The White Council doesn't have every magic user in the world, the number was like.. 50k or something, I forget. Most magic humans aren't WC material. The White Council still has to do the actual enforcement. It's merely surveillance both internal and external for wizards.
Hence the focus on wizards that would otherwise be killed as a more inclusive version of the doom of Damocles.Because otherwise the White Council would be nutters to touch the book, giving an object made by an outside power leverage over every wizard's life and magic.
That's dumb wizards already legally couldn't do that and the fact there were only dozens of traitors means that most white council members already don't use magic to murder mortals.
