I was going to continue the argument, but I don't think we have any chance of convincing one another. I'm still skeptical enough to vote for something else, but if a teleporter wins then that's that.
We know from Black Swan that the best way of increasing REP is having a really dangerous power. Or a power that makes someone a better leader, and a teleporter fits neither. And I think we are in bigger REP hole than an OPS hole.
I find it really possible that with iSpy we might lose the ability to bring others in return for a combat power, since iSpy's power is not really a directly supportive one. We might get someone who can see through the eyes of others and immediately and instantly teleport in their field of view, but not bring others, which would kind of break the support thing. I might be fearmongering though, the answer was really uncertain to me.
I'll keep this in mind for next time we get the opportunity. I'm set on John being a support hero, and while I still kinda like the idea of giving Yara on that Master of Waters plan (Hydrocity + Frostbite + Féth Fíada) or the Zero Point one (Zeno + Frostbite + Millions Minefield), I understand that this would not give her psychic advantages like many in thread seem to be advocating. I'll pitch the tank plan on a different candidate in Cenotaph.
Wolong would like you to include them, but you don't have to. It works like any other New Dawn mission where you can bring one along and then use your summons for a different mission.
Since we're on the topic of defensive support powers, I dug up my old team shielding build and modified it now that we have more tolerance and more DNA to play with.

Much like before, we're talking someone who's able to create shields for anyone in their telepathic network. These shields are ridiculously strong thanks to Steadfast's invincibility and can use the energy from the hits they take to refresh themselves thanks to Mllions Minefield. Not only that but said shields can also be used as reactive armor, exploding with force once broken or whenever they're hit.
For self-defense, I placed Soldier X there to solve any issues with personal stamina and the energy shields' ability to last long with either Fitness or Regeneration, while Energy Manipulation means Helicopter Parent can tag objects and turn them into energy mines and relays for the telepathic network to increase effective range with either touch or an energy beam. This means that they can turn whatever building they're hiding into a very dangerous fortress while they help our team out remotely.
As far as battlefield control goes, I don't think there's many that can compete with Helicopter Parent.

My preference is pretty clear set, and I think this powerset also fits a bit more with the character and should hopefully be low-key enough that we can continue to conceal the nature of Project Prometheus without too many issues.
Build Goal: Fast Track is here to provide speed to allies and siphoning from enemies to make our squishies more mobile to avoid hits where the personal speed allies for easy Bulwark shield targeting, Steadfast is there to remove Fast Track's personal squishiness so they can withstand the interaction with their own speed, Bulwark is here to give shields to our allies for general protection while helping give people protection against being moved at a fast speed if necessary, Millions is here to convert energy for shifting Fast Track's siphon method and to help bolster Bulwark's shields.
If you know the thing my plan name is referencing, this is meant to be doing that job but much better due to Steadfast and Bulwark. It is a supporting defensive specialist who is inherently extremely flexible but should do the core job very well. The battlefield control should allow for Operations boosting to help with covering the hole here.

Had to remove Steadfast and Soldier X, so the shields are reduced but the core idea of refreshing shields and battlefield control by turning inanimate objects into mines and surveillance cameras should be pretty intact.
