Well we know that Tails is working with GUN but we don't know what Chaos has been doing lately so we should probably check to see how many Emeralds he has already.
I'd say Tail. He'd actively try to destroy any badnick he sees after all, while Chaos...well, who know, if the Flapper doesn't bother him, he may leave it alone.
I suppose we can hold a mini-Vote till @undead frog closes the actual Vote. Whichever of the two has more vote by the end of the real one will be assigned the Leon in my Plan.

Yes, although I'm still unsure of what to do with the Leon. I'm leaning towards Tails.

Yeah the Leon would probably be work better spying on Tails, that is unless GUN has a way to find hidden machines.
You know that GUN does employ Guard Dogs capible of smelling out the animal cores of badnicks pretty easily.
They don't know up during actual fighting but so far as infiltraiting Gun bases is concerned the dogs are a well known pain in Eggmans plans.

Alright we probably should start upgrading our forces to not run on animals if we want to send any stealth Badniks to spy on our enemies.

Animals engines have quite a few advantages... the smell isn't one of them.

Well it's a good thing we fixed that problem thanks to the Egg Pawns, now we just need to upgrade the rest of the Badniks in order for them to work without being powered by animals.

Could figure out how to combine an egg pawn and Leo....For some reason I now want something called a EGG Ninja. Is that a thing yet?
Wekk you guys are allowed to propose ideas, a Leon that doesn't use animals or a stealth focused Egg Pawn are both possible.
That's why I chose the Leon for Chaos, because using it to spy on Tails would cause more problems than it would solve.

You deploy more Flappers to observe more noticeable presences throughout the area each set to spy on a different target.
The on you sent to tails joins up with the one you'd already had following him... in watching the GUN base, you can't exactly have them get closer without tipping the military organization off. Due to this security you do not beleive you have sufficient force to carry out another act of sabotage.
On the other hand the one sent to keep an eye on Gamma proves to be quite good at it's job... it doesn't end up having to wait outside whenever the machine enters one of your creators faculties however.... accursed low hanging ceilings.
Unfortuantly the Flapper sent after miss Rose was discovered and smashed in short order, apparently Alpha's resistance tracking has left her on guard.
Finally the Flapper watching Big the Cat discovers that the large mammal appears to have developed a strange obsession with a statue modeled after an old man, and has starting taking it along with him where he goes.
Finally you send the Leon after Chaos who seems to be mostly focused on his own search for the Chaos Emeralds. No signs of treachery as of yet, but you do not trust it, it may be prudent to develop countermeasures just in case the entity decides that your masters partnership is not longer needed.

You send out a squad to capture the bird miss Rose has with her. Thankfully they manage to ambush her while she was on the run from Alpha, letting the latter catch up to her before she had the chance to demolish your entire task forces, which to blunt you are certain she could do even with Silver Sonic aiding them.
Unforunatly after cornering her getting the bird out of her hands proved near impossible, though she is not faster than Sonic it has become very apparent that miss Rose is far, far, far stronger in the aread of brute strength, to the point that Silver Sonic was actually critically damaged in the attempt to retreave the bird, he survived and should only need minimal repairs but it was a close call. Eventually Alpha had apparently come to the conclusion that trying to seperate miss Rose from the Bird was a futile endeaver and just took both of them to the Egg Carrier.
You decide to put attention into efforts to harm Chaos, make use of Tail's blueprints, and study the Chao Egg... but you make little to no progress due to dividing your attention between both those projects and and current events. Hmmm perhaps it would be best if you focused on one project at a time or didn't commit to projects during such a rapid series of events.

The purple Big Cat and the old man statue appear to have gone to the ancient ruins for some strange blizzard reason, and from what you can tell your creator is closing in on a fifth Chaos Emerald.
Delta and Epislon have both been deployed to the anicent ruins and have engaged Sonic.... however to your surprise the one known as Knuckles got involved in the fight, teaming with the blue hedgehog and destroying Delta while Sonic himself forces Epsilon to retreat.... apparently the punchy one isn't nearly as a afraid of water as Sonic is and while Delta did hold the advantage for most of the fight Knuckles did manage to force him out of the lake long enough to smash the E-Series to peices.... a realm shame that is.... still one of the the machines survived and they manage to keep the Hedgehog occupied long enough for your creator to close in on a fifth emerald.

The way I see it, we've got two ways that we can go about this, based on what Chaos is made of. If Chaos is made of water, we can either upgrade Alpha's electric powers enough that it's possible to vaporize the water that makes up Chaos, or we can try to create a real-life gold alloy called Au/NPT that immediately vaporizes any water it comes in contact with. If Chaos is made out of energy, then we take a look at how the whole "power robots via animals" works and create some kind of supercharged version that can steal Chaos' energy.
Basically: if water, vaporize, if energy, consume.
