Fighting Forces) 458/415 43/415
It took years, but finally the first stage of the Galil Ace Deployment has been completed. While only a relatively minor success in terms of simplifying ammo and maintenance logistics in the middle east, the real win is morale and public appearance. The switch to the UNDC service rifle is another important step towards the spirit of a global peacekeeping army and away from a coalition of national ones.

Bradley Deployment (Stage 1 Active Military) 128/415
Deployment of the Bradley IFV continues without major issues.

Arbalète Deployment (Stage 1 Active Military) (Completed through passive progress)
Deployment of the Arbalate has been completed. Artillery crews are scheduled to use this quarter and the following to get used to the new and advanced systems, but the shell supply for training has been bottlenecked both by the insufficient logistical situation and the Ad Dammam port, the logistical node the Kuwait army group relies on for resupplying. Aside from that General Merin and the General Staff hope to use the expanded artillery capabilities to break the current stalemate and bring back bombardement support in areas where the GLA has fortified their anti-air networks too heavily for air operations, especially with the shortage of air-to-ground missiles.

Hail Deployment 233/170
The remaining Hail units have been quickly deployed this quarter, but their utilization has been minimal. The USAA J-15 and J-17 families of missiles are each a high end piece of technology worth a few hundred thousand US-dollars and the current supply is very limited. As such the Hails have not seen much use aside from a number of precision strikes against a number of militant groups moving towards the former Chinese and Indian positions in the east, destroying a bridge in the process.

Air Force
Helo Deployment 227/200
The new Helos have after a relatively short familiarisation period already been put to use in a number of shock raids against presumed GLA depots in Syria, where their hardy nature and reliably nature shined, the squadrons suffering no casualties against the heavy anti air fire, though a few of the craft had to limp back to the UNDC air bases in the west with only one engine intact. The limited supply of guided missiles makes a repeat of such operations difficult, with most of the current stock of compatible TV- and laser-guided systems used up.

Navy
Carrier Codevelopment Program (USAA) 373/300
The USAA has much experience with building carriers of great size, but Admiral Torres requested a vessel that made even the well experienced design staff wonder if he was taking a cue from the late Senator Tillman. The carrier's design specifications call for a 120 000 ton vessel, a ship so large that the engineers working on the 'Continent' project declared that there is currently no nuclear-powered propulsion layout that can move the ship at the demanded speed, which is expected to cause a years long delay as solving that issue will require multiple design studies to look for the best possible solutions and a new reactor design before work on the rest of the ship can continue in earnest. This should make it easier to integrate future technological development during the design process though, which is currently estimated to finish early 2017.

The completion of the program's setup has again brought up the question of where the UNDC should source their fission fuel from. While the easiest solution might be to just hand off the duty of providing the fuel to the Council nations directly, this would mean that the ones with larger reserves would hold more sway over the UNDC. Putting this responsibility on the United Nations Atomic Energy Commission might be more in the interest of the Council, but effectively just transfers this problem onto another UN organisation. Finally, the UNDC could start up its own production of nuclear fuel, a prospect which will find considerable resistance in the Security Council. (Vote for one)

VTOL Experiment Program 95+5/100
VTOL craft have many advantages over conventional aircraft, the ability to take offt and land with no runway being the biggest one. However, such systems, be they turbines, rotors, rockets or a vectored thrust mechanism, are always mechanically complex, sometimes to the degree of unusability. The VTOL group, situated in a small factory complex outside London, should be able to assist in producing workable VTOL systems for UNDC aircraft and working with such aircraft.

Defense Command Security

"Yuu", Sokolov asked over his inter phone, desperately rummaging through the countless files on his desk. He really needed to bring order to his work space one of these days, but today would not be that day. "Do you know where the contract proposal with Lafarge is?"

Sokolov could almost hear his aide roll her eyes. Looking up, he could see her get up from her own desk and walk to the armored glass door separating his office from hers. He sighed, trying to establish basic order on his large desk before his aide could come save him.

His office was on one of the higher floors of the UNDC Tower and offered a good view on Tokyo bay, which was currently grey and tumultuous due to the ongoing storm. Rain fell against the large glass windows behind him, the only sound in his shielded office aside from the rustling of papers.

Wondering why his aide had not entered his office, he looked up, watching Yuu repeatedly swiping her key card in front of the scanner. With a groan he walked over, quickly holding up his ID bracelet to the scanner to unlock the door.

"Another malfunction?"

"I hope so", she looked at her card with annoyance. "Better call CSec about this."

"Can this wait until after we found the Lafarge file", he pleaded. "I have a conference in 30 minutes with their representative and I need to look over the cement delivery proposals one last time."

"I know", she offered him a file in an UNDC blue folder. "You forgot it on my desk."

"What would I do without you?" Sokolov took it and sighed with relief. Yuu just wanted to turn around when something outside catched her interest. He frowned and followed her gaze, catching Ospreys in UNDC colors descending to land on the landing spots below.

"Ospreys?"

"ASR Ospreys", she corrected him, a hint of worry in her voice. Yuu walked closer towards the window to look down, Sokolov followed her. 400 meters below them, ASR units stepped outside APCs and VTOLs and hurried towards the tower together with DCSec units.

"I don't like this", Sokolov admitted, thoughts hurrying back to the recent Security review. The visit of the Japan Bio-verification unit was still in his mind, mostly for how much they had hindered work that day. "Why hasn't the alarm been raised?"

"Maybe they wanted to surprise whoever the verificators caught?"

"Could be", Sokolov hurried towards his desk and picked up the phone, dialing the in-house number for the DCSec chief.

"Yes, Sir, what can I do for you?" Chief Lee sounded too relaxed for the amount of force that was gathering outside in the awful Tokyo weather.

"Lee, what is going on?"

"I can't say, Secretary", she replied, before adding a quick. "Director's orders."

"Great", he added. "Can you tell me anything else?"

"One second..."

Yuu meanwhile had moved to the front of his desk, tilting her head as if she was listening.

"...please evacuate to the-'' Chief Lee was cut off when Yuu ripped out the intercom. Sokolov stumbled backwards in shock, but was caught by Yuu hand gripping his collar before he could fall. He looked into her eyes, finding frustration, anger and...desperation in them.

"Your ID has emergency override privileges. I'm gonna need you alive if I want to get out of here in one piece."

He could only grunt confusedly before Yuu dragged him over the table over to the office door. "Open it!"

Sokolov hesitated, his mind racing. "What did you do to Yuu Itou?"

"Nothing happened to me. Now open the door. I'd rather not be torn to shreds by Hardtmanns gorillas." He could feel something very sharp stab into his back.

Shakingly Sokolov held up his wrist to the ID-lock, which unlocked with a satisfying click and the door swung open.

"Thank you for making this simple"; she murmured and pushed him forward, one hand on his neck the other one pushing against his back. The second door was opened up fast and she half dragged, half pushed him through the filled office space. UNDC administrators still sitting in their cubicles watching the scene baffled.

"If anyone here tries something I will gut him out.", She screamed, but Sokolov could hear her voice starting to crack. Nevertheless she pushed him forward, up to the elevators, under the fearful gaze of his subordinates. Sokolov prayed noone would try something stupid. Arriving at the elevators, Yuu stopped, anxiously looking between the doors.

"Get me an elevator here, now!" She shouted at a security camera in a corner.

"I don't think that's…" The pressure in his back increased and he felt a stabbing pain that made him shut up.

"Just, be quiet." She looked into the camera again, holding up a hand with sharp, claw-like fingers, blood dripping off the index one. "I am serious."

Moments later an elevator arrived at shaft number 2 and Yuu dragged both of them inside, throwing Sokolov into a corner while she leaned against the wall; exhausted. Yuu took out her phone and dialed a number, her claws transforming back into a human hand.

"Come on, come on.", she muttered nervously while walking up and down the small elevator space. "No reception, how?"

She looked at Sokolov. "Give me your phone!"

He obliged, fiddling his mobile phone out of his pocket and handing it the Vampyre with shaking hands. But when she tried using it, she got the same result. Yuu turned towards the elevator's control panel, pressing the button for the highest floor before defeatedly sinking towards the ground.

"Do you have a plan?" Sokolov grunted as he sat upright.

"There was a plan." She answered, stressing the past tense. "But I doubt even a squad of demonhosts could get me out of here with the army assembled here on site."

"Great" Sokolov sighed. "So you were the leak."

"I was responsible for some leaks, but we are not the only faction trying to get a foot into the UNDC."

"Who is we?"

For a moment Yuu looked conflicted at her former boss, before her face hardened again. Feeling he was losing her, Sokolov quickly followed up. "Why this shadow war? The UNDC is not unwilling to do peace negotiations."

She snorted in amusement. "Would the UNDC and the Security Council permit me the twelve humans a year I need to stay myself?"

"Twelve?"

"I thought so."

Sokolov got up and straightened out his suit. "You can always try."

"It is too late." She shook her head. "It was too late the moment you learned of our existence. The moment you found the thrall, the moment one of ours took a little too much essence and revealed herself."

"Essence?"

But Yuu did not answer, instead she got up, faster than Sokolov could perceive.

"We have company." She picked up Sokolov by the collar again and pressed a rapidly expanding claw against his neck. "There are ASR above us. How did they get there? Tell them to drop their weapons."

He swallowed, a drop of blood was running down the long claw at his throat. "Look, what is your plan here?"

"I said, order them to go away."

"Why do you want to go to the top?"

"So I can fly out of here." She turned them around, reacting to a sound Sokolov could not hear. Quickly Yuu stepped forward and punched the emergency stop button. Just for a moment, she had taken her hand of Sokolovs throat.

This was all the ASR needed.

Sokolov was instantly blinded and deafened by flash and gas grenades. Yuu released him, and Sokolov fell forward, blind and helpless. As if underwater he could hear the faint sound of heavy gunshots and screams. Rough, gloved hands grabbed him and dragged him away from the fighting, away from the person he believed to be a friend. He was still coughing, irritant gas in his lungs and airways making breathing difficult There was a loud bang and an inhuman screech that rattled his bones and paralysed him. The hands grabbing him hesitated for a moment before continuing onwards. Slowly his hearing returned, soldiers screaming orders and far away weapons fire. An explosion rocked the floor.

"Weapons free, light the floor on fire. We cannot allow it to escape."

"Wait", Sokolov muttered before another set of explosions shook the floor. Someone threw him over their shoulder.

"We have the Secretary."

They rapidly descended the stairs. Military gear clattered around him. Black and white spots danced across his field of vision.

"He is bleeding."

"Tell someone to get a medical team up here."


Then he drifted off into unconsciousness.

Despite the large amounts of firepower the ASR brought to bear, the vampyre was able to escape the building. Scaling the UNDC tower through the elevator shafts, she suffered only moderate damage by avoiding the stationed ASR and DCSec teams. At the top she revealed she was able to form large leathery wings and attempted to fly away, before ASR sharpshooters were able to take her down using the new incendiary rounds, but despite the best efforts of the UNDC and Tokyo police, the death of Yuu Itou could not be confirmed. A problem worsened by the fact that Vampye corpses seem to rapidly turn to dust.

As part of the operation, ASR raids were conducted on Itou's family assets simultaneously while telecommunications were jammed in the Tokyo area. The raid on the Itou family home proved unsuccessful, her father quickly revealing his monstrous nature and fighting off the ASR teams before he managed to escape with her mother, heavily wounded.

Raids on the family company's assets generally proved equally lacking in success. Security at the headquarters in Osaka was more motivated and better equipped than anticipated. The ASR only reached the archives when the staff had already burned all files of interest. From two attacks on warehouses DCSec managed to locate, one was already mostly emptied, the other was storing a number of containers filled with diamond powder.

Surprisingly, all the people arrested during those raids proved to be normal humans. A handful had the two bite marks on their necks reminiscent of what the organisation knew about thralls, but the vast majority seemed to be normal employees, ex-Yakuza/JSDF in case of the security teams.

The incident has major political repercussions, not only in Japan, but in the UNDC as well. Yuu Itou was hired on direct recommendation from Director Nobuo, who spent the last few weeks being chewed out by the Security Council. In Japan meanwhile the opinions are split between support and outright hatred for the UNDC, with some calling the raids on Japanese companies a gross violation of the organisation's mandates. But so far the critics remain a minority. After all, the critics of the UNDC have to be careful to avoid being put in a position of defending mass murderers.

Supernatural Containment Facilities 268/200
After completion of the low- and medium-security facilities, the high security facilities have been completed as well. Located in secret locations, these bunker sites should be able to hold any supernatural creature without reality altering- or advanced movement capabilities, the prospect of which RnD has not yet found a solution for, but which also is not a real issue so far. The bigger issue that has kept both the RnD teams and DCSec awake is how to transport supernaturals to these locations, as sheer threat of force might not be enough to convince some of the less intelligent or powerful creatures to cooperate. Suggestions for a heavily armored transport vehicle have been made and might be brought to Sokolovs attention soon.

We don't really need too many more dice right now, we need more admin capacity, so graduates aren't a great choice (in character: "I don't know who's doing what anyway, having more people doing stuff isn't going to help"). Having progress requirements reduced is pretty useful though, especially since resources aren't a constraint currently.

Either the vampires are right and are at least being honest or they have not done enough or nothing at all and are being arrogant either way maybe the ""evil"" genius German scientist will maybe figure something out.

I don't see how that tracks; the UNDC is effectively the global military and most militaries are able to pass off a lot of their support structure onto civilian agencies. I don't see how making fissile material the UNAEC's problem is any different. The problem will be dealt with and critically, it's whoever is the Chair of the Atomic Energy Commission that has to spend political capital to fix the problem. It's also more responsibilities and thus more power to the UN as a whole.
