What?

Meizhen is hardly going to be living here permanently, and it would be silly to integrate Cui into the spirit court even if she did.

We'd be developing the river spirit(s) separately from the lake like said in the update, that's all.
 
Heizui on the other hand does seem to be coming to Snowblossom eventually in an upcoming commission so we might be able to help him take over a river once we step on him again :V

Low maintenance seems good. We've still got like 3 biggish influences we'll need to juggle so I'm fine making this one more relaxed.

Also for narrative purposes I prefer a Snowblossom who's easier to interact with.

I think I'm leaning towards the lake focus. A big part of it is that I'm not really invested in river development. The rest is that a more concentrated spirit seems more interesting. Feels easier to get a more interesting priesthood going in the long-run, too. I want our holdings to be full of weirdos who're buddies with spirits, if we can.

This is a tough one.

On one hand, the more prominent and numerous blessings for the city are really tempting. Even if we have other ways to improve Shenglu, it would be a great help early on.
Narratively it's also more interesting to be able to interact with Snowblossom more directly.

On the other hand, we want to eventually develop Snowblossom into a trade center between the Empire and the Polar Nation.
It's true that trade won't be very significant for a few decades yet, but shouldn't we lay the foundations for that now?

So, tentatively, I will go with this for now.

This is the one that has more potential plot hooks related to Ling Qi and this is a Ling Qi quest, so, yeah.
