The Glimmering Federation had a rocky initial diplomatic contact with the Shipwright's Alliance, but past years has seen that relationship smooth out significantly with regular trading between the two powers, especially through the verdant Irrita. But these trades have highlighted the ways in which each polity surpasses the other. The Glimmering Federation has a higher overall level of technology, especially as it relates to civilian, medical and heavy industry. Both are experienced shipbuilders, but the Shipwright's alliance has knowledge of many Imperial-derived techniques that surpass the capabilities of the Federation. More violent civilizations might seek to seize such advances, but both countries are war-weary and mislike the idea of fighting a potential friend in such a hostile galaxy. To that end, a proposal has been raised by the Federation Council to carry out an exchange of knowledge, where the Federation offers many fundamental technologies and manufacturing techniques in return for the shipbuilding expertise of the Alliance. However, such an exchange would empower both polities, and make any following war ever more destructive. Therefore, a parallel proposal has been made for a defensive alliance, to come to each others' aid if claimed systems are attacked. The proposal is flexible, able to be tailored to the desires of the Alliance, and contains cut-outs for if the attack was provoked by the nation under attack.
 
The next move for Voxx Primus is to begin to send industrial equipment and agricultural equipment in much greater numbers to try to build up an army... and also send even more in the way of guns. Because we SHOULD be infinitely better armed than any hive-gang with a bunch of "back of the truck" las-rifles or even just what are basically "guns." So better do something there.
I worry that would set off the danger alarms for the Spire nobility. A new gang gaining dominance doesn't concern them, but a gang suddenly gaining high tech military equipment is a much more serious threat.

It's implied they should have pretty high-tech military equipment already? Or at least something like it. It's just that they clearly need more.
 
For the record, if things end up not Blowing Up next turn like I fear they will (Or even that we have reason to expect something will Blow Up), I am in favor of angling to get Voxx Primus their next push, then get a Song while we transition to Post so we can smash our face into the Four Action Cooperation Gambit.

... I'm sorry 19 million is a SMALL gang? I'm guessing because its spread out and would me a few million in the Hives? Is membership assumed based on the hab blocks the gangs live it?
Membership is based on "is under your control" above anything else. And yes, they are a Small Gang of Note. Notice the last two words. Tiny gangs exist everywhere, but shit like millions-strong gangs exist on any decently populated Hive World, just look at Necromunda! To become an actual "Important" Gang, you'd need around ~400 million people under you, at which point shit gets difficult if you desire to keep things secret. But at that point you'd already be at or shortly before the "BURN THE NOBLES!" stage of your infiltration.

Yes. Though, by Imperial Standards, "People" does not describe the inhabitants. Most are Mutants, and the rest are...let's say "human-adjacent" enough to blend into a mutated population.

And your people are basically on Imperial Guard level in equipment (keep in mind that a properly equipped Guard Regiment is using the Good Shit™), though lower for the non-core, but loyal and proven, members, and more like a typical Voxx Gang for the rest.

And I imagine a gang of note suddenly appearing with a lot more military equipment would raise alarms, right?
 
I wonder if there any aces we can play to make the hive takeover easier.

At some point I imagine we can just drop-ship like, a dozen choirs, and make a special song for them, something like...

A song of hope and compassion for a vision of a humanity unified under Star Child, to be sung by our choirs, and picked up by a million throats of our followers, before spreading to rest of the planet.

Songs are planet-wide, after all. They are our unique advantage, and if we get enough momentum and specifically use our write-in actions to prepare the world for a massive, mystical ritual?

Seems good to me, if that lets us convert excess Choirs to a Research Drip, I will ascend

My thought was to base it on Home (which has aspects of Freedom and Belonging), Hope, and the rebirth-through-destruction aspect of Fire to incite a revolution.
 
Another thought to consider is that if we're improving the standard of living among the people under us on Voxx Primus, then they are more likely to live to an older age, less likely to die in childhood, more likely to be healthy and not sickly (and thus more able to work or fight), etc, etc.

Over time they're absolutely going to outcompete even without any spreading process...
