Charity makes Michael's armor, likely using True Faith bonuses. And wields a warhammer. If she exalts, she'll pretty much be Molly 2.0 - craft+melee combat. MInus sorcery and possibly minus socials.Charity doesn't want to do murderhobo things. Her ambitions start and end with taking care of her family.
At this point of her life, I'm not sure she's a good fit for any of those. Though teenager!Charity exalting as a lunar and taking Syriothrax's heartblood at the moment of her exaltation could have been a fun story. Hell, lore for this quest almost works for this. You just have the lunar shard in Syriothrax's hoard instead of the underwater dragon's belly, and teen!Charity fits a lunar shard to a tee.

The common person on the street doesn't know that much, and the people who do have that information also have a better idea of the score. It helps that we had Ordo connections first, and that the Jade Dogs are a mixed background type of organization.White Court eats people. They are supernatural predators and known as such. We have white court minions, go to Lara's parties, and order her brother around. To a person on the supernatural street, we are allies. That we aren't actually providing her with weapons is inconsequential, as you say. To a common outside observer on the street, we are an ally of White Court, or at least someone they negotiate with. TO an even less informed observer, we are a supernatural monster in charge of supernatural monsters - someone to command ghouls, vampires of various kinds, including those never seen before
This is pretty much how all the governments started. We are just doing the natural work of making this banding stationary, basically.

What common person on what common street? Serious question. Define the population you are talking about. Are they supernaturally aware? Are they human or a changeling or a whampire spawn? He's still just a guy with a goal?Criminals as much as honest people have reasons for doing things and while you don't believe there are good reasons to do the sorts of things the 'Baron of Chicago' has done, that doesn't mean you can't use the knowledge, can't change his mind.

Counting morality? Medicine. We almost certainly have medicine in the Courts that doesn't exist on Earth. FDA approval takes a lot of time, the infrastructure and logistics for medicine distribution should resemble that for drug distribution, and since we know for a fact the medicine works, there's no moral quandary. It seems like the most logical way to coopt drug trade.He wants money? We have a gateway to a place other and alien and we have plans to trickle things through. A vial of heroin has value due to artificial scarcity but anything we have has no other source at all. At least some of them are, as I understand it. They are of different ethnicities, obviously, and a number of them has non-human ancestry, but humans were intended to exist in Fivefold Courts. If we want to be ultra-safe, we can do medical testing, up to and including using Crown questions and Tiffany to monitor what the medicines do to a person's body, in the Courts.
