Its most likely heavily flooded like a good majority of the land is underwater flooded and while having an underwater forward operations base is cool I'm not sure if it's new water level is permanent also GUN will probably do at minimum a token salvage and rescue operation so we might have to deal with that.
Personally I don't see alot of infrastructure potential outside of the aquarium route but it would be a nice base with plenty of water traps being easily put together and sonic does fear water.

So I've been running scenarios through my head and I've come to an interesting revelation assuming all goes to plan and the events of both sonic heroes and Shadow the hedgehog start similar to cannon
we've got two whole nearly free shots of snagging the Master emerald out from under knuckles's nose Granted it will be a good long while till we get to those games so it's more a long term meta objective than anything else but its still something to look forward to.
In other news I've been thinking about what goodies we can snag during SA2 besides getting to tinker with some artificial Chaos we also have the potential to get acess to those time stop switches in the cannons core.
We've also got a chance to snag some blueprints on our way through during both the initial raid on prison island for shadow and the emerald vault raid later on.
Personally I think armouring up Sliver Sonic should be a priority to do before the first raid since he's great at Smash and Grab job's as he demonstrated at tail's workshop.

Depends on how much we're allowed to bring on the first run.
Alpha's tool-kit (even if he was fully upgraded) fits more of locking down an inclosed area and holding it unfortunately he's too slow to reasonably keep up with Sliver Sonic at high speeds if we want to stick to a relatively quick in and out job but I can see him holding down the indoors part of potential escape route with Epsilon potentially (Thankfully we should still have him) dealing with the immediate outside perimeter since we learned the hard way what happens when he fights in enclosed spaces.
Though how successful that will be depends on number of factors including whether frog wants to bust out Heavy dog/Blue falcon early aka the Bigger combat mechs Gun should currently have either finished or well into making by this point.
Alpha will probably be a dead ringer for the smash all the things diversion part of the second raid though hopefully with Epsilon for support.
Granted this is based off cannon SA2 there's bound to be some changes since the Good Doctor still has both EGG-Carrier's operational so he's in a much better spot resources wise compared to cannon so he might just go whole Hog during the first Raid.

Developing a personality was from what I read one of the reasons we are razing the Chao egg the traditional way
unfortunately its slow going and also I don't think the Doctor is looking for Something so well Forced as us having a personality setting specifically for his big speeches

Good point also if we can keep the E-Series relalivent The good Doctor might let us make more or a successor series also instead of locking E-123 Omega in a random basement with shadow he might hand him off to us instead.
GUN is a global organization on Terra (Were the two Sonic adv's take place in) and has limited presence on Gaia (Sonic Unleashed), and almost none on Mobius proper (Most of the classic games) except for a few scouting bases.
These worlds and a few others are connected via naturally forming portals some of which are located in water and are big enough to allow large fleets through.
