Okay, apologies, I will be maximally precise: It would be 30-90 actions and -30 to all stats for incorporating a world with an estimated population of 200 billion people when our current capabilities are measured for a polity of about 3 billion people. I was indicating that I believe the action count and stat penalties would be less severe if we were looking to incorporate a world with an estimated population of 200 billion people as a polity that at that time had about 200 billion people already.

The 200 Billion is not what is there, it is the swing. The "we know we have X amount of people. But there could be an extra 200 Billion around. Maybe."

You forget what setting this is? Imperium is so fucking bloated you'd be lucky to find a world with an accurate and up to date population count.
I swear to god, if someone were to introduce Windows Excel to the Imperium a good 85% of the problems could be solved. Just imagine what bureaucratic sorcery Guiliman could do with just the version from the 90s.

Regular Hive Worlds have a population ranging from 50 to 2.000 Billion people. And most simply do not even attempt to regulate Underhives beyond making sure they don't breed a revolutionary army.

You used the wrong formatting for that, then. "~200 billion" is "roughly 200 billion", not "some unknown number with an error-bar of 200 billion". Especially since you didn't give the approximate number at all.

TBH I like to headcanon there's a minor God of Chaos called Aut0-Corrupt (play off the word auto-correct) which manifested from all the Admin Clerks blaming everything and anything for them fucking up and misspelling orders and misplacing digits since the joke is that even with a God of Chaos it's still mostly mortals fucking up on their own.
