Turn 4 Rumor mill
Turn 4 Rumor mill:

Japan:

Public Security Section Nine:D100 => 45
PSIA:D100 => 28

"You're telling me that something is occurring in this country? One that we have no idea about, because there is a leak among our people?"

"It has to be Wong?"

Aramaki nodded his head. "No not Wong, if anything, someone is trying to kill him for his knowledge, or something else, to cripple our own ability to study the digital world… put a probe out, I want to start digging into whatever the hell is going on, and find out more."

Reward: Something is happening in the halls of power, and things are not looking well for the Japanese Intelligence agency.
-----------------------------------------

Namco Bandai:D100 => 80

Meanwhile in Bandai… A man at his computer looks into it and says. "I told you everything we've done to prepare for your arrival, and that the data that can create holes in the barrier."

"Good." The voice on the other side said. "And what of the possibilities of being stopped?"

"To many to name, the entire world was told about the existence of the digital world, and they are trying to study it, to stop it or something, but the expanse is impossible to-"

"Quiet. We will have words to discuss later, but know this… will the data be able to continue?"

"Yes."

"Then we can afford to wait."

Reward: Meanwhile, something rotten is in the state of Namco.
----------------------------------------------------------

Aum Shinrikyo:D100 => 54

Meanwhile, the plans have been set into motion. REcruits from all levels of society needed to be added.

And the weapons will need to be created if they were to survive the greatest onslaught in all of mankinds history.
----------------------------------------------------

Arasaka Industries:D100 => 2

Yorinobu only sighed as he merely prepared for the final step in his plan. The dismantling of his father's legacy.

And all it would take is the stroke of a pen.

Reward: The Arasaka corporation has been defunct. Will be removed from the Rumor mill.
------------------------------------------------------------------------

The Patlabor Project:D100 => 57

Nothing of note was given, only that the project had proven its success, and it would find buyers soon enough.
--------------------------------------------------

The Sailor Scouts:D100 => 78

In Tokyo, Usagi discovered Digimon card games, and she fell in love with the game.

Maybe it will help her finally make friends.
--------------------------------------------------------

China:

CCP:D100 => 19
Ministry of State Security:D100 => 2
Student Protests:D100 => 12
Bioemergence Event:D100 => 18

In china, there is only growing discontent, and chaos, and nothing more.

There is an old saying that is coming true again.

May you live in interesting times.
---------------------------------------------------------------------------------------------------

America:

US Gov:D100 => 7

A crisis is in Washington, as everyone begins to lose faith in their government, and the ability to keep faith is causing a great crisis.

States wishing for far more autonomy and loosened restrictions of federal law.
-------------------------------------------------

Apple Computers:D100 => 39
Microsoft:D100 => 44

The great industries of computers are still only keeping their heads above water, and doing nothing but keep things steady.

Time is the only thing they have left.
--------------------------------------------------------------------------------
Xanatos Industries:D100 => 88

Xanatos only smiled as he turned off the news. Everything was going according to plan, and now there were only a few more things to do, before he could unleash the new era, and take his rightful place at the Head Table of the Illuminati as an equal.
------------------------------------------------------------------------------------

Darrow Industries:D100 => 92

Meanwhile, Hugh Darrow has just done the impossible. He had taken parts of the patlabor prototypes and notes and realized the mathematics could also be used on humans… potentially. But instead of pulling out and just waiting, he did it.

He used himself as a willing and able volunteer, to place a mechanical arm, to instal a computer into his brain and use it to link the nerves into his new arm…

And than create something beautiful.

Even if only for a second, that second when he could feel a metallic hand, and bring about a new age.

Before it came crashing down, as his mind went blank, feeling of fire and pain.

But it was possible. Just not for him.

Reward: New prosthetic technology is currently being developed, and will soon reach it's full potential.
------------------------------------------------------------------------------

The American People:D100 => 35
Bioemergence Event:D100 => 7

Nothing could change what is to be done.

Only that there will be change.
---------------------------------------------

France:D100 => 30

In France, Franz Hopper looks at the work he has done, and is not content. But there was always more time to make more progress.

He just needed more time. Before the men found him. Those suits who wanted to silence him.
-----------------------------------------------

Bioemergence Event:D100 => 26

And nothing happened.
------------------------------------------------------

The UK:D100 => 70

In the UK, there is a superhero, calling herself Sailor V, and she is a fighter for justice, and all mankind, or so she tells them.

But there is something off about her, that no one can quite understand.

Meanwhile in Little Whingly Surry, a boy in the Cupboard received a letter from a pen pal that he started writing.

Harry Potter would write to the other boy, some boy named Charlie Bucket.
----------------------------------------------------------

Bioemergence Event:D100 => 9

There is something big going on in the digital world. Everything stopped.
----------------------------------------------------

XCOM:D100 => 20

-------------------------------------------

The Star Gate Program:D100 => 15

No Progress.
---------------------------------------------

Out in Space:D100 => 28

Two possibilities exist: Either we are alone in the Universe or we are not. Both are equally terrifying."
-Arthur C. Clarke

US Gov:D100 => 7

A crisis is in Washington, as everyone begins to lose faith in their government, and the ability to keep faith is causing a great crisis.

Oh HELL...

The US situation is going down the drain, Xantos is pulling moves, and things are not going well. For better or worse, the USA isn't gonna be in anyone's control during the power struggle, with at least the Philosophers and Illuminati coming to blows over who comes out on top. And I bet part of the problem is the US govt's refusal to actually start a dedicated group officially, preferring to keep things close to their chest.

Also.
Meanwhile in Bandai… A man at his computer looks into it and says. "I told you everything we've done to prepare for your arrival, and that the data that can create holes in the barrier."

"Yes."

"Then we can afford to wait."
We got someone plotting an invasion of earth from Cyberspace, someone using Namco Bandai to prep the invasion...

Well. At least the USA likely has Xantos and the fact the tensions and gun numbers leaving them more able to protect themselves, and we have ourselves an emergency organization center to use. Also those Bioemergence rolls are just, so low.

Lets just say that the Illuminati is trying to cement its control, and that things are really about to go to hell.

And that is where the Mystical bullshit will come in.

America won't fall to Civil War.

But it will be in for a rough decade.
Can we aquire what remains of this company? Like, at super cheap prices?
no.
No.
Not likely, the 90s were a big hotbed of Internal Unrest and weird things going to hell.

Probably more akin to Ruby Ridge related incidents if anything.
And when the bioemergences start happening, a lot more doomsday cults.

Yeah...

For good or ill, the system is gonna work exactly as intended. Which when combined with the main players being spy groups, and therefor lacking anything near the Civil War neat faction division created by slavery laws. It's gonna involve politics and LOTS of cloak and dagger shenanigans.

...And maybe a few politically motivated terrorist groups if thing start getting ugly enough. 😅

Not gonna be helped by the Illuminati likely trying to streamline the system to lower the sheer pervasiveness in the system required to actually control it, provoking pushback and the combo of magic, Digimon, and supernatural ready to cause chaos...

Edit: As far as consolidation of power. It seems like it's either expanding getting themselves into more of the moving systems of govt, spreading out a bit more, or going the very risky and potentially disastrous process of streamlining and consolidating parts of the system to make maintaining power easier...

Doomsday cults are gonna be the newest fad
Place your bets on what will be more popular

Doomsday cults based off the cases of many people that will inexplicably get isekaid to other worlds for no apparent reason, assuming some rapture or damnation thing
Or
Doomsday cults based off the sheer tomfuckery going on with the internet and the physical manifestations of its data, praying the digital daemons don't eat them

Considering one of the big rumor mill orginizations in Japan is a doomsday cult intent on causing the end of the world?

you'd be half right.

Turn 5 (May 1991)
Turn 5 (May 1991):
Gummymon was still an enigma to your mind as both slept on Henry's futon, and you looked at Aramaki as he looked at it. "We're not going to take in from him?"

"Why not, we have conclusive proof that the Digimon threat can come to our world, we need to study this creature an-"

"That's not what I mean Aramaki." You stopped him, and he sighed as he looked around at the other agents lazing about in your living room, trying their best to be inconspicuous. "I already told you about the threat of those cards that-"

Aramaki sighed. "You think I don't know that this is proof, but if we don't keep a lid on it, we're all going to be in even worse trouble as it is. Bad enough that people are trying to prod at the Barrier that we still don't know about… but now if this gets out? We're looking at total anarchy."

"I know, but I have an idea about how to hide him?"

"Enlighten me?" He asked.

You turned to a magazine with a life-sized plushie of new Digimon. "There is our solution."

"You're going to say this thing is a toy?" He asked. "That is the stupidest idea I have ever heard. And I've been around the CIA agents in the Embassy."

"At the moment, yes." You replied. "Unless you have a better one?"

"Yes, lock it away at headquarters." He said. "Study the damn thing-"

"You know I can hear you right?" Then you turned to face the Digimon who was standing up and waddling over, Gummymon. "And while your theories and objections are valid, I will not leave Henry."

"Did that thing just talk?" Aramaki stated.

"I am not a thing, I am a digimon." Gummymon said.

You sighed. "I hope that arrangements can be made."

"They will."

Yeah, until we cover that family shaped target, everything gets delayed. The martial actions are the main priority, the others were chosen for crit fishing, and to get some progress upon success.

Guarding the family is important but we need to also do work to do work for Aramaki for a whole lot of reasons both practical and moral.

Intelligence Report
The Digital Shield Paramilitary Group.

Named after the now Defunct UN Taskforce Digital Shield, they are currently the largest independent force in the United States. They are structured more like a security company than a true military force, thanks to their main focus being providing security against possible digital incursions that they feel are being ignored by the government. Which, unfortunately, isn't entirely unfounded given how even after the initial PR disaster, there hasn't been any public efforts addressing the concern aside from outsourcing to companies like Microsoft and Xantos Industries. Their arms are limited mostly to personal weapons, though what they have tends to be weapons that pack a major punch at the cost of other statistics, like a complete dearth of assault rifles, let alone full automatic weapons that would violate the National Firearms Act. This, when combined with their co-operation with local officials means there is not much of a case to be leveraged against them. But, for better or worse, they carry themselves more like truly professional militia than earlier groups, and are a complete departure of the earlier movements.

Digital Shield is an odd intersection of gun enthusiasts and college students, whom met in the aftermath of the last UN meeting involving Task Force Digital Shield. Motivated by the possible threat represented by the discovery of the Digital World and the Government's refusal to act in response, they have started to form groups around the nation amassing arms, training, and supporting various other groups with the simple goal of protecting people. One note is there has been a few altercations with known separatist groups, which from what our investigations were able to glean comes from a clash of priorities and ideological clashes. With one particularly interesting note is that unusually, Digital shield is a lot more Democrat leaning politically, thanks in part due to Wong's speech and the overall incident happening under a Republican president. Which has left the Democrats in a situation where they are all too happy to exploit. But at the same time, It is questionable if they will become allies with the democrats given conflict may rise over the government stepping in to take more active role if they take it as being more political grandstanding than actually taking matters seriously.

As a group with a real sense of purpose, one that doesn't directly clash with the Government, the situation is a complicated one. They aren't explicitly anti-government yet at least, but that could quickly change if matters are handled poorly. While they are lacking anything beyond personal scale weapons, even questionably legal stuff like machine guns, what they pack tends to hit harder than what most would look to accrue, and they are more organized and motivated, expecting to face some form of conflict even if not yet considering a clash with US forces. The biggest problem however, is simply put, they are good at PR and have very much tapped into the suspicion and doubt left by Wong's speech, global reactions to it, and the fact the United states is reluctant to visibly invest anything in the problem, going so far as to task the corporations to do their work for them. Which, as a result leaves them and Xantos Industries the two leading security groups involved in this matter, with the US government itself being conspicuously absent. A fact that feeds conspiracy theories while lending legitimacy to the grassroots org of Digital Shield, and leaving Xantos working to give his own efforts legitimacy beyond the government's substitute as most other corporate efforts was seen as. This combined with other factors have left a complicated, risky to resolve situation that for now seems to be stable. But one that can change very quickly for better or worse.

A/N: Looking up stuff on ''US private militia, I found stuff on the American Militia Movement, and well...
It's gonna be interesting to see how the whole thig is gonna be shaken up thanks to the Philosophers abusing their influence to try and monopolize the Digi-world. Which, means the first of the 'militia movement' may not be loosely anti-govt republican leaning groups, but rather less naturally politically aligned groups forming to defend themselves against threats the government by all appearances ignores.
