It's likely not that risky because actively contesting a charm is difficult under ExWoD, but working around it is less complicated.
This is especially important because we don't actually know what he'll learn and the default assumption should never be that it'll definitely be useless and incapable of causing problems.
I don't think the risk is too high to be worth it, but treating this sort of thing as free is a mistake.

That would leave us with without any change from the transaction, and be helpful for advancing our alchemy under our current AP constraints.
The buff to crafting speed is nice, but we barely even use the skill as it is despite having the option to append it to regular actions so it feels less valuable to me. We haven't used some of our recipes yet, and we don't carry any habitually* even when they're obviously useful.
Getting new stuff that we'll actually be willing to vote for seems more helpful.
* Actually, on this note, could we potentially set recurring background stuff up with a vote? If we can choose to whip up a healing potion as part of prep for any given action then voting to have some small load out on hand at all times would make us more likely to actually remember to use alchemy fully.
I'm thinking small batches like always having a couple health potions, one speed, and maybe a factory fog in a purse or something.

Do Solar's get there own versions of Mind-hand-manipulation , hollow-mind-possession or fomori making charms?Yeah, if only that was reflected in the charms. You get complete nonsense like Predict a disaster charm or like make a warstrider from their Anima charm.
Even in Exwod, mechanically speaking, Solars do almost everything Infernals do but better.
