If you had a Craftworld in Droma, you'd know immediately by am emergency update and all of your people freaking out.
And End Of Line has Three Stations linked together. They are (presumably) Pirate owned.
Very much the latter for those not trying something else. You will not get anything but baby Eldar to worship the Star Child, and getting one would see a whole lot of Chaos Forces and Eldar knocking on your door.
But the colors are maintained in the system maps, so it wan an honest mistake to make.

Honestly, I could imagine an Outcast mercenary or whatever rolling their eyes and humoring the worship of the Star Child in such a way that could gradually change. But people on the Path of the Outcast are also WEIRD by Eldar standards.
Also honestly the Eldar are unlikely to get a lot out of worshipping the Star Child given they need Ynnead to sever/contest the racial link they have with Slaanesh.
