Gets us 6 more Crux classes, they're just really decent all around apparently, and that's evidently what we need more of for them to do their job well and keep the squishies intact. They'll still be handy even after this campaign, so even if we have too many, it's not like having a garrison somewhere is bad.
If we're lucky, with the newly taken systems being halfway integrated, we might get another production tick next turn, which'll let us hit the benchmark of needing 10 more.
