[] Plan: Pulling Back from the Precipice
Does anyone want to vote?
It might be better to have the Green ISC on, unless you think the vulnerability period to invasions won't matter since we have Enough updates left.

Also, mind adding Crucible Of Bile as a location known to be messed up in some manner and disseminate that as a Free Action, or is that OOC info?

We should colonize more and fill in all the unaligned subsectors. Having purple in the middle of our space offends my map painting sensibilities

Just so used to the Napoleonic Ship-of-The-Line to Great War Battleship style of big-gun broadsides in the 40k setting, not stuff you'd see in a Late-Cold War to modern era of missile and aircraft focused warfare.
Blame Alectai for getting you started on that path, and my enjoyment of playing the heretical side of the Imperial Navy in Gothic Armada 2 with carriers. :V

And before you ask, yes, they had a civil war about using carriers.
This is certainly a Sigil of all time. I assume Blanks and Sigils don't mix well, like Blanks and Psykana in general?
Yep. On the other hand, if you had a teleport Song, you could have your Choir work in tandem with that Sigil. Artillery Choir. :V

[X] Plan: Pulling Back from the Precipice, Colonization Edition
-[X] [Free] Turn off A Cry for the Future
-[X] [Free] Consecrate In Sacred Sand (Iskhe)
-[X] [Free] Dedicate half the new choirs to Ex-Diaconate Worlds, dedicated the other half to Council Aid.
-[X] [General] Develop The Federations'...
--[X] Military Industry XIII (0/1)
-[X] [General] Colonize (Sub-Sector) x2
--[X] Yearning Tower, Broken Tower
-[X] [General] Ministry of Subversion, Infiltration, and Interstellar Communication (Devouring Mechadendrite)
--[X] ISC Access - (Thrice-Fold Councils)

I don't really care for doing sub-turns until we actually get to All-XV, so fuck it, let's Colonize.

Just to make sure, I don't think we can increase the rate of Psykana auto-tickers with increased choirs, right?

But if you don't want to do colonization, you can just also start the refit tax, tweak the Abyssal Order, etc

[X] Plan: Pulling Back from the Precipice, Colonization Edition

Are you going to use the Green Horizons ISC here?

And do you mind adding a 100 more Choirs or so to Foretold Luminous Paths Seen, since knowing about scrying is always good, and we have a lot of Choirs anyway

Green Horizons is already on, and Foretold already works with 50 Choirs — we're already wasting another 50 choirs having it at 100. Unless overcapped choirs explicitly increase its effectiveness I'm not inclined to do so.

540.M43 - As A Surprise
It came as a surprise. Not only to those stationed inside the territory of the Thrice-Fold Councils but also to those who had been placed to oversee the diplomatic endeavors with the Councils. Everything seemed normal, business as usual, just another day, another week, another year of cooperation for the greater good of each other, further bolstered with the benevolent proposal to allow the Federation's ISCs to operate within their territory for the benefit of everyone.

And like that, like the snap of fingers or the crack of ice...the Councils stopped.

And then took a step back, eyes narrowed.

There was confusion and worry, especially when the Choirs of the Federation were, kindly but firmly, shown the exit door, and the nation's diplomats began to stonewall further attempts at improving relations.

It took months to figure out why, as no other nation had acted this way. Was it some strange insult given, one they knew nothing about, as improbable as it sounded? Was there something...more nefarious at work? Outside influence? ...the taint of Ruin slinking between their elite's ranks?

It was neither.

The Councils knew they owed their existence to the Glimmering Federation; most of their navy was still the designs given to them so many decades ago, and they had no illusions about the gulf of technical knowledge between them, like in so many other things.

Which was the problem.

Before, the Councils had known that the Glimmering Federation could simply conquer them but chose not to. And they were happy about that, as it meant their people would not be put under the yoke of another nation that preached. With a gentle hand, yes, but preached nonetheless.

Before, they had made peace with the knowledge that they were junior partners to the Glimmerlings, people to be lifted up and guided from the muck and mire of the Diaconate.

But then, talks shifted to economic integration.

They knew that cultural integration would soon follow. And after that? Political integration.

They had not fought for over a century with blood and fury, corpses upon corpses littering fields and the void until they were lost in the numbers of their fellow dead, only to end up a vassal that would slowly lose their pride and dignity, turning from self-reliant smiths of their own salvation given aid to supplicants before another preacher.

They knew how to stand now. They were grateful for the aid, for the Choirs, for the ships, for the things given...but they understood how little it had cost the Federation to aid while they choked on their dead, the bitter tang remaining despite the reasons they knew to not feel like that. They remembered the ease with which the Diaconate had been ripped apart. They remembered well that the only thing that had stopped their fleets cold was ancient Archeotech defiled and turned to horrific ends.

They knew how to stand now.

And they very much did not want to stand under the Federation.

With? Yes. Under? ...no.

Not today.

-[] Celestial Psyker Staves (0/12)
The ability to create psychic focii has long served the Glimmering Federation and the Celestial Choir well, and with centuries of knowledge and familiarity comes the ability to strive further than yesterday. With the Sun Melody having become a measuring stick upon which one can see progress, it is estimated that further refinement will be capable of reducing the damages incurred into "mere" full-body first-degree burns.
(Gain: Improves Choir efficiency and might when using Songs and Melodies.)
-[] Arcanum Psychic Hoods (0/5)
Thanks to the work done in figuring out how to psychically tune and shape cloth and metals to weave together into one whole, a "Psychic Hood" for the layperson, the Celestial Choir is eager to not only begin large-scale dissemination of knowledge and practice but also delve deeper into their understanding of how they function and can be improved.
(Gain: Improved Psychic Hoods are equipment that shields your Psykers from backlash to varying degrees.)

Anti-Warp Sigils of potent etching, carved into the leather born from the willing, carved by hands that shiver in cold and burning pain, wrought into reality itself with the blood of ichor dripping from violated souls carrying out their creation. [] [General] Ministry of Subversion, Infiltration, and Interstellar Communication
A new age of peace dawns on the Glimmering Federation, and with it rises the required needs of its various branches and plans to come to fruition, from subverting hostile polities to maintaining friendly relations with good neighbors. Thanks to an expansion in resources, the Ministry of SIIC can now focus on multiple things simultaneously.
[] [AUTOMATIC] Sub-Sector Subversion (Choose Two)
With the allocated funds, a slow subversion of two Sub-Sectors can be undertaken. However, these efforts can be focused and accelerated with dedicated attention.
(Gain: Allows you to slowly convert two [2] Sub-Sectors simultaneously to the Glimmering Federation without Action cost.)
Sub-Sector Ishanu
Suspected Subversion Time: Where The Clans Live ~300 Years
Modifiers: The Clans Do Not Bow -All Diplomatic Modifiers

Subsector Palace of Stars
Suspected Subversion Time: ~50 Years
Modifiers: Disunited Polities -~60 Years
[] A Soul Smeared
An exploration fleet of New Dawn has stumbled upon an ocean world in a system between the major Warp Lanes. Normally, it would be flagged foe colonization, however when the fleet drew closer to confirm some strange readings, the entire planet seemingly tried to shoot at the fleet via incredibly primitive weaponry. The problem is that, as the Choir with the fleet confirmed, there is only one soul on the entire planet, not enough to coordinate the attempted attack, even with the use of machinery (which would have been noticed). And that one is smeared across the entire planet. Someone should investigate that.
(Gain: ???)

[] ISC Access - (Van Zandt Free Duchy/Shipwright's Grove/Mashan Temple Authority/Thrice-Fold Councils)
The Federation's ISCs are eager to spread their markets and customer bases beyond the Glimmering Federation, willing to brave the (relatively safe and profitable) unknown.
(Gain: Disables one random ISC per Turn and significantly improves relations with the Van Zandt Free Duchy/Shipwright's Grove/Mashan Temple Authority/Thrice-Fold Councils.)

[] [AUTOMATIC] Improve Relations (Choose Two)
Though tedious work, improving relations over time with steady hands instead of bold declarations and treaties will enable more of the latter to be wrought without any complications.
(Targets: Mashan Temple Authority, Van Zandt Free Duchy, and Shipwright's Grove.
Gain: Slowly improved relations.)
Thrice-Fold Councils
Current Relations: Warm.
Trend: Stagnant.
Modifiers: Intentionally Distancing Themselves.

Mashan Temple Authority
Current Relations: Warm.
Trend: Glacial Increase.
Modifiers: Cross-Cultural Harmonization.

[] [Military] Create Eight Grand Armies (Write-in Names) for (Sub-Sectors) or 8 Knight Orders (Write-in Names)

A Grand Army requires you to specify each SAG as either Light, Medium, or Heavy, with the further moniker of Infantry/Mechanized/Tanks/Augmetic Legions Formations attached. All other specializations will be taken care of within the Grand Army itself. A Knight Order contains 20 War-Packs, one War-Pack consisting of One Questoris per Four Armigers, of variable Patterns.
(Gain: Eight Grand Armies or Eight Knight Orders.)

-[] Nomadic Fleets Of Sector Ranges
-[] Lamenting Legion Fleets

From what we can tell, thanks to our history, what information we, the Kil'drabi, Yeeni, and the archives of our planets tell us, the difference between a prosperous interstellar polity and one naught but ash is the strength of their navy. At the moment, we have the beginning of a proud Void Fleet, yet purely defending against our enemies is a great way to get ground down into dust over time; we need to be able to bring the fight to them.
(Information: Ship Classes requiring more DP than you possess take more than one Action to design.
Gain: Newly designed and built Ship Class/es.)

[] [Psykana] Conduct Six Melodies (0.4/1 - Auto Complete) - [Choose Melody]
The Celestial Choir has been given the means; with time, they shall conduct their songs. They will listen to the Warp and filter out the false whispers from the slumbering guidance of the Star Child. In halting prayer and stumbling humming, the truth will be stripped until nothing but it remains in the hands of those who shall make it anew into power to be wielded by the Choirs to come. As there are 10 Celestial Choirs free to pursue research, the High Council can ask them to pursue a target instead of what comes close. This will, naturally, be lost once they dip below 10 Choirs.

Interesting...

So they are thinking that they want to be an ally rather than being absorbed by the Glimmering Federation? Makes sense, but... they are a great deal smaller AIUI than most of our neighbors, and that could still leave them vulnerable?

Actually, how up-to-date is our map?

They knew how to stand now. They were grateful for the aid, for the Choirs, for the ships, for the things given...but they understood how little it had cost the Federation to aid while they choked on their dead, the bitter tang remaining despite the reasons they knew to not feel like that. They remembered the ease with which the Diaconate had been ripped apart. They remembered well that the only thing that had stopped their fleets cold was ancient Archeotech defiled and turned to horrific ends.
Yeeeeah, looks like the Councils are still bitter over the whole "using them as proxies for a century then showing off how we could have effortlessly stomped their biggest existential threat on year one.

And they especially don't want to get integrated by us b/c of that.

And you think they give a shit? We allowed them to develop a cultural identity of holding out against seemingly unbeatable odds for several generations. And now they're more united and powerful than they were before and have no threats other than possibly us.

We should have predicted that they would respond like this.
