From what I understand countermagic would allow us to better respond to hostile magic that isn't targeting us specifically. Which seems important since the entire point of tackling the spy issue is to avoid a rehash of canon or worse in which a ton of White Council worthy people get murdered even with Peabody being taken care of.
Olivia isn't good at sustained combat. We saw that recently. I don't think we should involve her much in the White Council plotline.
