Everything he said seems to check out. He would have a hard time getting people to help him fight someone with Samuel's reputation and power. If he thought he was the only one who could stop him he'd take drastic measures. Still could be fudging the truth but he did save Harry which gives him the benefit of the doubt.
Had we talked to him earlier he might've been able to help us out somehow. We can ask a Crown question when we aren't in front of someone who may be able to detect it via recording later.

Dang, Charon was on the ball (or so he says). I'm kinda glad to hear that there are some competent people who dont want to get caught up in the collateral of the apocalypse. Good to hear there was a safety net, at least.

As far as I remember Molly is not part of the Accords yet. So anyone who wants to take a pound of her flesh can very much take it up with her murder blendery glorious self and rip whatever they've sown. Basically any nods Molly does to the established rules she does out of the goodness of her heart right now. From the supernatural point of view. Or because they align with her own internal rules.
Nicodemus Archleone wasnt part of the Accords when he tried to kidnap the Archive when she was performing Accord duties.

There's nothing that we did here that the same number of SOCOM troopers wielding grenade launchers with high-explosive rounds couldnt have done, along the lines of a M32 MGL.

Even the fear resistance was manageable with high-quality troops and pharmaceutical use.

None of those are things that are for sale for any price.

In order - this is our country, our planet, and our Creation. We are the ones to resolve the situation. As such, it's up to us to finish resolving it. At most you could argue that Winter has a say.
The precedent has been established. The favors we got from Winter and Summer, did you forget them? They are, in essence, the same as what is being proposed we do to the reds. And Winter and Summer were obligated to give them to us. The scope of what we are proposing is well within one Favor we got from Mab or Titania. Only we are reaping it from Red Court. So, yes, thanks for reminder. The precedent is on our side.
Both times we went into Summer and Winter we went through channels: we spoke to the head honcho, and worked with and through them. Mab took care of her nobles, Titania took care of hers.

The Redcap who got changed was reported to Mab via Dresden; we didnt try to run him down even though we did have at least some justification since he shot at us.

Even now, we know that Simon Peabody is right there in the White Council, and we havent torn through the White Council to get at him either.

And I do not think Harrowmont has the mental or intestinal fortitude, let alone the life experience to pit wills with a major demon that we know has been here since pre-history. Or to manage Vegas for it. He doesnt have the training, people skill or connections to manage shadow!Vegas, and even in magic he'd be doing a ton of remedial work just to get up to scratch.
Given how Usum focused on him as being vulnerable to offers, thats a temptation I would spare him.
Of the people we've met?
Adkins has the knowledge and experience, but is already spoken for. So are Arlene and Mayeda.
Silk has experience managing supernaturals and dubious allies/bosses, plus mind magic that gives her an edge in managing people, and the Sin-Eater has the Power to manage her Lawbreaker issues.
But those selfsame issues that would put her at a disadvantage managing the Sin-Eater.
Little Tommy has experience wheeling and dealing in the supernatural, and in working with a hierarchy while keeping a code, but we dont know who his current patron is/where he gets his current power from.
The RPG says nothing definitive, just that the city speaks to him.
If I was forced to pick? It would be Silk or Tommy. Probably with a preference for Tommy over Silk because Tommy has the demonstrated people skills to manage a crew of hitters AND run an illegal business. Plus actual combat experience, which is not always necessary, but is critical when needed.
Fallback option is probably call the Library and see if they have a candidate.

Would be a good opportunity for the White Council to station some forces in the area, including someone to teach Harrowmont how to use magic in combat. It's now a former stronghold of the Reds in the US, so it would make sense if the WC moved in to keep them from re-establishing themselves there.
Or we could arrange for Lara to move a bunch of Whampires into the area to assist Harrowmont. I'm sure they would fit in well enough in Vegas. The existing Whampires probably wouldn't be happy with the newcomers, but who cares about that?

Getting supernaturals who can train mortal magic users is something with established history in the Dresdenverse.
But I dont think Harrowmont has any of the skillsets to do that job. Not the magical side, or the people managing side, or the economic side. Nor do I think he'd enjoy being at the beck and call of the Sin-Eater either.
If he's wise, he'd refuse the offer if it was made.
