Rail and Road Connection Refurbishment 269/200
Another round of investment has finished clearing all potholes, bomb damage and bent rails from the needed rails and roads. Especially in the war torn regions on the Arabian peninsula, the fresh, black tarred roads are a unique sight amongst the still largely destroyed landscape. While not immediately visible, on paper the speed of delivery in the UNDC logistics chain has moderately increased all over.
Naval Base Refurbishment 245/300
Repairs of the UNDC naval bases around the world make quick progress. With thousands of tons of new wave barriers and concrete laid, many of the less usable docks are operational again. This has already had an effect on the massive refit action the navy is undertaking, massively increasing the at which guns, CIWS missile launchers and cruise missile silos are refitted.
Auxiliary Shipyards (Osaka) 56/200
After the disastrous events of the last quarter, the UNDC has quietly continued construction. First step has been to erect large prefabricated concrete walls around the site, secured with barbed wire on top to keep out activists and terrorists alike.
Fuel Extraction and Refining Expansion (Phase 1) 110/300
After a less than stellar start last quarter the prospecting operations have made great progress. With the first pumps having been reactivated and repaired, the next step is reconstructing the pipelines to the planned site of the refinery, which is still in the planning phase, with only a few of the storage tanks already standing.
Restock the Medical Facilities 199+5/200
With a final appeal to the Council to help with the recruitment of qualified medical personnel, the medical facilities operate again at full capacity, just in time for the growing conflict in the Middle East. Already the trauma surgeons and nurses have been brought to their limit with the amount of combat wounded brought to them and have requested both more personnel and locations for faster treatment times.
Establish RnD Division 135/200
While construction of proper facilities has continued undisturbed, the acquisition of experienced staff has experienced a few hiccups, notably for the supernatural department. After the Security Investigation of last quarter that saw a number of candidates fired, a rift has opened up between the established scientists and the supernatural experts. The first group sent an open letter to Sokolov, asking him and the administration to not support "people spreading unscientific, false and conspiratorial information".

Public Outreach Office 105/100
The establishment of the PO Office has been completed without notable setbacks. The first few weeks have been spent answering "That the UNDC currently has no further information" on the nature of the Lycanthropy outbreaks, on how contagious it is or if a treatment is in sight. This and a number of other incidents, especially the Osaka one, have so far not painted the UNDC in a positive light and Director Nobou has made any kind of success story a priority, whatever this means exactly.
Military Headquarters Construction (Stage 3) 39/300
HQ excavation work has been bottlenecked this quarter by not enough transport capacity after the first soil and rock dump site has been filled, followed by the paperwork for another dump site and a request for more trucks from admin.
Suez Base Expansion (Phase 2) 119/300
The Suez expansion has begun by establishing a number of road checkpoints at strategically advantageous positions. While this has slowed down civilian traffic in the region, the UNDC considers it a small price to pay for increased security. With the checkpoints complete, work has shifted to construct the various planned garrison bases in the region, which, once established, will allow mechanized units to quickly respond to any potential threat.
Patria APC Deployment (Stage 1 Fighting Forces) 199/600
Deployment of the APCs this quarter has been slowed down by an unexpected hurdle. A pacifistic political group operating in the EU has thrown a wrench into the last delivery by literally chaining themselves together, blocking access to the trains carrying the finished APCs to port. Not wanting to risk another incident, UNDC left the matter to be solved by local police, who managed to remove the activists after some bureaucratic hurdles.
Aerial Bomb Factories 33/250
Progress for the new factories has been slow around the world, stopped mostly by the problem of acquiring qualified personnel that can pass the security checks needed to oversee the production of military grade explosives.
Munitions Compatibility Refit 162/250
The Navy refit has been accelerated by the reopening of many UNDC docks and yards across the world. The acquisition of the needed gun turrets, missile batteries and support weapons additionally has been supported by the on-time deliveries of ASDEU contractors.
Civilian HQ Defence Hardening 20/40
An additional hurdle has been laid into the UNDCs lap by the Tokyo Administration, who were not too glad to hear about the plans to upgrade the civilian HQ with heavy anti-infantry, -armor, -aircraft and -missile weapons. However, they relented after pressure from the Director and the Council, with the promise that capable security personnel would be added to the location as fast as possible.
Lycanthropy Quarantine Facilities 91/100
All around the world, a large number of proper containment facilities have been constructed but were unable to complete everywhere on time. With Lycanthropy for now only causing issues around the full moon, the containment facilities resemble medium security prison facilities with a number of high security cells, built to be more than enough to contain werewolves according to previous experience, the 20cm steel walls and door being only the first line of defense. A number of those interned have already begun to show more severe transformations during the full moon, with full transformations observed at the still unfinished middle eastern facilities, and one of the infected needing to be put down with an explosive after she threatened to break out of her improvised containment cell.
Form Military Police Units 52/200
Forming UNDC military police has begun with requesting experienced personnel from member states to both train and lead the new units, with many nations, including the Japanese, being more than quick to provide. Step two will be finding those among the ranks suitable for such work.
Cyber Attack Investigation (Stage 2) 295
The planned arrests around the world went as planned, DCSec confiscating over 2000 computers in the process. Narrowing down the number of subjects after that was easy, with a group from the US quickly confessing after realizing they would not be charged in the United States. Apparently, one of them, a 35 year old security specialist, had managed to get access to the laptop during a meeting at the UN HQ in New York. A friend had acquired the malware for him and a third had been in contact with an unknown party who was interested in buying the information from them, having paid the transfer of the information with gold bars. CSec and assisting Intelligence branches went through their files and tried to track back the gold, but were unable to find any clue as to the identity of the buyer, bringing investigations to a close for now.
Security Review (Services) 163
The Service security review this quarter has spotted nothing unusual, aside from the mostly harmless shenanigans in the Supernatural Department of the still not complete RnD Division. There was one incident of one man "cursing" a colleague, which has been deemed unacceptable by DCSec in light of recent happenings.
Recruitment Drives 26+5
Efforts on Sokolov and his staff's side to uncover potential additions to the UNDC administration have been slow, especially with the limited time assigned to the task and the other problems going on.

A former colleague of Director Nobuo himself from his days working for the Japanese government, she was suggested to Sokolov by the Director himself, making good use of her good work ethic and her abilities as an administrator.

Becker went back into European politics after her work for Task Force Middle East was finished and the UNDC did not find a purpose for her. Having last interacted with her during negotiations with the ASDEU, she noted to Sokolov a readiness to work for the organisation should a position become available.
