Neither anime nor manga do a good job showing it, but familiar of zero magic is much more difficult than what you described and is actually closer to a weaker form of Harry Potter magic. Each spell must be cast using an incantation that gets more complex the stronger the spell, which is the reason mages use their familiar's to protect them while casting. Brimir himself had four familiars because some of his spells wound up taking several minutes to cast. Also unlike nirn the magic is just around in this world and a part of what people are while in nirn it would flow from the sun and stars into life but still not coming from that life and overall world.

A lightning bolt can be thrown from the palm of your hands with a simple flexing of willpower and thrust of the hand. Some individuals in Elder Scrolls lore created entirely new realms of existence, an elf achieved divinity by becoming a moon, two nords broke a large island from the mainland by yelling at eachother, and one group created a giant robot god with the ability to deny your existence so firmly that you simply disappear from reality. Nirn is a crazy place with crazy magic. Either way, I am basing this story on the fact that Mundus, the plane where Nirn is located, is an infinite universe in and of itself within a sea of infinite multiverses known as Oblivion and Oblivion itself is within a larger collection of Multiverses known as the Aurbis. TES is a rabbithole of insanity without even getting into CHIM and Vehk's weirdness.
TL/DR: This story takes place within the Aurbis, so I will be attempting to maintain a consistent magical theory. The reason only nobles can use magic in Halkeginia is because they are the only ones allowed to attempt it, combined with a minor increased affinity for magic due to selective breeding.
In canon, Louise cast an AOE spell that destroyed the entire Albionese invasion force. This is unusual for mages in Halkeginia, with the possible exception of void mages. When she talks with Saito about it, they theorize that due to a combination of always attempting to force her magic into something she wasn't elementally aligned to and her never actually succeeding, her willpower reserves grew to be larger than normal. She also says that she might never be able to cast magic again, but this is proven false after she recovers from her exertion. So in essence, her frequent magical 'workout' combined with the already increased strength of being one of the only four void mages, make her abnormally powerful. Add in the fact that the strongest non-void mage mentioned in canon is Karin, who is also the only one mentioned to be able to use shortened incantations, Louise is far from a typical Halkeginian mage.That doesn't quite answer why Louise has so much Magicka though.
So, give her some item of Magicka regeneration (which is percentage based, I believe?) and she has effectively infinite Magicka?
Can we increase this somehow (significantly and without being "helped" by daedric lords, I mean).
1: To an extent, just remember that white souls only grow to be so powerful before gaining sapience and turning black and you can only layer so many enchantments on an item before you need to use another item. I don't see any problems with sacrificing a town or two before leaving. Molag Bal is a bigger issue though.2: In Halkeginia? Without sacrificing a town *Cough* Tarbes *cough cough* to Molag Bal? You could get up to double your current magicka by enchanting clothing without running into the above problems. Dark souls has soul reinforcement, which is essentially pulling a Dovahkiin on mortal souls and other worlds have methods of increasing your magicka as well. The only things Cynric brought were to help survive when he arrived, hence the Robes of Featherfall in case he appeared at high altitude.

Also, in terms of raw magical power, your character is terribly weak by Tamrielic standards. Cynric makes up for this with potions, an open mind when it comes to trying new things, and a ridiculous amount of knowledge for somebody his age. To be frank, you guys picked an easy starting world and there are very few serious threats to your survival when it comes to humans. If you had chosen Dark souls, you probably would have been eaten by Quelaag when you inevitably tried to fight her or wandered into the area infested by Taurus and Capra demons.
Edit: If I compared Louise's magicka to yours in numbers, she has an insanely high max of 14,000 magicka compared to your 650 magicka. A standard human with no elven blood or magical training would have roughly 50 magicka if you ignore things such as birthsigns and parents doing profane rituals. Louise unfortunately, or perhaps fortunately, she cannot use it as skillfully as you can and her regen takes a couple days of no casting to refill from empty.

1: If casting more spells would drastically increase his capacity, you'd think he would have figured it out by now.
2: The words "other experiments" gives me nothing to go on besides my own ideas, which could run counter to your intentions.
Basically, your magicka is only like a muscle to a certain extent. Eventually a mage plateaus and must use means other than practice to increase their raw power output.

My first instinct is that this is stupid. But then I remember that they are a complete out of context problem and can summon daedra, open portals to oblivion realms, mind control people, turn water to poison, raise the dead and generally cause everyone a bad time without ever showing their faces on the field of battle.
