Don't want to vote for a plan that doesn't do all the upkeep options because kind of a mean thing to do to our employees.

There's a possibility it could mothball the facilities for a month and give them paid vacation if we're not assigning their department any tasks. Like teachers that get salary paychecks during summer vacation or folks that get a bonus and vacation after finishing a tough project. If we assigned tasks without upkeep though that seems guaranteed bad for the employees.
 
I can't make up my mind on what to have the production department doing.
They don't have to do anything, you simply can pay the Upkeep and that is that.

I'm hoping that the roll malus only applies for the turn we don't pay the upkeep. Then the department bounces back fine the following turn when we do pay upkeep. If there are narrative negatives then I'll modify my plan.
We'll find out from the QM if that's a feature or a bug. It'd be nice not to have 30-50% of our budget completely locked down every turn.

The logic is this:

Turn 1: Cut the Upkeep. In turn, for the Money, any option of this Department receives a malus.
Turn 2: Pay the Upkeep. You recieve a malus for options of this Department.
Turn 3: Pay the Upkeep. Everything is back to normal.

In the story, it is explained like this:

Turn 1: Personnel of the underfunded Department are forced to help other Departments, watch training videos, or are asked to take a vacation. Rumors spread that the Department will be closed, no matter what the bosses say. Some people jump ship.

Turn 2: The Budget is back, and people are asked to return to the Department and work there. However, some personnel have jumped ship or are in the process. New people get hired, and the Department isn't running as well as it could.

Turn 3: Everything is back to normal. The dust has settled.
 
So it looks like the one vote that does not do the upkeep is winning even though we have the budget. Looks like we will suffer with two departments. For one turn. I guess it can work. We will just have to focus on the one department for one whole turn...

My first attempt at making a plan here and I think it's legal. It's most similar to Utility Stalling but it's trying to focus on completing Basic Shielding rather than dividing attention. In general I just don't want to have to deal with penalties next turn to our departments.

Heads up: the tally is butchering the plans somehow? I doesn't show all the lines for different plans, like the Utility and Upkeep one is shown with just three lines, the two Research ones and the Design a Utility Craft one...not sure why it's doing that...

Because it's under the same tasks, I think. So you have [research] for example but then you add another [research] and because you have already fulfilled one [research] the tally ignores the second.

Just checked and I see what you mean. Very weird.

But worst case scenario Jax just has to look at the original post for the winning plan rather than what the tally says.
 
Modified the plan since the malus lasts for two turns not just the one where we skip the upkeep. Either we get the contract and we want production firing on all cylinders or we don't and want design to be at their best.

If he loses, he is likely going to still be angling for the big seat. After all, the plan is to subvert the Republic and turn it's power into his own. If he wins, project clone wars would be in motion, and if he succeeds, it likely won't be fun for us unless we work our way into a partnership somehow.

Why's would he care about us specifically, we are only barely noticeable as a old company trying to make new stuff.
