[X] Plan: Grand Alliance

Going for Four seasons was fine when we were also taking care of Wonderland escapees. Now that we aren't I do since Fourseasons are a trap it is not as worth it to go after Four Seasons

Not to get in my own way but im shocked at the lack of focus on Plasticity and Perspective's ability to boost others. I won't pretend I know how they'll boost our guys but between that and stockpile being trapped behind a wall of corporate greed and naive patriotism, I'd say Plasticity and Perspective's potential positives are plenty worth a poster's ponder

As for why im not voting for Olympus Has Fallen: I want you to look my avatar¹ dead the eyes and tell me you trust these geniuses
"See, the U.S. tried to build their own space elevator near Washington D.C. a while back. Called it the 'Liberty Tower' and everything."

". . . don't space elevators need to be near the equator or they'll fall?" Menagerie Witch asks.

"Yep."
With the schematics to Psychic Ironman armor! I can guarantee dollars to donuts that for every unit they mobilize to make Horizon better, they'll sent out 5 or more to make somewhere else worse.

On a lighter note, I don't like the idea of giving out information about Project Prometheus to a bunch of rich people and or politicians. That sounds like an opsec nightmare waiting to happen
..I do like the idea of having an evil/less good mirror to Justice Unlimited so on second thought maybe its not all bad.

¹for future readers, my avatar is a picture of my cat. Please pretend that she wouldn't be on board with widespread violence and mayhem okthnxbye

Thinking it over, I'm not that devoted to the continued existence of Global Justice, nor to spending resources on being American lapdogs to pretend otherwise for Stockpile. This makes things awkward for our base in the Ladder, though it is a backroom one and we are already moving to reclaim Apiary as our primary base. It might be funny to have a base hidden within Dominion/Ọsanyìn territory as an exercise in keeping your enemies closer.

If we manage to both save Hiver and retake Apiary, the extra action economy will help out a lot with avoiding these timed mission crunches in the early game. But the prospect of poaching an Algernon-type from Global Justice and saving him from being rebounded into the ground is a strong counterbalance.

[X] Plan: Grand Alliance
[X] Plan: Heart & Numbers

Tbf, that was the previous administration.

This is the one that ordered Justiciar to the QZ during the Movement.
So less likely to spill goldmine on themselves, but more likely to make an evil capitalist superteam(who obvious parralel shan't be named because I don't wanna seem reductive by comparing your exquisite work to existing properties)

I suppose that's fine with me!

One thing that I wanted to say: for issue #3, can we do Justice Unlimited Wants You? Even if we don't get to see the voter-submitted candidates, i fr want more variety in our expansive, huge, incredibly large candidate selection of… one guy.

Besides, it's not like we'll be powering up John Henry right away. We'll still have to get some Goldnine with either Nora or Rakeem's provided quest. And we will have the money, assuming we successfully take down the Named-Rank Behemoth.

I would prefer Cenotaph if our AP allows it (or maybe both) as it's a one time event that has no opsec risk. Also doing it relatively soon after the Movement feels right.

Yeh next turn if since were back in apiary we can boost John and get candidates. I still prefer to give John powers over any candidates as reward for loyalty if nothing else. Plus Both rhys and Mona had hidden bonus so John should give us 1 too. Probably Operation due to being an Old hand of JU or Hit due to his desire for revenge on Demon Flamez.

Also for those voting for Hearts and Numbers thanks and id like to point out another advantage of it.
With Hiver as our 5th member we only need 1 more hero for 6AP

Hearts and Numbers opens up new missions to take down villains operating in Uni. Now most likely the rewards for taking them down is gonna come in the form of money and control but theres also a chance we can get new Metahuman recruit as reward from the new missions, which would give us 6 AP for turn 3. Now thats admittedly a gamble but.

Smoke on the Water (AP 1, ESPIONAGE 4, OPERATIONS 4): The Demon Flamez were a gang of metahumans notable for their lack of concern for collateral damage and their fire-based powers. They were inmates of Wonderland until recently, and word is they've made moves to secure their former territory in the Old Industrial District. Which makes it all the odder that you've received a private communication from one of their members asking for a clandestine meeting.
Lady Leizi: We can thank our renewed control of the Worker's Mitt for the tip I received on the Demon Flamez. Certain elements of the OID are desperate to renew their contract with Justice Unlimited. Unfortunately, Powers is also making a play here, including possibly legitimizing and absorbing the Demon Flamez. Which makes it all the odder that Sparksurfer is telling every one of my informants he can find that he wants out and needs our help.
(Unlocks mission Fire in the Sky, Intel of current state of Horizon, Chance of new metahuman DNA, +1 to control of OID, Chance of eventually recruiting Sparksurfer and Jorōgumo) [3 Turns Until Expiration]

Demon Flamez mission gives us chance to recruit 2 Metahumans if one with a checkered past. Now we dont know if we can recruit by doing Fire in the SKy but its likely we can, since recruit is generally Requires and we have Mona to easily reach 9 rep if we can recruit both and give John Powers at turn 4 we can get 7 AP by Turn 5. Letting us do more missions instead of failing to save someone again.

Well, now I have to know which one you thinking of to steal shamelessly from it.

Random question, we actually have 5 AP right? Currently the organization sheet reads 4 AP when all of the plans so far assume 5 AP...
You saw nothing.

Ah, l read enough of the comics to get the gist (Garth Ennis again huh?) but haven't had the time to check out the show yet.

I was thinking the LexCorp fake superheroes from DC's "52" if you want to know my weird points of reference.

How prevalent are superpowered people outside ofHorizon by the by?

Any chance of rebuilding the other hero teams?

On the whole how many superpowered people go criminal?

This is all good stuff. But a few things:

1) "Recruit X" as a reward means a new metahuman. "Candidate" will mean someone you can use Ambrosia on going forward. Sorry for the confusion!

2) A new metahuman at this stage means +1 AP until you're at AP 5, where you will need two new metahumans for a new AP point.

3) You can't use DNA you get this turn until NEXT turn. Narratively, Dr. Ibis will need all turn to make the new batch of Ambrosia, even if mechanically you vote for the powerset and the end of the turn. He was only able to make Mona's so fast by using his power, which he and Lady Leizi agree he should try to limit going forward.
Here you go mechanics for getting new AP by WOG. Honestly AP is King in CK2's so getting Hiver to easily get 6AP and maybe 7AP if we can recruit both Sparksurfer and Jurugomo along with any recruiting rewards from new dawns missions is the biggest benefit of HEarts and Numbers.

Though well probably gonna need to take control of Dr. Ibis to expand Hero slots again since 7AP means 8 Heroes.

Can you give me a quote on this, cause I don't see that mentioned in the mechanics at all. Might've missed something
I said it back somewhere in turn 1 after you guys managed to get 2AP in one turn. I'll add it to mechanics later.

Metahumans are everywhere in the world. Horizon just has the highest per capita by FAR.

The only other hero team was SLAYERS and they all died.

"Criminal" is a fuzzy term in Horizon. Most metahumans are mercenaries. The ones bad enough to get Wonderland'd and deserve it? Not too many, but they are TOUGH and have an outsized impact given their numbers.

I was actually planning on doing an omake involving a street-level metahuman team (union/vigilante/citizen militia members?) dealing with a small crime like a store robbery or a mugging. This info helps!
