Okay, as far as it goes, it seems to me that Begin the Great Education is more vital than Motive Forces, because if a population doesn't have basic education it can be hard for them to participate in any technological rites as anything more than props/memorizing steps.
Sounds like standardized Cargo Cult training!

Why are we immediately preaching to them when we haven't even set up aiding them?

Why are we building an Engineering Unit specifically when we're trying to face the Psykana problem to begin with?

Like, it seems to me that we'd have much better luck preaching to them of the Star Child if we first, y'know, actually came through on Aid and gave them some time to, like, get used to the idea that we're not tricking them or etc, etc?

This gets us an assault unit we can use against the Psykana, it starts the education, and it lets us create Void Industry, at least some of which might be helpful for our new Protectorate. By actually helping them, combining with educating our people, we can set the stage for converting them in the turns to come once we've actually done right by them in more than a proximate sense.

If someone can give me a justification on the Engineering Unit thing, I am willing to change the unit to Engineering, perhaps.

We have:
The Council agreed, with nobody having any objections, and soon metal began to flow in one direction while low-tech machines and rudimentary tools flowed in the other. However, a piece of information given to Herkata-55/C, captain of the SM-001-D, during the second exchange of goods garnered a large amount of sympathy for the Kil'drabi from our population while also giving us a lot of buy-in from them some months later and ever since

The Kil'drabi have given her the title of "Mak'hati" or "Saviour of Legacies" after she gave them the first batch of many.

Engineering to create and hold chokepoints/give support.
Assault next turn to break loose entrenched psykana together with the lamenters supported by the engineers.

Doing Void Industry now seems premature when we lack basics like Food Industry or Civilian Industry. We also don't have Heavy Industry, which I'll bet will seriously limit what we can even build with Void Industry.

That's actually a lot of my idea. They provide Heavy Industry, we use it to do Void Industry, which then helps fuel our Aid attempts towards them and so on, therefore creating a virtuous cycle of collaboration on that front that strengthens both parties and allows for later religious recruitment to go smoother when we've been shown to be willing to reach out a hand and help, not just in the short-term, but materially.

Void industry to retrieve their stuff is a neat idea, but that we did nothing is false, there has been a decade (one turn) of successfull co-operation and the first batch of returned gene-lines.
Thinking on it, void should be worth being hurried to save their damaged gene-lines.

Not Just do we have Heavy industry from out new friends, we have enough food and have Word of QM that they will tell us when food production would lag behind. (i.e. we will now in time to build the next food production)

Note, however, there might still be value in building more food production even before that point, both to prepare for coming problems... but also because I'm pretty sure the 40k "Adequate food supply" is the 21st century, "Not that great, really."

It's just that honestly I'd rather do that as part of a whole turn where we also build out medical industry so that people can be very well fed and healthy.

Didn't this one already win? It's still here?
Yes, but that option will be there until Dreadnought Chyron awakes, as it is a training action.
we haven't even set up aiding them?
You have. The Kil'drabi have, like, 20.000 people, max. And that is with the nine years of you helping. They are below an Action in the scheme of things, so they get the help automatically.

Edit: For stuff like that. Converting is different.

You have enough industry of everything to cover what you currently have. Unless your population grows dramatically you won't have to take the Food Industry action, your people produce what they need mostly themselves and Civ Ind is more for trade/morale.

And you got Heavy Ind from the Kil'drabi.

But that reminded me to add II to Heavy Ind and apply the yellow signifier to the Action.
