The only assumption it makes is that the facility will in time allows the building of master crafted Knights. The only reason for building it is that in time the focus of the facility will allow that. I will reword it to b more preciese and to remove the parts only aimed at one planet.

It assumes that we are going to build this facility regardless of what others think and I don't think that is something we can assume.

On the Knight Production issue, my main problem with Portec's version is that it makes the assumption that we are going to be imminently working on building a Knight Titan foundry, and I'm not sure that is the best priority. If Asgard really likes the idea I'd be willing to consider it, but I think it's premature to announce to everyone that we are going to do it, when we might very well not. I mean, what if it comes back as a 16 year Mechanicus Fabricator action? We already have three Mechanicus city expansions (12 years each) followed by nine more Cathedral-Forge/Forge-Cathedral actions (9 years each) of expansion left to do, that's 127 years worth of expansion actions, not to mention that doesn't include any Mobile Research facilities, Repairing Sanctus Furorem, or building Adjudicators.
 
Okay, so I didn't get much feed back about the use of telepathica actions versus mechanicus, etc. What was commented made it seem that the real reason people want my plan is to take action on the Super Exitus Rifles, and since running the numbers it seems certain that double downs on the Mechanicus are better than the telepathic I'll move it there.

Still hesitant on whether to drop the cheating entirely, as it is marginaly better to use it but we could probably get away without using it. On the other hand we want to make sure we succeed, and the best place to use a Cheating is at the start, so I think I'm going to leave it.

Done. @Elder Haman, I suggest making the same change - the action result from last turn did say Julius expected us to contact him in the following year (first year of this turn).

Done. Also @Enjou you should add an Expedite to the Xavier Year 3 action. Wards can be expedited and telepathica actions are very valuable. It also doesn't cost any metal, and the AM/EM cost isn't that big. (An additional 500,000 AM and 6,000 EM to gain a telepathica action is cheap. City defenses cost more than that.

Angelform, Elder Haman, I have a proposal for the Siren mess.

Part one, not an action: put together a list of desirable qualities. Such as:

* Not found near the ocean.
* Has psychic powers.
* Bright, but not people smart.
* Not something we are interested in closely domesticating (no phase cats or temple cats, not that we even could catch temple cats for this purpose).
* Not too difficult to capture and transport to Azure Bay.

Look over known Avernite fauna, see how many matches we find.

Part two: wrangle samples of everything on the list, do a Sound Out wherein we deliver the resulting smorgasbord to Azshara's court and see if they like any of it. Repeat as necessary until we have a working menu.

Part three: arrange formal trade for information.

This is what I'd like, it's just I'm so busy doing the rest of the turn. Plus, I'm not sure we have enough information.

We did that back when 'animal souls' was first suggested. The undead Jackals, soul eating crocodiles and laser T-Rexs were guessed as the likely candidates. Invisible dragons too but I don't think we have officially discovered them yet.

The Mountain Dragons are also another candidate, but they refused all Weapon/Guardians.

I believe @Durin said it somewhere after we asked if animals would do.

IIRC powerful exotic animals, but no weapons or sphinxes.

Would they accept instead of human souls, the souls of exotic Avernite creatures (for example the Sphinx has human intelligence, a powerful presence in the warp, and lives in the desert meaning that Sirens would have a lot of troubles to get one, I´m not a soul eater expert, but it seems exquisite enough for me)?

As long as you keep a DD on Destroyer armor I am 100% happy with your plan. Giant Astartes bias and all :p
 
Okay. Maybe it is because english is not my first language but I can not read the point you are criticising. I don't say it is not there because my gasp of the language is not perfect but I can not find it.
Your proposal is too in-depth and expansive to the point that it comes off as if Avernus is pushing/pressuring the other parties to go along with the plan.
Not "hey does this sound like a good idea?", but rather "hey I got a great idea, you can pitch in this much right?".

I tried to hit the tone of an idea that needs feedback to continue. I tried to explain the problem in order to make answering it easier. This is obviously beyond my ability to get the meaning I aim for across.

Probably not like how we use them, their army is too large to deploy them the same way.

My guess is either as Han put it, as choires/regiments/squads alone, or just putting them under the control of the greater university when they are deployed.

2. yes you have, it is terrifying. even a Green Marine in Elite Armour can match an old Imperial Veteran
3. Julius is not much above average in combat skill, though all of the original Marines are slated to either take potions as Praetors, Masters or Cohort Champions
4. very very progressive, and not political enough to know how progressive he really is
5. Vanaheim has orbital variations, Alfheim has some and Midgard has areas sert aside in some of its Hives for the Mechancius that can be as large as one of your smaller Forge Hives

Reviewing Ophelia Jameson
FIrst I want to say that we need a Donald Trump in this quest. Just a funny character that talks about making the Mechanicus great again and how he wants to kill psykers with death squads like that one deacon did an somehow be rich enough to get away with it.

Omake - Reviewing Ophelia Jameson

Ophelia kicks her legs while sitting on her chair. Geralds office was known to be devoid of ornamentation and being the quintessential Avernite office complete with weapons racks next to office storage units. Gerald was overlooking Opehlia's latest test results from her recent field extercise. Due to her extra-normal paranormal powers she had surgery to implant non-restrictive monitors to gauge her hear beat, breathing patterns, stress levels, and sweat glands.

The exercise was set up so that she was an auxiliary unit in a regiment. The regiment would be on moving column and hit during an ambush losing at least 30% of it's fighting strength in 'death' or injuries that prevented combat ability. The Regiment then withdraws with Ophelia being counted on to not fall in the line of duty by either enemy efforts or loss of control. Her handlers are always close by though and are always available to knock her out and cease the exercise whenever they think the breaking point is being discovered. It's still very dangerous but the Telepathic has no choice but to do it if they ever want to have a truly successful alpha psyker.

Gerald puts down the reports after reading them twice and looks up to Ophelia. She's so normal to him as a girl now at 26 and with little to discern her from her peers. She enjoys wearing grey robes now more than ever now claiming that it camouflages better in urban environments. At home she's taken up to helping her mother cook and clean. She's taken up ballet at one of the theatres in the University and loves to go to dance clubs whereever possible.

"Anything happen at the excercise Ophelia?" Gerald says while opening up her personel folder.

"No dad, It was mostly just run to one spot and than run back to be honest." she replied causually. She never did fully grasp the meaning of titles like "Grand Master of the War Department" or "Ash Hound". To her Gerald was just a dad, the kind that annoyed her about who she was hanging out with and what to feed her familiar.

"This converssation is being recorded for the record Ophelia." Gerald replied "I beleived I have said this before.".

Ophelia sighed and shrugged " I plead the fifth. No nothing happened out of the ordinary. Some voices tried to tell me to kill my handlers and scorch the ground. Another offered to be my father just now but nothing out of the ordinary."

Gerald jots down everything with a neutral face. It wasn't the first time her honesty had revealed such things. It was the norm for psykers but Ophelia was the exception in that her voices visited her almost fequently. She relied on her handlers and told them everything whenever she felt overwhelmed or annoyed. They would in turn do there best to knock her out or sooth the pain in any way. Has been since her first days at the telepathica. Thankfully the voices seemed to be more suppressed since the trials Ophelia has completed.

"Yesterday a petiton by you has been sent requesting to relieved of combat practice in order to pursue more meditative training. I quote 'meditation, Terran Yoga, tea, and chess help focus and sharpen the mind. I believe these activities are more effective than running in the field where my shoes get dirty." End quote.

Do you still feel that way?"

Ophelia kicked her feet faster and hunched forward "Y-Yes. Sir."

"Very well. I do not have any objections and will support the petition. It will be done on a trial basis for a week before you return to the field. I hope you can find whatever peace you can from yoga Ophelia."

Inner Peace
An for my second omake

Omake - Inner Peace

The University is a place of learning, culture, and inner excellence. Music plays in the background and trainers practice what craft they feel they need to explore that day. To be honest althugh I finished my trials to become a psyker I feel lost. I no longer have a goal to work for like I had for so long and I do not know where life will take me next.

Mother said that she felt the same when she graduated and recomended to go mediate. I asked what should I think about and she replied 'that is for you to decide. There are no final answers except the very obvious.'

I sit alone now with my handlers to the side meditating on my life up until now. I have done what many wished they could and passed. I am eternally a servant of the Emperor destined for great things surely with my innate power. But my real talent is not in peacecraft but in pyromancy the ability to burn things into death and oblivion. So much so that it will never return as if I was censoring it from reality.

I stretch my legs to the side and raise my arms to the sky,er, roof and feel my body listen to me. I have still have control over it thankfully. Control that no one else may take from me for I am a daughter of the Emperor of Man. I love him and he loves me just like his Holiness says in his mass. My hands joined together go forward and I feel my body shake in retribution.

My body is not used to working in such a way but I decide that today is the day I try new things. It fights me again as my hands dive forward and my torso at around 45 degrees. I push again but my body cannot go forward and I am unable to complete my exercise today. Frustrating.

I release the stress on my body and forgive it's weakness for I know that it did try it's best. I am still whole and my body is still my own.

Next I focus on my breathing to reach inner peace and focus my mind on my greatest task yet. To discover myself fully and now that my body is tired my mind has no choice but to relent to my questions.

I must find truth. Hard truths that will never change no matter what happens...the first is simple really. One day I will die for example be it on the battlefields that I will visit, in my bed by a phase tigers, or maybe even in old age. It is a hard pill to swallow and I can feel whispers offering me an alternative. I categoriacally decline because my body and mind are my own.

I decide that I will make love to the world as my mother does. She is always happy and never long in a state of angst or hatred. She loves me and I love her. She sings and dances still an always takes me to her classes plays. She'll never give up on me and I will never give up on me either. It's why I made sure that my last name was Jameson afterall. I want to be happy too now that I think about it but do I want what she has?

I know not. I love you mother may the Emperor bless you and father find the correct synapeses to make you happier.

I take a long breath and begin to think about father now. He frustrates me with his sneaking around to see what I am always doing but I know it's because he's worried about me. I considered to be part of his familly but I know that he is still unsure on how to be a father. I always feel guilt in him and I think I know why. Behind his back soldiers call him "The Manavik Matchstick". He hates war and the things he's done. I know his pain from losing students to war, the warp, the trials, betrayal, and more. He knows that one day, sometime soon even, that he will have to send me to fight and that I may lose my life. His regimen for training is very extreme and he makes it that way so that I can be the best that I can be. I work hard though so that I can live up to his expectations because quite frankly I want him to be happy like Mother. Like me?

Now that I think about it where do I stand in the world? I am considered a 'Elite Primaris Psyker' but I do not know where to use my power yet. To Discover or Destroy? Both are needed and will be needed? Am I to do both? Can I do both?

Questions upon questions. The quest of knowledge is not unique in this aspect I see. I will need to take more time.

The handlers in the room are at a loss for words. They can no longer feel her power or see her soul with her witch sight. She is a lost and yet right in front of them. Not hesitating they call for Tamia and Gerald to come and take a look at this.

One of the researchers takes a check on her pulse to find nothing as if she was dead and refusing to wake up. Oh dear.

If humanity were all to be psykers than they would all be susceptible to the warp..even though they already are. The warp can manifest when it wants to and attack at will. So shoudn't we all be psykers to blast those foul Daemons that deign to eat our souls? Oh but these are bad thoughts. Not everone likes psykers or me. Even though i'm absolutely fabulous like mother says.

No, Humanity is not ready to become 100% psykers but one day we might be. An it's up to the Telepathica to guide humanity there correctly. All will need to learn control and she must embody control where possible in order to succed for the Telepathica and Humanity. Yes.

"I see she takes up after you Tamia. What now?" Gerald says as Mittens goes to lick her face while in that trance. Cheeky tiger.

Tamia for her part punches Xavier and tells her that she'll be fine "she's just meditated herself into a trance. Nothing to be fearful or greater need than to just watch her like before."

The handlers seem to just look at her with a bemused face "but she has no soul! Only Aria can do that right?"

"No, she's supressing her soul involuntarily. She has no need for a soul as she looks deep inside herself. Beutiful really."

It is then that Ophelia opens her eyes to see Mittens licking her. Falling backwards and screaming "DAMNIT MITTENS!" she rubs her face from the saliva "EWWW! I need a shower now. EWW it's in my nose!" she whines. Mittens phases out of the room proud of himself as she turns around to see her parents and handlers.

"Um, Am i in trouble?"

Her parents nod there heads and Tamia speaks out "No dear, we were just worried about your ability to go into such a strong trance. Let's take you home after a shower."

Seeing as he leads the All-Thing he's going to have to ask them if there okay with having psykers on there stations. The conservatives will respond "why not just kill them" and the liberals will ask "can we put them on there own station with a self-destruct sequence?".

I would love to write about the debate on that.

I have no idea what I'm voting for, but just to break the tie (again). ^^

But seriously, it'd be nice if you'd take the time to read over the plans and check to see if you'd prefer one over the other. A lot of work goes into making plans for this quest, so serious consideration is appreciated.
