@SuperSonicSound, it's probably sensible to continue working on psytech that helps the Eldar as well, I feel.

A Willpower rune would probably also be sensible to add to the list, as would a talisman using that to detect people with strong willpower.
In the runes at least I think that going too specific will slow our progress towards filling the whole set, and getting started on a vocal language.

@SuperSonicSound
how about putting some inventions actions towards creating/equipping something like an honor guard unit along with the invention actions towards more general elit units. In essence make units with better equipment/training than elite units, specifically to work with/guard elite/hero units.

I just had a thought... do the Eldar at this point in time have the special gems they use to trap their own souls upon death?

Using crystals on training control is a strict negative as you're removing the chance of crit splosions.
.
what would you use for crystals then? they do not work once a stat reaches 50. so if we just crit explode everything to 50 then what use are the crystals?

nope

On personal gear, I suspect that Serras will make it from wraithbone, as that's the best material she has available. It's tougher than adamantium and has lots of other useful qualities.

It is also something that she can very easily reshape if she wants to upgrade it later, so spending a lot of actions now shouldn't be a problem. If she upgrades her runes or crystals later, she could just add them.

On that note, probably the most important rune for Serras to create is her rune of Self, of Serras Salnus. The later Eldar consider knowing your own rune to be the foundation of all runecraft. It's the kind of thing that would be very useful when designing your own personal gear, particularly psytech.

In the runes at least I think that going too specific will slow our progress towards filling the whole set, and getting started on a vocal language.

The specific issue here is that we need to find the one in a million people who have the willpower to be beta grade psykers.

[X] Plan Major Psychic creation.
-[X] 14 Major actions
-[X] 6x Diplomacy. While you've added a number of new systems to The Bastion, there are still a number of polities within the sector that you can reach out to. While you have less information about them than those within your sub-sector, you were going to have to take that plunge some time. 10 systems available for diplomacy. Reward: Depends on Checks passed.
-[X] Deploy. While You haven't gotten the entire sub-sector united under one banner, you think you stand a good chance against the current fleet with your current number of ships. Deploying them to Therog will allow you to lay a trap for the Ork fleet. Of course, you'll take some losses, but that's inevitable. Reward: Battle Interlude. Chance of Success: ??? If taken, must choose whether or not to go personally. Not mutually exclusive with Evacuation.
-[X] 2x Investigate Pod. As you have reached a high level of education, you think having a look at the pod you came to Thernus in might be beneficial. Of course, you have no idea if it will tell you anything of your origins, but it's worth a try. Reward: Depends on Checks passed and roll. Chance of Success: ???. Time: 1 Year.
--[X] Use the reroll on this action.
-[X] Begin Setting Up Framework. As you expand The Bastion, it will grow more and more difficult to govern it with a small group. However, simply letting the government grow to fill the gaps is less than optimal. As such, you will work to build a set of standardized organizations to keep things in order. Chance of Success: 100% (After bonuses). Reward: Fewer long-term problems. Time: 1 Year.
-[X] 1x Survey. As the nearby Warp has been forcibly calmed by you, a number of systems have been made available. As there were a number of systems which had either remained free of human touch for some reason, or had simply not been explored, you have quite a few options. 25 systems available for survey. 60% chance of discovering something interesting. (Base 10+20 from Warp Lighthouse+ 20 from Level Perks+ 10 from FBTW). Reward: Varies between colony sites, asteroid belts for mining, xenos or human polities, etc.

50 used.

nope

No use, that happens sometimes, the crystals aren't useful for us as a primarch due to special perks we have. The crystals cost us the same as using an action so there's no benefit to it.

We still get 1 free boost a turn and they did open up Crystal tech. I think we should see if we can turn them into a boost to the chance of training the three stats of combat, power and control

I'm against humanity crystals.

As you said, it is too nebulous. Philosophers have been arguing for a long time about what qualities are shared universally between humans beyind physical ones.

Yeah. I was thinking about the Wisdom crystals, and about the five Chaos Gods (including certain hypothetical interpretations of the Star Child). Any concept taken to the extreme can go wrong when said concepts aren't implemented by people who have common sense and/or interpret the concept with knowledge of its original intentions.

I'd guess that people want humanity crystals for the idea that it could sort of include things like human values and common sense?

My only nitpick would be that the mention of wraithbone in the wargear invention action should be changed to "human derivative of wraithbone", as the stuff the Eldar use can't be used by other races, which is why Serras learned to make a derivative of it in the first place.
